PURCHASE DESCRIPTION

1. Scope and Background.

This specification details the Government’s minimum requirements for manufacturing a Pre-Check Test Stand (henceforth known as the “Test Stand”) for shop 94401 at FRC East. The Test Stand is to be located in Building 137, Fleet Readiness Center East (FRC East), MCAS Cherry Point, NC.

The Test Stand will be used for checking valves and regulators prior to final testing. Operating temperature and pressure are room temperature and 300 psig respectively. Maximum air flow will be approx. 2 pounds per minute (ppm).

2. Applicable Documents.

2.1. GENERAL.

This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in this specification, whether or not they are listed. The most current revision of the documents at the time of award shall be used.

2.2. APPLICABLE DOCUMENTS.

This paragraph will identify all types of applicable documents required. The first subparagraph under this heading shall identify other types of Government documents, drawings, and publications, if applicable.

2.3. ORDER OF PRECEDENCE.

In the event of conflict between the text of this specification and the references cited herein, the text of this specification shall take precedence. Nothing in this specification, however, shall supersede applicable laws and regulations unless exemption has been obtained.

2.4. REVISION

The revision of any/all referenced documents that is the most current at the time of contract award shall govern.

3. Requirements.

3.1. GENERAL INFORMATION AND COVERAGE.

The Test Stand shall be capable of performing its intended function in accordance with the operation and performance requirements specified herein. The Test Stand shall be constructed of new and unused components, unless specifically allowed by FRC East. The Contractor shall provide a turnkey installation to include hookup to all required utilities, and set-up, so that the Test Stand can be used by FRC East personnel to perform any function for which it was designed upon completion of acceptance testing.

3.2. DESIGN PRESSURE AND TEMPERATURE.

Unless otherwise stated in this document, the minimum pressure and temperature rating for all pneumatic hardware shall be 300 psig at 110 °F.

3.3. MAINTENANCE.

Maintenance of the Test Stand shall be consistent with Reliability-Centered Maintenance (RCM) philosophy as described in SAE JA1011 and shall not require development of additional maintenance systems or reporting procedures.

3.4. PNEUMATIC CONFIGURATION.

All operator facing pressure measurement ports shall be 316 stainless steel, size #4, male, AN 37°flared fittings per SAE AS4841. The pressure sensors, both analog and digital, shall allow FRC personnel to connect to them with applicable hoses as needed for any given valve. The pressurized air supply and flowmeters shall use size #8 AN 37° flared fittings. Potential usage includes (but is not limited to) connecting directly to the unit under test (UUT), T-connecting between the air supply, sensors, and UUT, and connecting the UUT to the flowmeter.

3.5. PERIOD OF PERFORMANCE

The period of performance for all work contained herein is 9 months from contract award to completion of final acceptance testing and submission of all required documentation.

3.6. GENERAL

3.6.1. Dissimilar Metals.

Direct contact between dissimilar metals, especially brass, copper, or steel in contact with aluminum or magnesium, shall be avoided. When dissimilar materials are used a barrier is required.

3.6.2. Fastening Devices.

All screws, pins, bolts, and other fasteners shall be installed in such a manner to prevent change of tightness. Fastening devices subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed.

3.6.3. Nameplates and Product Markings.

All words on instruction, indicating and name plates shall be in the English language. Characters shall be permanently applied, in boldface, on a contrasting background. The plates shall be made of corrosion resistant metal.

3.6.4. Human Engineering.

All operating controls shall be located convenient to the operator. The Test Stand shall be designed and manufactured to minimize the possibility of human error and injury (e.g., back injury) and to ensure human/machine compatibility.

3.6.5. Asbestos Restriction.

Asbestos and materials containing asbestos shall not be used on or in the Test Stand.

3.6.6. PCB Restriction.

Equipment or materials containing polychlorinated biphenyl (PCB) shall not be used in the Test Stand

3.6.7. Environmental Conditions.

The equipment shall be designed and constructed such that, during the manufacture, operation, service, transportation, or storage of the machine and its components, the equipment shall not utilize or emit materials hazardous to the ecological system as prescribed by federal, state or local statutes in effect at the point of installation. FRCEASTINST 5090.1(latest edition) environmental compliance shall be followed.

