Project Scope
The project will be delivered through a single award Design Build Contract. The Design Build Contractor (DBC) shall provide all labor, materials, supplies, equipment, transportation, geotechnical investigation, ancillary services, and other necessary items to complete the Work.
The Work includes multi-disciplinary design based upon Forest Service-provided Project Definition Documents and existing designs that will be integrated and evolved into a complete set of construction drawings, project manual, schedule of values, and construction cost estimates, and includes the building and site design that is compliant with all building codes, agency space policy, security requirements, and agency requirements. Upon final approval of the Complete Stamped and Signed Construction Documents, the building and site shall be constructed as designed and specified, according to all applicable law and requirements.
The completed Work shall comply with the Guiding Principles for Sustainable Federal Buildings and shall demonstrate compliance by achieving a third party green building certification. The LEED-New Construction or Green Globes rating systems are the only acceptable rating systems
Acquisition Strategy This is a competitive acquisition as a 100% small business set aside for the award of a single contract. The RFP includes the requirements, evaluation criteria, and method of evaluation.
This acquisition is a Two-Phase Design-Build (DB) procurement in accordance with Federal Acquisition Regulation (FAR) 36.3. One firm-fixed-price contract will be awarded to the responsible Offeror whose proposal the Government determines conforms to the solicitation, is fair and reasonable with regard to pricing, and whose proposal offers the best overall value to the Government considering both price and non-price factors.
Project Goals
Provide a safe, secure, effective, efficient, flexible, and attractive workplace for the London Ranger District for the next 50 years.
To advance our mission and serve our purpose, we balance the short- and long-term needs of people and nature by:
Working in collaboration with communities and our partners.
Delivering world-class science, technology and land management.
Providing access to resources and experiences that promote economic, ecological and social vitality.
Connecting the people to the land and one another.
Use mass timber and other innovative wood construction methods if possible.
Use domestically sourced wood and wood products. Where possible, use products sourced within the Southern Region. Achieve Net Zero Energy Use. If project budget does not allow for on site renewable energy generation, achieve demand reduction necessary to achieve Net Zero Energy use and design for future on site generation.
Achieve at least a LEED Silver or Two Green Globes certification for the completed project.

These are standard room templates for the Southern Region The rooms in the new complex should conform to these templates.
Existing plans that could be located for the current office
Schematic showing proposed new route and US 25 widening Phase 2 firms will be required to incorporate the most recent Kentucky Transportation Cabinet (KYTC) plans. This will require coordination through the FS with KYTC.
These files contain plans for the Appalachian Ranger District Administrative Office and Work Center in North Carolina.
This is the most recent example of a constructed office and work center that in the region.
This is a baseline of what we are looking for, however this design is over 15 years old and is not necessarily in compliance with the current RFP.
The Forest Service hopes to provide a list of lessons learned from this site in the near future.

Rating Methodology
The Government will first review each proposal for conformance to the submission requirements. The Contracting Officer will review Pass/Fail criteria before issuing conforming proposals to the Technical Evaluation Board (TEB) for evaluation.
The TEB will evaluate non-price proposals before evaluating price proposals. The Government will then combine the results of the technical proposal evaluation and the price evaluation and make a best value award determination.
The Government will conduct evaluation of non-price proposals received for both Phases by reviewing information in accordance with the criteria stated in the RFP using an adjectival evaluation rating scheme.
The price proposals will not be rated but will be evaluated against the Independent Government Estimate (IGE) and the other price proposals received to determine price reasonableness. The Independent Government Estimate will be used as a benchmark for which the price reasonableness will be conducted. The analysis of the variance between the Government’s estimate and each offer and variance among the Offerors will indicate whether further review is necessary in order to determine if the price is reasonable. Both the TEB and the Contracting Officer may perform additional review.
Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award unless the deficiency is corrected through discussions. A proposal with any non-price factor rating of Marginal or Unacceptable renders the overall non-price factor rating as Marginal or Unacceptable unless the factor rating is improved to an Acceptable or higher rating through discussions.
B. Best Value/DBC Selection and Award Approval
Award will be made to that offeror whose proposal is technically acceptable and whose technical benefit to price relationship is the most advantageous to the Government.
The Government reserves the right to make price/technical trade-offs that are in the best interest and most advantageous to the Government.
The Government may reject any or all offers if such action is determined to be in the best interest of the Government.
C. After Award, the USDA Forest Service will issue a Limited Notice to Proceed for the Design Phase.
A stipend will be provided to the two companies NOT receiving an award providing they meet the requirements outlined in the documents. (No stipend for phase I).
