17 OCT 2022
GENERAL
Bidder Comment: The RFP did not include any detailed contour plans or CAD files of the site. In order for offerors to adequately price the project, we will need to develop preliminary site and building plans with the limited information we have in order to capture reasonable quantities of installed construction. The development of bid documents for our subcontractors and vendors to quantify pricing will take some time both to generate and to review. We are concerned that the current proposal submission date will make it difficult to provide enough detail to minimize contingency and risk cost allocation to the project. With that said, we feel it is in the best interest of the government to consider a proposal due date extension of approximately 2-3 weeks. While we understand there may be concerns with the timing of tree removal prior to April of 2023, we believe that an extension will provide for more reasonable pricing and still allow for trees scheduled for removal to be felled and decked (without land disturbance) prior to April 2023 with gov approval of the general site plan so that individual trees within building footprints and utility corridors can be marked for removal even if the full site/civil design is not yet complete and approved. Please consider a proposal due date extension for phase 2 proposals of 2-3 weeks.
Resolution: Posted to bidders sharepoints on 10/25 and 10/26

Bidder Comment: D3060 of the Design and Construction Standards says “Do not use DDC systems without the prior approval of the Forest Service.” Is a DDC system approved for this project? If so, what protocol do you use, BACnet or Lonworks? Demand control ventilation (DVC) with CO2 sensors requires logic usually done with DDC systems.
Resolution: All controls shall be able to operate without access to any wide area network. Network access for initial startup and commissioning is the responsibility of the contractor. Proposed designs with DDC systems should demonstrate the benefit to the government of the additional complexity of the control systems proposed.

Bidder Comment: Please clarify if a security fence is required around the office and office parking area of the site. Also, if office area of the site and warehouse area of the site have a combined security perimeter fence, is a security fence between the two areas of the site required?
Resolution: The Government’s intent is for a secure perimeter clearly separating the secure zone from the public zone. Contractors have flexibility in which zone the employee parking is located and should demonstrate the benefit to the government as part of the integrated design solution. There are no requirements for separate site zones within the secure perimeter