3.6.8. Labeling

Label all hoses, pipes, wires, cable and connectors, per NAVAIR 01-1A-505-1/2/3 to reflect the purpose of the hose, pipe, wire, cable or connector. Labels shall be designed and built to remain legible in the environment they are installed. Labels shall not present a Foreign Object Damage (FOD) hazard. On equipment diagrams, the same number and/or symbols shall not be used more than once in identifying equipment. Any wire number shall not change when crossing a terminal strip. Labeling shall be consistent between hardware and prints.

3.6.9. Utilities

The contractor is responsible for any additional utilities that may be required as part of this upgrade. The contractor shall request the Government approval in writing before connecting to any utility.

3.6.10. Mercury

The use of mercury, mercury compounds, or mercury bearing instruments on or in the test system is prohibited.

3.6.11. Lead

The use of lead, lead compounds, or lead bearing instruments on or in the test system is prohibited.

3.7. HARDWARE REQUIREMENTS.

3.7.1. Commercial Off the Shelf

The contractor shall provide materials and equipment that are products of manufacturers regularly engaged in the production of such products. Products shall have a history of satisfactory commercial or industrial use. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer unless stated in this section.

3.7.2. Instrument Accuracy

All gauges shall have a minimum resolution equal to their accuracy (e.g., a gage with range 0-100 psig, and accuracy of +/-0.1% FS shall have a minimum resolution of 0.1 psig).

3.7.3. Compressed Air Regulators

The inlet supply air of all compressed regulators shall utilize the existing 300 psig airline available at the stand installation location.

3.7.3.1. Low Pressure Regulators.

The stand shall include two manual controlled pressure regulators with an operating range of 0 to 30 psig.

3.7.3.2. High Pressure Regulators

The stand shall include two manual controlled pressure regulators with an operating range of 0 to 300 psig.

3.7.4. Analog Pressure Gauges

The stand shall include one analog pressure gauge with a range of 0 to 100 psig, and one gauge with a 0 to 300 psig range. Accuracy for both gauges shall be +/- 1.0% full scale or better. The gauge dial diameter shall be 4 inches or larger.

3.7.5. Digital Gauge Pressure Sensor/Indicator

The stand shall include two pressure transducers and accompanying indicators with a range of 0 to 100 psig. Measurement uncertainty shall be +/-0.5% full scale or better. A combination indicator/sensor unit may be used. A multi-input unit such as the Heise Type PM Digital Pressure Indicator (or equivalent) may be used.

3.7.6. Digital Differential Pressure Sensor/Indicator

The stand shall include a differential pressure transducer and accompanying indicator with a range of 0-10 psid. Measurement uncertainty shall be +/-0.5% full scale or better. A combination indicator/sensor unit may be used.

3.7.7. Flowmeters

The stand shall include one flowmeter with a range of 0.01 to 0.2 lbs/min and one flowmeter with a range of 0.1 to 2.0 lbs/min. Instrument accuracy shall be +/-3% full scale or better. The flowmeters may be either analog or digital.

3.7.8. Power Supplies

The stand shall include two variable DC power supplies that meet the following requirements. Each power supply should have its own output jack. A single power supply may be used if it can meet all requirements.

3.7.8.1. Constant Voltage Power Supply

The stand shall include a variable DC power supply with a constant voltage mode. The unit shall include an integrated display with a resolution of 0.1 V or less and an accuracy of +/- 0.2 V or better. The unit shall also display the amperage output with an accuracy of +/- 50 mA or better. The minimum output voltage range and power rating is 0 to 32 V and 60 watts respectively. The power supply’s output shall be accessible via two different port types: a MS3106A-16S-1S cannon plug, and standard banana jacks. The two outputs may be wired in parallel.

3.7.8.2. Constant Current Power Supply

The stand shall include a variable DC power supply with a constant current mode. The unit shall include an integrated display with a resolution of 1 mA and an accuracy of +/- 0.25 mA or better. The minimum output current range and power rating is 0 to 125 mA and 60 watts respectively. The power supply’s output shall be accessible via three different port types: A MS3102R-18-4S cannon plug; a MS3102A-14S-5S cannon plug, and standard banana jacks. The three outputs may be wired in parallel.

