About this file

This is a specifications document for the City of St. Petersburg, Florida's Citywide Custom Uniform & Apparel Services procurement (IFB 26-208). The solicitation seeks a single qualified vendor to provide customized apparel on an as-needed basis through a multi-year agreement. The City requires screen printing services for logos on the left chest of polos, t-shirts, and windbreakers, with actual print size of 2.5 inches wide, and department names on right sleeves. The comprehensive market basket includes 43 line items encompassing short-sleeve and long-sleeve t-shirts, polos, performance fabrics, pants, shorts, jackets, headwear, and customization services such as screen printing, embroidery, heat-transfer, and patch application, with estimated annual usage quantities ranging from 30 to 2,400 units depending on item type. The question deadline is May 1, 2026, with responses due electronically through the OpenGov Procurement portal by May 14, 2026, at 3:00 PM. The initial contract term is three years with two optional one-year renewal periods.

Award will be based on the lowest responsive and responsible bidder evaluation using the grand total cost of the market basket. Vendors must submit unit pricing for all market basket items and customization services, including silk screen setup charges, embroidery charges, hemming services, and ink color changes, as well as percentage discounts off Manufacturer's Suggested Retail Price or catalog pricing for eight apparel categories. Pricing is firm for the first twelve months, with potential adjustments thereafter upon written justification from either party. Qualified vendors must demonstrate a minimum of three years' experience providing uniforms and customization services to government agencies, supported by at least two government references, ability to take measurements, complete alterations at no additional cost, and deliver finished goods within 15 business days of order receipt. The City has established Business Enterprise participation goals requiring prime contractors to utilize certified subcontractors and document efforts through Letters of Intent or Good Faith Efforts documentation. A 5 percent bid bond is required at submission, and the selected vendor must furnish a performance bond equal to one hundred percent of the bid amount and obtain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with commercial automobile liability and workers' compensation coverage.
