About this file
This is a Sole Source (Including Brand Name) Justification document for a federal contract opportunity with the 20th Contracting Squadron at Shaw Air Force Base. The procurement involves replacing existing security cameras and intrusion detection systems (IDS) across multiple buildings, specifically the 20th Security Forces Squadron, Commercial Vehicle Inspection Area, and several armory locations. The total estimated contract cost is $401,630.82, and the contract will require replacing 15 interior and 10 exterior cameras, integrating them into the current V100 Integrated Base Defense Security System (IBDSS), and upgrading IDS panels and sensors.
The justification emphasizes the need for a sole-source procurement using Honeywell Vindicator IDS systems, citing proprietary requirements and existing infrastructure compatibility. The project requires obtaining necessary licensing, upgrading camera and IDS systems with Windows 10 firmware, and ensuring all alarm points are integrated into the Security Forces Headend IDS system. Installation will prioritize the Main SF Armory, CATM Armory, and CVIA in that order. The document notes that three small businesses have expressed interest, and market research indicates previous contracts with similar requirements have been awarded to vendors like LDIA Holdings, LLC and J2 Associates, Inc.

DESCRIPTION OF WORK: This Statement of Work (SOW) describes the general requirements for replacing current cameras (15 interior and 10 exterior) that are strategically placed inside the 20th Security Forces Squadron, Commercial Vehicle Inspection Area (CVIA), and integrating them into the current V100 system, which comprises the Integrated Base Defense Security System (IBDSS).
The security system providing the line of detection must be supported by Closed Circuit Television (CCTV) Cameras to allow Command, Control, and Display Equipment (CCDE) operators to visually assess the source of alarm activations annunciating from the installation entry points and permanent restricted area. Camera images must be viewable on personal viewers within the Security Forces Building, the Alt BDOC Building, and CVIA (Bldg. 825, Bldg. 1992, & Bldg.
1970), and images must be captured, recorded, and stored on network video recording equipment for a minimum of 30 days for evidential purposes. The contractor shall obtain all necessary licensing from proprietary manufacturers to ensure compliance in operation of all equipment being installed. There will also be access control added around the Security Forces Building utilizing the current RAB HID Cards. These will be tied into the Security Forces Headend IDS system that reports to BDOC and Alt BDOC. This SOW also describes the general requirements for replacing the current IDS systems in Bldg. 825/1843/1865 Armory's. The Panels (two ACS 1500 and one V5) need to be replaced with upgraded devices with Windows 10 firmware. All sensors/keypads/duress buttons need to upgrade to the newest approved device as specified in the Configuration Management Database (CMD). All alarm points will be a single alarm point with no daisy chaining of alarms. These upgraded systems will need to be integrated into the Security Forces Headend IDS system that reports to BDOC and Alt BDOC. Installation priority order will be as follows: Main SF Armory/Bldg. 825, CATM Armory/Alt Armory/Bldg. 1843&1895, and CVIA/Bldg. 1970.