3.7.8.3. Synthetic Rubber Hose Exclusion

The contractor shall not use synthetic rubber hoses in the test systems. Hoses shall be of a type that are not service life limited, defined per NAVAIR 01-1A-20 (T.O. 42E1-1-1) – Aviation Hose and Tube Manual (emphasis WP 006 25).

3.7.9. Dimensional/Size Requirements

The overall width of the stand shall be 60 inches wide. The overall depth shall be 30 inches deep. The maximum allowable height for the stand is 74 inches. Any design that deviates from the dimensions given requires government approval.

3.7.9.1. Work Surface Requirements.

The stand is required to have an integrated work surface positioned for a standing operator. The work surface shall extend the full width of the stand (60 inches) and be 18 inches deep. The surface shall be located 35 inches high from the ground.

3.7.10. Front Access Maintenance.

The stand shall be designed to be maintenance accessibility from the front of the stand. This primarily includes having the ability to replace any electrical or pneumatic components as needed.

3.7.11. Control and connection point orientation.

All operator controls and connection points shall face forward.

3.7.12. Storage Cabinets.

The stand shall have storage cabinets or drawers for the purpose of storing any hoses, fixtures, or adapters required for usage of the Test Stand.

3.7.13. Air Supply

The Test Stand’s air supply shall be sourced from the pre-existing 300 psig air-line at the stand installation location. The Contractor is responsible for additional piping, hosing, etc. from the pre-existing supply line to the Test Stand. Any such piping, hosing, etc. shall not present a trip hazard, FOD hazard, or interfere with personnel walking through the area, nor shall it interfere with usage of pre-existing equipment in the room.

3.7.14. Electrical Supply

The Test Stand shall be powered using pre-existing 120 VAC facilities. The Contractor is responsible for any cables, wiring, etc. from the pre-existing source to the Test Stand. Any such wires, cables, etc. shall not present a trip hazard, FOD hazard, or interfere with personnel walking through the area nor shall it interfere with usage of pre-existing equipment in the room.

3.7.15. Safety Shutoff

The Test Stand shall have an emergency shutoff to shutoff both pneumatic and electrical systems. The shutoff shall be within reach of any personnel using the stand and shall not be positioned such that it could be activated by an operator accidently bumping into it.

3.7.16. Calibration/Verification

The Contractor shall give FRC East 4 weeks’ notice prior to Final Acceptance Testing to allow FRC East to verify/calibrate the Test Stand as needed. The Contractor is not required to provide any Calibration Procedure to the Government.

3.7.17. Noise Levels

Equipment delivered shall not emit noise levels above 84 decibels as required by OPNAVIST 5100.23.

3.8. Acceptance Testing.

3.8.1. Final Acceptance Testing.

Final Acceptance Tests: The test stand shall be tested at FRC East, Cherry Point, NC after completion of installation and calibration by FRCE personnel using the METCAL approved calibration procedure. The contractor shall provide a qualified factory representative during final acceptance testing of the test stand. Final acceptance shall be complete when the test stand performs in accordance with all requirements described in Section 3.0 of this specification. FRC East technical representatives will witness all inspection and performance testing performed at FRC East. The Government’s technical representative shall sign off final acceptance. All testing documentation shall be turned over to the government.

The performance period for acceptance testing shall be conducted during normal working hours (Monday thru Friday, 7:00 am to 3:30 pm). Should the test stand fail to meet performance test requirements within five (5) consecutive calendar days, all testing shall be terminated until a written request for additional testing is submitted by the contractor and is acknowledged by the contracting officer. Should the test stand fail to meet requirements during subsequent performance tests, the Government shall have the authority to initiate termination procedures against the Contractor.

3.8.2. Examination of Product:

The test stand and all of its components shall be visually examined to determine compliance with each paragraph of this specification. Additionally, all pieces of equipment shall be of good quality and not physically damaged during or subsequent to their manufacture/assembly. Nonconformance of any component shall be cause for rejection of this part.

3.8.3. Accuracy of New Sensors.

Accuracy of sensors installed by contractor will be verified and documented by the government. FRCE Calibration technicians shall perform initial calibration and a calibration decal shall be affixed to the test stand prior to acceptance testing.

