Additional Labor Categories RFP Attachment 2: Pricing Workbook_Additional Labor Categories
Instructions: Offerors shall fill out all cells in yellow. However, it's the Offeror's responsibility to ensure that all formulas are correct, linked and all data populate correctly. Labor Hours are provided for each Ordering Period (for Years 2-5) by the Government and shall not be edited. Prices must be fully burdened, meaning inclusive of all Overhead, General and Administrative costs, Profit, and any other indirect cost or direct cost element.
Offerors shall propose using the labor categories included in Attachment 2 tab "Additional Labor Categories" without any further adjustments to those categories. Should offerors believe a revision to these categories is warranted, offerors shall follow the Q&A instructions included in FAR 52.212-1. The Government may amend the RFP at its sole discretion.
The Government has estimated travel to be used in future TOs and the Government's estimated plug number shall not be changed.
The issuance of future task orders under this contract will use the fixed price ceiling labor rates contained in Attachment 2, Pricing Workbook. At the TO level, the contractor is permitted to offer discounts from the ceiling rates, however no labor rate proposed shall be higher than the ceiling rate. The labor rate is a fixed hourly rate that includes all wages (e.g. straight time, overtime, shift differential, holiday time, standby time, etc.), overhead, all other indirect costs, general and administrative expenses, Facilities Capital Cost of Money (FCCOM) and profit. The labor rate represents a blended rate including labor transferred between divisions, subsidiaries, or affiliates of the contractor under a common control and including any subcontractors or teaming arrangements.
*Offerors are advised that the number of labor hours for each category in tab “Additional Labor Categories” are for evaluation purposes only. The same number of estimated labor hours apply to each ordering period. The numbers are based on historical data and are indicative of the number of hours that the Government anticipates within the execution of the IDIQ in addition to the Sample Task Order. Proposed labor rates will be fixed ceiling rates for each year within the 5 year ordering period, regardless of how many hours are procured, up to the total ceiling of the contract.
