16. REMARKS (Continued)

The following tailoring of the DID is acceptable: 1. Data Group B - Item 4 - Additional Data Fields #1-#12 Not required.

BLOCK 14: Contractor and subcontractors are required to distribute the report to all addressees identified in Block 14a.

* Contractor and subcontractors are required to submit reports electronically to MDA/DOC at email: csdr@mda.mil. Alternatively, if the prime contractor has an established platform for electronic delivery of contract deliverables with the program office, MDA/DOC's representative must be granted access to such platform prior to submissions of this deliverable and a notification of the delivery must be sent to csdr@mda.mil.

** Distribution to Cost Assessment Data Enterprise (CADE). Data submitters must register through the CADE website and possess a DoD-issued CAC or DoD-approved ECA digital certificate to obtain a CADE Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the CADE Portal and requesting a CSDR submitter user role. After the registration information has been verified, the CADE may authorize the user account and requested roles. CADE Portal users with a DoD-issued CAC may be able to register their CAC with their CADE Portal account, enabling CAC login. All CADE Portal accounts need to be renewed at least annually.

Format. The FlexFile shall be delivered in either a) MS Excel (.xlsx) or comma separated values (.csv) in the contractor’s format of choosing, so long as it fulfills the requirements of the DD FORM 2794 and is in accordance with the FlexFile DID or b) JavaScript Object Notation (JSON) as described in the FlexFile File Format Specification (FFS) and Data Exchange Instructions (DEI) referenced in the FlexFile DID Requirements Section 2.

Subcontractors. Prime contractors are responsible for flowing down requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds. Prime contractors are responsible for providing the government with a list of all subcontractors exceeding reporting thresholds. If a subcontractor is not initially estimated to meet reporting thresholds, but during the life of the contract, is indeed estimated to exceed the threshold amount, it is the responsibility of the Prime contractor to report this subcontractor to the government. At that time, requirements will be flowed down and the subcontractor will be required to report all subsequent annual and final reporting submissions. Subcontractor reporting includes requiring subcontractors to electronically report directly to the CADE and distribute to all Addressees in Block 14. The Prime contractor's submission cannot be evaluated if the subcontractor's submissions have not been delivered to MDA/DOC. If this occurs, the Prime Contractor's submission will be rejected due to incomplete information.

References. All Cost and Software Data Reports (CSDR) must be in accordance with approved Cost and Software Data Reporting (CSDR) Plan provisions, the WBS Data Dictionary, and the CSDR Manual (DoD 5000.04-M-1). The CSDR Plan (DD Form 2794) is included as a contract attachment. The CSDR Manual is available from the CADE Web site at https://cade.osd.mil. The initial CSDR plan for cost reporting submissions, including the initial CWBS, must be approved by DOC. Any edits to the initial, approved CWBS must be approved by MDA/DOC and MDA/EV and only MDA/DOC may modify the CSDR plan. All cost reporting requirements are applicable to any and all elements added to the CWBS after an approved submittal. Any deletion of elements from an approved CWBS will not be removed from cost reporting requirements unless approved by MDA/DOC and reflected on a updated, MDA/DOC-issued CSDR plan. It is the responsibility of the Prime Contractor to request modifications to the CSDR plan.

Block 9: Each CDRL submission product that does contain "Technical Information" as defined in DoDI 5230.24, shall be marked with the appropriate Export Control Warning Notice and Distribution Statement IAW DD Form 254, Contract Security Classification Specification, as applicable, and the Statement of Work/Performance Work Statement/Statement of included in the contract.

Blocks 10,11,12 & 13: Contractors shall be required to submit 1921-3 Contractor Business Data Report on an annual basis within 60 days subsequent to the end of the contractor's fiscal year for the life of the contract in accordance with DI-FNCL-81765B (or most recently approved version). Only one report is required to be completed and submitted by each FPR (Forward Pricing Rate) unit (e.g., plant, site, business unit) per year, independent of the number of contracts within the FPR unit which contain this CDRL item. The Contractor Business Data Report is to be prepared by and for the business entity (e.g., plant, site, or business unit) responsible for submitting the Forward Pricing Rate Proposal (FPRP) representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government. In the absence of a FPR requirement, the term “FPR unit” should be interpreted for reporting purposes as “business unit” as defined in the

FAR.

The Cost Assessment Data Enterprise (CADE) is responsible for administration of this requirement. The CADE website is located at https://cade.osd.mil.

All 1921-3 reports shall be submitted electronically using the 1921-3 & FPR Submit-Review System. The required form and file type for each 1921-3 report is specified in its Data Item Description (DID).