3.8.4. Operational Test:

Operation of the test stand shall be demonstrated to show conformance with Section 3.0 of this specification. Proper operation of all test stand functions shall be demonstrated. Testing shall include performing all test procedures listed in Table 5. Any procedures requiring an elevated air temperature is out of scope and should be ignored. Test units will be provided by government.

3.9. Documentation Deliverables.

Appropriate technical documentation shall be provided by the contractor to support the test stand. The contractor shall deliver documentation in accordance with the requirements listed below. All documentation shall be delivered with two (2) hard copies and two (2) copies on CD/DVD. Digital copies of documentation shall be delivered as an editable MS Word document and as an editable Portable Document Format (.pdf). The PDF file shall be fully searchable, this includes all text and values, including but not limited to text, numbers, or values found in paragraphs as well as drawings.

3.9.1. Plan of Action and Milestones.

The Contractor shall provide a Plan of Action & Milestones (POA&M) report to identify Contractor performance dates of all major events from contract award to completion of contract requirements. The report will be reviewed by the Government. The initial report shall be submitted with the contractor’s quote. A final report shall be submitted within thirty (30) calendar days after date of contract award. The Government and the Contractor shall review the report periodically on an as-needed basis until Final Acceptance has been accomplished. Any changes to the final approved POA&M must be approved in advance by the Government to ensure adherence to contractual milestones.

3.9.2. Engineering Documentation.

The contractor shall provide complete drawings/schematics of all delivered assemblies. All diagrams shall be cross-referenced to each other, and include component, identity, locations, and I/O channels entry points. If applicable, the document shall further break down the system diagrams into component schematics, I/O channel signals, power distribution, and wiring connections. Wiring tables shall be provided for all plugs, jacks, and terminal boards with their associated signal designation. The document shall provide a list of all switches, relays, indicators, valves, and controls and how it relates to the above diagrams and their locations. The drawings shall provide detailed materials and design specifications used in the manufacture and installation of the test stand. All manufactured components required for testing, shall have a set of complete specifications and must contain all detailed information required to manufacture the components. Within each drawing there shall be the Drawing Number, Part Number, and Bill of Materials (BOM). All views required to manufacture the component, material, current revision of the drawing, and finish requirements (if none required, state “No finish required”). The contractor shall apply ASME Y14.100-2017 “Engineering Drawing Practices” drawing standards. 2D Drawings and schematics shall be provided in .dwg format. Engineering Documentation shall be delivered fourteen (14) calendar days prior to JDR.

3.9.3. Government Purpose Rights.

The Government specific purpose rights shall be provided for technical data, software, and drawings. The Government requires rights to the technical data, software, and drawings that allow it to maintain and upgrade the items throughout the planned lifecycle. In addition, the Government’s license to the technical data rights, license, and drawings will allow future competitive procurement of replacements and upgrades. When an upgrade or re-procurement is contemplated, the Government will have the right to provide drawings, software code and technical data to vendors who have signed a non-disclosure agreement allowing use of the data, code, and drawings only to create a competitive procurement package. The technical data, software, and drawings will not be used to award a sole source contract to a competitor. These data rights shall pertain to all documentation and drawings pertaining to the system to be acquired through this procurement.

3.9.4. Data Rights.

The Government requires Unlimited Data Rights as defined in the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). Data rights shall be provided to technical data, software, and drawings. Data rights to the technical data, software, and drawings that allow it to maintain and upgrade the items throughout the planned lifecycle. In addition, the Government's license to the technical data rights, license, and drawings will allow future competitive procurement of replacements and upgrades. When an upgrade or re-procurement is contemplated, the Government will have the right to provide drawings, software code and technical data to vendors who have signed a non-disclosure agreement allowing use of the data, code, and drawings only to create a competitive procurement package. The technical data, software, and drawings will not be used to award a sole source contract to a competitor. These data rights shall pertain to all documentation and drawings pertaining to the system to be acquired through this procurement.

