About this file
This document package includes a program for a federal design-build construction project and the associated federal contract opportunity. The U.S. Forest Service is seeking to replace the buildings and site work for the London Ranger District in London, Kentucky through a design-build delivery method. The project scope includes demolishing existing buildings and constructing a new 7,500 square foot office, 4,000 square foot warehouse and shop, 3,200 square foot covered storage building, and new prefabricated storage facilities. The buildings must meet third-party green building certification of at least two Green Globes or LEED Silver and be designed to the National Renewable Energy Lab's Solar Ready standard, targeting net zero energy use. Mass timber must be used in the new office and warehouse designs. The estimated contract price is $5.4 million. The pre-proposal conference will be held virtually on August 12, 2022, with phase one submittals due September 15, 2022. The agency aims to award the contract in fall 2022. The NAICS code is 236220 and it is set aside for small businesses with a size standard of $39.5 million.

Program: London Ranger District Administrative Site Replacement Project Program
| Date: | 12/8/2021 |
| Project Name: | London Ranger District Administrative Site Replacement |
| Project ID: | 0802-FY21-8AB |
| Project Control Number | 6259208010602 |
| Project Fund Code | 0802 GPN8AB21 |
| Project Q Code | TBD |
Introduction This project will demolish all structures and site features on the existing London Ranger District Administrative Site and design and construct a new London Ranger District Administrative Site under a single contract.
This project is in response to long-term Forest Service facility needs documented in the Facility Master Plan and the Kentucky Transportation Cabinet (KYTC) project to realign and reconfigure US 25 in London, KY. KYTC will be acquiring a portion of the existing site to construct a realignment of KY2069 to US 25. This acquisition makes renovating the remaining buildings and site layout infeasible to meet the Forest Service’s long term mission needs.
Included with this project as an option is the design and construction of a new Grove Work Center warehouse and maintenance building to replace the building was destroyed by fire in September 2021.
About Ranger Districts Ranger District Offices are the most public facing and field going of all locations. These facilities house about 30 employees, generally located in small, rural communities and are about 5,000 to 10,000 square feet.
Less than half of the staff is eligible for regular telework and very few people telework on a regular basis. Office utilization changes with the season, weather, time of day, and emergency response situation.
RDOs regularly host meetings and trainings with other Forest Service and Federal employees, state and local governments, contractors, and other cooperators. Depending on the District and season, they receive a lot of drop-in visitors or people wanting information about the National Forests.
Work Centers are “back-of-house” compounds containing shops, storage, and staging areas for districts to perform direct forest management work. Typical elements include about 4000 square feet of heated warehouse and shop, 3000+ square feet of open air covered storage, secure storage for timber marking paint and hazardous materials, seedling coolers, heavy equipment and light truck parking, filling stations for fire engines, and open uncovered storage. In the Southern Region, they are typically associated with Ranger Districts, and the Region’s preference is for consolidated administrative sites with both the District Office and the Work Center.
Project Background The current London District Administrative Site was established in 1965. The office was expanded in the early 1980s and other small buildings have been added since initial establishment. Major renovation of the buildings to correct accessibility and improve function has been planned since the early 2000s.
The Kentucky Transportation Cabinet’s (KYTC) proposed US 25 improvement project in London, KY involves construction of a new street to provide a new connection of KY 2069 to US 25 along the southeastern property line of the site. The efficiency and effectiveness of the Forest Service’s operations at the site would be impaired without significant changes to the site. The previously identified needs and site changes by the US 25 project mean that the best long term solution for the needs of the London Ranger District is to demolish the existing buildings and site features and construct new buildings and site improvements to current standards.
The Grove Work Center was constructed in ?? to support operations and maintenance activities of the Grove Recreation Complex on Laurel River Lake. The warehouse building was destroyed by fire in September 2021. As of December 5, 2021 a cause for the fire has not yet been determined. The Grove WC is one of several sites originally intended to support the District during the construction phase of the new Administrative Site.
Project information Summary of the Preliminary Project Analysis Project environmental analysis was completed during FY21, a signed Categorical Exclusion was completed. The following are a summary of the findings:
All required NHPA was completed in three separate reports and concurred by KY SHPO in 2010, 2017 and 2020.
There are no known federally listed threatened or endangered species or designated critical habitat within the entire 7 acre project area.
There are no known proposed species listings or proposed critical habitat within the entire 7 acre project area.
No other extraordinary circumstances are present within the project area.
Project Funding All work at the London Administrative Site is fully funded through the Great American Outdoor Act. Work at the Grove Campground is funded through conveyance funds.
Development Considerations Site development plan: To be developed as part of the design. KYTC has supplied a right of way plan sheet that will be supplied for information purposes.
The highway construction project and the administrative site project will be independent actions but may occur concurrently.
Consultation and coordination with KYTC throughout the design and construction of the new admin site and the KYTC project is required. .
The entire project area falls within Forest Standard DB-WLF-9. This standard requires that removal of any size live tree with sloughing bark and/or cavities may not occur between March 16 – October 31 unless they are reported as take. All tree removal shall be completed within the desired window so as not to incur take at the forest level. Existing trees may be processed for appropriate use in the new structures.
The Forest Service will vacate the site not later than the completion of Construction Documents until Substantial Completion.
