About this file
This Addendum No. 3, issued by the Orlando Utilities Commission (OUC) on May 1, 2026, amends Request for Proposal 9185 for janitorial services across multiple OUC facilities in Central Florida. The RFP solicits comprehensive janitorial services including general cleaning, restroom sanitation, floor care, waste removal, window cleaning, and pressure washing at office buildings, water plants, electric substations, recreational facilities, and chill water plants. The supplier must provide all labor, materials, supplies, equipment, and tools necessary to meet the detailed scope of work, with staffing requirements including day porters and night porters at designated locations. A mandatory pre-response conference was held on April 23, 2026, with questions due by April 30, 2026. Proposals are due by 2:00 PM Local Time on May 15, 2026, submitted through Vendorlink in original Excel format for pricing schedules. The contract term is three years with an optional two-year extension period. Key facility information clarified in this addendum includes specific square footage for parking decks at Reliable Plaza (142,816 sqft) and Pershing Complex (150,588 sqft), restroom facilities at Chill Water Plants (90 sqft), and weekly cleaning requirements at Apollo Campground. Pressure washing services are required annually for designated facilities including all building exteriors and entry/exit areas, with Reliable Plaza identified as having anchors requiring certification documentation.
Proposers are responsible for developing their own pricing based on assessment of the scope of work, staffing requirements, and operational approach, as current contract pricing and historical pricing information are not provided. The supplier must include the cost of OUC security badges (approximately $75 per employee) and background checks in their pricing proposal. No bid bonds or performance bonds are required. OUC is exempt from Florida sales tax and will provide an exemption certificate to the awarded supplier. Suppliers must be registered to do business in Florida, maintain a local office within 50 miles of Reliable Plaza, demonstrate a minimum of ten years of industry experience, and provide 10-15 references from the past five years. The RFP emphasizes LEED green building compliance with environmentally preferable cleaning products meeting Green Seal GS-37, UL ECOLOGO 2792, or equivalent standards. Evaluation criteria include comprehensive insurance coverage (general liability of $2,000,000, automobile liability of $1,000,000, and workers' compensation), detailed work management plans with key personnel qualifications, and performance-based quality assurance with liquidated damages of $50 per verified minor service deficiency and up to $100 for major deficiencies. A reasonable transition period will be provided post-award for onboarding, badging, and personnel mobilization. All prospective proposers must acknowledge receipt of all addenda or their proposals may be deemed non-responsive. Communications regarding the RFP must be directed to buyer James Norris at jnorris@ouc.com.