3.9.5. Site Preparation and Installation Plan.

The contractor shall provide a clear and concise site preparation and installation plan. Facilities preparation instructions shall be provided to the government thirty (30) days prior to installation and shall be approved by the government prior to install. The plan shall include a detailed description of all installation work, a detailed site layout, general equipment specification (i.e., size, weight, etc.), any required structural modification or additions, utility requirements and location, pertinent electrical details, and any other details required for site preparation and layout. As part of the site preparation and installation plan the contractor shall include facilities preparation instructions. The preliminary draft of the plan shall be delivered to the Government at the Joint Design Review. Contractor format is acceptable upon Government approval. The contractor shall provide, with the Site Preparation and Installation Plan, detailed information concerning any equipment that applies a load to a facility structure, wall or roof. If use of a crane or rigging is part of the contractor's Installation Plan, the contractor shall have the Installation Plan reviewed and certified / stamped by a Professional Engineer (PE). Prior to submission to the government, if the use of crane or rigging is part of the Installation Plan, the contractor shall contact the Fleet Readiness Center - East Weight Handling Certifying Official providing the PE certified Installation Plan to the Weight Handling Certifying Official in order to ensure that the plan is accurate, complete, and approved. The contractor shall submit information for approval to the Government in accordance with the contractor submitted and Government approved POA&M.

3.9.6. Acceptance Test Plan

The contractor shall provide plans for performance and final acceptance testing as described in Section 3.8. The Acceptance Test Plan shall be submitted within thirty (30) calendar days prior to the start of Final Acceptance Testing (FAT). The plan will be reviewed, revised by the contractor as necessary, and approved by the Government prior to acceptance testing.

3.10. Design Reviews

3.10.1. Post Award Conference.

A Post Award Conference shall take place at FRC East within thirty (30) calendar days after contract award. The purpose of the conference is to ensure the Contractor fully understands the Government requirements. Discussion shall include but is not limited to specification requirements, technical documentation and deliverables, schedules, administrative procedures, space needs for equipment storage, access to the facility, points of contact. In addition to these guidelines, the contractor shall present and submit a Plan of Action and Milestones (POA&M) including appropriate milestone and deliverables data.

3.10.2. Preliminary Design Review (PDR)

A Preliminary Design Review (PDR) shall be conducted at the Government facility at the time specified in the Government approved Plan of Action and Milestones (POA&M). This review shall allow the contractor to propose their design and shall be considered a 25 percent completion design review. Long lead time items shall be identified for procurement at this time. Environmental impact issues shall be identified at this time and known impacts will be reviewed by the Government.

3.10.3. Joint Design Review

A Joint Design Review (JDR) shall be conducted at the Government facility at the time specified in the Government approved POA&M. At the JDR the contractor shall present their design at an 80 percent completion level. This design review shall occur prior to system procurement, and include development plans, software coding, and equipment assembly IAW IEEE 12207. The contractor shall have at this review, a final version of the site preparation and equipment installation plan, engineering documentation, environmental impact and concerns.

3.11. Installation

Installation and Final Acceptance Testing (FAT) of the test stand and associated hardware shall be completed within 7 calendar days from delivery of the system hardware (6 months after contract award). Installation shall be conducted during the FRC East’s normal working hours of 7:00 am to 3:30 pm (EST), Monday thru Friday unless authorization to work outside of normal working hours is requested by the contractor and approved in advance by the Government.

3.11.1. Contractor shall be responsible for turnkey removal and proper disposal of all waste. Contractor shall comply with all applicable Federal, State and local environmental regulations. Contractor shall follow FRC EAST INSTRUCTION 5090.2A and 5090.3A for appropriate spill response procedures and proper handling and disposal of hazardous waste.

3.11.2. Contractor Responsibilities

The contractor shall be responsible for installation of the orifice meter run and associated hardware. The contractor shall also clean up and dispose of any and all waste generated during the installation of the test stand at the FRC East. The contractor shall also be responsible for the following:

3.11.3. Criminal Records Check

a) Criminal Records Check: Working contractors shall have all their employees obtain and provide a two-year Criminal Records Check (CRC). This also includes sub-contractors; the sub-contractor shall be required to provide the CRC on all their employee's that expect to work onboard this facility or gain access. The contractor (employee) upon arrival at the MCAS front gate will provide their CRC on the spot per existing rules, regulations and policy.

