About this file
Summary
This is a Notice of Intent to Award from the Orlando Utilities Commission (OUC), a municipal utility serving Orlando, Florida and portions of Orange County. The letter notifies Clean Space, LLC of its selection as the apparent successful bidder for RFP 9185 for comprehensive janitorial services across multiple OUC facilities throughout Central Florida. The scope of work encompasses routine and as-needed janitorial services including general cleaning, restroom sanitation, floor care, waste removal, window cleaning, pressure washing, and specialized cleaning at office buildings, water plants, electric substations, recreational facilities, and chill water plants. The RFP required a mandatory pre-response conference on April 23, 2026, with proposal submissions due May 15, 2026 by 2:00 PM EST. The contract award was recommended on June 16, 2026, with execution of a formal contract expected within several days following commission approval. The contract term is three years with an optional two-year extension period available.
The RFP required firm pricing for the initial three-year base contract and Years 4-5 extension pricing for evaluation purposes, with bidders permitted to offer early payment discounts of 1-2% depending on payment timing. The procurement imposed specific qualifications requiring contractor registration to do business in Florida, an established local office within 50 miles of Reliable Plaza, and a minimum of ten years of industry experience with 10-15 references from the past five years. Key evaluation criteria included LEED green building compliance with environmentally preferable cleaning products certified by Green Seal GS-37 or equivalent standards, comprehensive insurance coverage including general liability ($2,000,000), automobile liability ($1,000,000), and workers' compensation, and performance-based quality assurance with liquidated damages of $50 to $100 for service deficiencies. All labor, supervision, equipment, tools, materials, and supplies were to be furnished by the selected contractor. The notice clarifies that no legal or equitable rights exist until a written contract is executed, and OUC reserves the right to revoke the award and select the next-ranked supplier if the apparent successful bidder fails to execute an acceptable contract. James Norris, Buyer for Strategic Sourcing, serves as the point of contact.
