1.0 SCOPE

This Test Resources Directorate (DTR) Instrumentation Support Contract (DISC) X-Band Transportable Radar (XTR-1) Performance Work Statement (PWS) covers specialized support services provided for the Missile Defense Agency (MDA). This supports Research, Development, Test & Evaluation (RDT&E) of Missile Defense System (MDS) flight tests and other related Department of Defense (DoD) activities.

XTR-1 support requirements include three primary areas: 1) XTR-1 Mission and Test Execution, 2) XTR-1 Operation and Sustainment (O&S), and 3) XTR-1 Program Management. The overarching goal of this PWS is to provide XTR-1 support in accordance with schedules and locations for missiles system tests in all phases of flight.

1.1 Background

The MDA developed the XTR-1 radar system to support its MDS flight tests over the broad ocean area (BOA). The XTR-1 is installed onboard the ship SS Pacific Tracker (PT).

This requirement is for support of flight test instrumentation systems and equipment participating in high visibility and complex BMDS flight tests. MDA may require deployment and employment of flight test instrumentation equipment and services mission support in the BOA, DoD test ranges near the Pacific or Atlantic Oceans, and other remote sites and locations worldwide.

In support of MDA Flight Test Execution, XTR-1 could be scheduled to support five (5) or more thirty-day deployments per year. As the mission schedule changes, some missions could be scheduled such that the PT might be gone from home port (Portland Oregon) for more than 90 days, with some port calls at Hawaii or other locations for resupply. The XTR-1 operator team also provides planning, operation, limited maintenance, data collection and recording, limited data analysis, pre- and post-mission calibrations, and contributes to the creation of mission data packages.