b) Ensuring that all personnel directly or indirectly employed by the contractor and requiring entrance to this facility shall be English speaking. Appropriate documentation shall be submitted to the security pass office prior to entrance to this facility.

c) Obtaining all passes required for entry for manufacturers personnel entering FRC East, Cherry Point. In addition, the contractor shall be responsible for the conduct of all representative personnel while they are on station.

d) Giving advance notification of visits to the Government's facility. At least five (5) days notification is required for visits by US citizens and at least 60 days notification is required for visits by foreign nationals. This rule applies to all visits.

e) The installation shall be accomplished using materials and wiring methods required by NFPA 70 (NEC). All unloading, handling, and moving shall be performed to preclude damage to materials, equipment, and building facilities.

f) Equipment shall not be dragged on facility floors. Metal skid plates or wooden skids are acceptable for unfinished floors; however, in areas with finished floors, equipment shall be moved by means of load spreading rollers, dollies, or shall be trucked clear of the floor.

g) Contractor shall be responsible for any damages they cause to the facility including flooring or wall damage

3.12. Warranty

The contractor shall warrant all equipment, systems, components, etc. to be provided hereunder for a minimum period of one (1) year to begin upon the government’s final acceptance of the product. The warranty shall cover all parts, labor, and travel expenses related to the warranty repair/support.

3.13. Protecting Data

The Contractor is obligated to protect from unauthorized use or disclosure all Government confidential or classified material and/or Government-owned proprietary, and/or Personally Identifiable Information or Personal Privacy, Items obtained in the course of performance under the Government contract, as long as such Items remain proprietary, confidential, sensitive or classified. Any information obtained in the course of duties, or the performance of services, under this contract including, but not limited to, information that may be made available for use that relates to the technical data, trade secrets, processes, operations, style of work, or apparatus, or to the technical data, statistical data, amount or source of any income, profits, losses, or expenditures of any person, firm, partnership, corporation, or association is included in this clause (and with Items). Contract personnel shall not publish, divulge, disclose, or make known Items in any manner, or to any extent not authorized by the Contract without first receiving the written permission of the Contracting Officer. When the Contractor's need for such Items ends (including all database or GFI/GFE/GFM items), the Items shall be returned promptly (within 10 business days) to the appropriate Government program personnel. However, the obligation not to discuss, disclose, release, reproduce or otherwise provide or make available such Items, or any portion thereof, shall continue, even after completion of this contract/order. Any actual or suspected unauthorized use, disclosure, release, or reproduction of any Items or violation of this agreement, of which the company or any employee is or may become aware, will be reported promptly (within one business day) to the Contractor's program manager, who will inform the Contracting Officer within 5 business days of receiving such report.

3.14. Allowable Marking Statements

The contractor shall mark all data with the data rights language in the appropriate DFAR (Defense Federal Acquisition Regulation) clause, verbatim.

3.15. Improper Markings

All data provided to the government that is improperly marked, with respect of data rights, (including draft submittals) will result in the submittal being rejected.

3.16. Expiration Date

For all deliverables/data not provided under unlimited data rights, the contractor shall clearly mark the expiration date of the protected data on the deliverable in accordance with the appropriate DFAR clauses.

4. Quality Assurance Provisions

4.1. CONTRACTOR TECHNICAL REPRESENTATIVE

The contractor shall provide a technical representative with detailed knowledge of the project including sub-systems to provide technical support and warranty claim service. The contractor shall also provide a software technical representative to provide technical support and warranty claim service for the software and hardware systems. Contractor response time to the initial notification of a problem by the Government Contracting Officer shall be within 24 hours. The initial contractor response may recommend a solution/disposition via phone or fax. If the problem is not able to be resolved using this method the technical representative or a fully qualified alternate will be required to travel to the Depot within 72 hours of Government request for on-site support.

4.2. REQUIREMENTS OF CONTRACTORS PERFORMING WORK FOR FRC-EAST

4.2.1. Safety, Environmental, Quality, and Security Requirements.

All personnel who enter or work in assigned spaces of this facility are required to comply with all federal, state, local, and site-specific safety, environmental, quality and security requirements. FRC East has adopted and implemented additional safety programs to improve safety, quality, environmental, and security measures. Any individual found to not comply with this effort will be asked to immediately halt work.

