About this file

This Sole Source (Including Brand Name) Justification document supports a contract for the 20th Security Forces Squadron (SFS) at Shaw Air Force Base to upgrade intrusion detection and camera systems. The project involves replacing 15 interior and 10 exterior cameras in the Security Forces Building, Commercial Vehicle Inspection Area, and multiple armory locations, and integrating them into the existing V100 Integrated Base Defense Security System (IBDSS). The upgrade requires using Honeywell Vindicator IDS systems, with specific requirements including Windows 10 firmware, updated sensors/keypads, single alarm points, and compatibility with the base's security infrastructure.

The total estimated contract cost is $401,630.82, and the procurement will be conducted as a sole-source acquisition due to proprietary system requirements and existing infrastructure. The contract will be awarded using simplified procedures for commercial items, with authorization under FAR 6.302-1 for only one responsible source. Market research indicates multiple prior contracts with similar vendors, and three small businesses have expressed interest. The 20 Contracting Squadron will ensure competitive procedures and fair pricing, with the ultimate goal of maintaining a cohesive and upgradable security system for the 20th Fighter Wing.
