About this file

This is a Limited Sources Justification and Approval (J&A) document for a five-year firm fixed price contract issued by the Air Force Sustainment Center (AFMC) at Robins Air Force Base, Georgia. The contracting office is AFSC/PZIOB, and the purchase request number is F3Q3AH5350AW01. The contract will have a one-year base period with four one-year option periods.

The requirement is for preventative and remedial maintenance services on the Building 228 Access Control System, including a Lenel United Technologies Access Control (ACS) and closed circuit television (CCTV) system. The contractor must provide all personnel, tools, labor, materials, equipment, transportation, and parts necessary for system maintenance. Services also include installation of the latest Lenel Onguard software on four government-furnished desk/laptop computers that will interface with existing hardware including proxy readers, locks, and CCTV cameras. The justification for limited sources is based on FAR 8.405-6(b)(1), citing that the item is peculiar to one manufacturer. The contractor must be (or team with) a certified Lenel provider with a minimum certification of Lenel Certified Associate (LCA), with preference for technicians possessing all Lenel certifications. Market research identified multiple small businesses capable of providing the services, and the government recommends small business set-aside competition based on lowest price, as the requirement consists of Commercial Off-The-Shelf (COTS) items. The justification also addresses significant switching costs associated with transitioning to a new vendor, including systems re-engineering, data migration, and personnel retraining.