4.2.2. Proof of Certification/Training/Licensing.

Documented proof of all required certification training/licensing listed in the contract shall be available upon request by their Contracting Officer Representative or any auditor.

4.2.3. FRCEASTINST 500.1A

All personnel working on site at the FRC East under this contract shall document their receipt and review of the information listed in FRCEASTINST 5000.1A, enclosure (1) – Visitor/Contractor Site Specific Rules and Compliance Brochure, annually.

4.2.4. Contractor Site Specific Rules and Compliance.

The FRC East has established a goal of providing a safe, secure, and environmentally sound workplace for every civilian, military, contractor, and visitor at all FRC East facilities. To that end, the FRC East has adopted and implemented additional safety programs to improve safety, quality, environmental, and security measures.

4.2.5. Compliance.

All individuals who enter or work in this facility are required to comply with all federal, state, local, and site-specific safety, environmental, quality and security requirements and the terms and conditions of the FRCEASTINST 5000.1B, Enclosure (1) - FRC East Information Brochure, reference (a). All FRC East supervisors, managers, and employees who observe or are advised of noncompliance will report the issue through the proper chain of command and the appropriate Contract Project Manager, Contracting Officer Representative (COR), Contracting Officer Technical Representative (COTR), and/or sponsor.

4.2.6. Non-Compliance.

Any visitor/contractor not willing to acknowledge receipt of reference (a) and document willingness to comply shall not be authorized to enter the facility. Any individual authorized to enter the facility but later found not to comply with these requirements will be asked to immediately halt work. Actions that may be taken by FRC East due to noncompliance may include removal of authorization to enter the facility.

4.2.7. Hot Work.

The contractor shall be required to obtain a “hot” permit for all burning/welding/soldering/grinding work operations from the Cherry Point Station Fire Department. The Contractor will need to be prepared to provide the person's name who will be performing the work, company name and have a contact number for the Contractor performing the work. The contractor shall request the fire department phone number from the contracting officer.

4.2.8. Prohibition of Gasoline.

Gasoline is prohibited for any purpose other than fueling motor vehicles. All gasoline-powered vehicles/equipment are prohibited inside the FRC East buildings. In addition, diesel or propane-powered equipment or vehicles used inside must have an approved Exposure Control Plan in place before work can begin. Approval of this Exposure Control Plan is accomplished through the contractors Accident Prevention Plan, reviewed by FRC East Industrial Hygiene, 464-7037.

4.2.9. Work Near Weight Handling Equipment.

If work performed concerns installation of pipe, conduit, cables, or any wiring on or in the vicinity of any shop cranes, inside or around the building of FRC East, prior approval must be granted by either the Weight Handling Certifying Official or Chief Crane Engineer. To have permission granted, call the FRC East Maintenance Call desk at 252-464-7654 and provide the required information for a work request submittal for the weight handling team.

4.2.10. Weight Handling Equipment Usage.

Contractors shall notify the Contracting Officer as soon as practical but no later than four hours after any Weight Handling Equipment (WHE) accident, secure the accident site and protect evidence until released by the contracting officer. The contractor shall conduct an accident investigation to establish the root cause(s) of any WHE accident. Crane operations shall not proceed until cause is determined and corrective actions have been implemented to the satisfaction of the contracting officer. Within thirty days of the accident, the contractor will ensure that the contracting officer has been forwarded all the required information to complete required reports to include a summary of circumstances, an explanation of cause(s), photographs (if available), and corrective actions taken.

4.2.11. Risk Mitigation

The contractor shall include as a topic of this meeting risk and mitigation strategies for the contract. Include both safety risk, equipment risk, schedule risk, and contractual risk.

4.2.12. Requirements of the Government

Should contractor require Government action (for example, calibration), the contractor shall discuss and document such action(s) at this review.

4.2.13. Baseline

Exit of the 80% Design Review shall constitute the establishment of the initial product baseline. Modifications after this review shall be captured in a formal revision process (see ASME Y14.100).

4.3. RESPONSIBILITY FOR COMPLIANCE

All items shall meet all requirements of Section 3 of this specification. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract.
