About this file
This document is a Contractor Questions and Government Responses file for Solicitation FA480325R0020, addressing a 20th Security Forces Squadron (SFS) Armory Intrusion Detection System (IDS) and Camera Upgrade project at Shaw Air Force Base. The project requires replacing current cameras inside the 20th SFS Building and Commercial Vehicle Inspection Area (CVIA), with mandatory integration into the existing V100 system, which is a proprietary Video Image Control and Display System (VICADS).
Key technical specifications include: using IP PTZ cameras, Vindicator-compatible access control systems, and specific equipment requirements such as ACS V3/V5 panels, SEC/ACC keypads, and hardwired duress buttons across multiple buildings. The project involves upgrading security infrastructure in three buildings (825 Armory, 1843 CTM Vault, and 1865 Alt Armory), with strict requirements that all cameras and associated equipment must be programmed to interface with the Vindicator Intrusion Detection System. Notably, the government emphasized that no "or equal" equipment substitutions are allowed, and contractors must have specific Vindicator and VICADS system training and certification.

Contractor Questions and Government Responses
20 SFS Armory IDS and Camera Upgrade
1. Are Scaled Drawings available, if so please post.
Government Response: Unfortunately, there are no drawings or plans available.
2. Are Ceilings Suspended? Or Hard Lid?
Government Response: There are both suspended and hard ceilings, however, there is access above both, but there is only limited access above the hard ceilings.
3. Is there existing Cable Trays for wiring above ceilings?
Government Response: No. Note: All IDS/Camera cables must be inside a conduit.
4. Can Existing Wiring be utilized?
Government Response: No, all the wiring for existing cameras and existing IDS must be replaced. Note: Some of the existing wiring is not correct, for example, the IDS in the main armory (Bldg. 825) is daisy chained for all sensors.
5. Is a “UPS” required? If so, What Time/Power Duration is required?
Government Response: No, any type of “UPS” is not required. However, backup batteries are required to be directly connected/installed inside all panels. Batteries will replaced/installed with the type currently installed in each panel.
6. Are “Or Equal” Equipment substitutions allowed?
Government Response: No, please refer to the SOW and CMD for required/allowed equipment.
7. Is “Plenum Wire” acceptable?
Government Response: No. CAT 5/6 cabling is required to tie into the current network switches utilizing RJ45 connections from the IDS equipment to the switch.
8. Is “After Hours Access” for said work, available to contractor at no add ’l cost to the Gov’t?
Government Response: Yes, access for building 825 will be available 24/7. CVIA will be on an as needed basis. Buildings 1843 and 1865 armories can only be accessed during normal duty hours (0800-1600). All programming will be done during normal duty hours (0800-1600).
9. What is the height of Exterior Cameras? (If any)
Government Response: Ranges from 10-20 for Bldg. 825 and 30-50 feet for the CVIA.
10. Please provide/post other Q & A's requests.
Government Response: The Government has included all Contractor submitted questions and Government responses within this document, as an amendment to the solicitation.
11. Please provide a list of equipment to be installed.
Government Response: The Government does not have a list of the necessary equipment that is required to complete this project; however, all the equipment must be Vindicator and the Video Image Control and Display System (VICADS)/V100 which is a Proprietary System. V100 compatible as specified in the most current Non-Nuclear Configuration Management Database (CMD) Equipment Approval Memorandum.
12. Are there pipe chases between floors?
Government Response: All facilities are first floor only. Note: All cabling is above the ceiling.
13. What is the range of the budget for this project, and is it already appropriate?
Government Response: Since this is not a construction project, disclosure of the “magnitude of construction” projects is not available.
14. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?
Government Response: Since this is not a construction project, progress payments are not authorized.
15. How many feet of new wire will have to be run?
Government Response: Unfortunately, there are no drawings or plans available to provide this information, therefore, the Government cannot provide contractors with “estimates”.
16. What kind of cipher lock and quantities are required e.g. X-10
Government Response: There are No Cipher locks or X-10’s required for access control. Locks must be Vindicator Access Control compatible with the current Restricted Area Badge (HID CARD) being used at Shaw Air Force Base.
17. I noticed that on the Solicitation you’re providing the current CMD to certified Honeywell Vindicator Contractors, but there is no mention of VICADS contractors, and this project has VICADS included.
Government Response: Yes, this project does call for Video Image Control and Display System (VICADS) V100 system as specified in the Statement of Work (SOW) which is attached to the solicitation. The SOW speaks to the requirement for contractors to provide employees who are Vindicator trained and certified on the V100 System. Note: The VICADS is a Proprietary

System, and all cameras and associated equipment must be programed and configured to interface into the Vindicator Intrusion Detection System (IDS).
18. Camera System: Could you please confirm the make and model of the existing interior and exterior cameras slated for replacement?
Government Response: The existing make and model of existing cameras does not matter since they are to be replaced with IP PTZ (see approved CMD Memorandum) cameras that must be integrated into the current V100 system for Building 825 and the CVIA. Again, the Video Image Control and Display System (VICADS) is a Proprietary System.
19. V100 System: The documents refer to integration with a V100 system. Could you clarify the specific product name or system architecture this refers to within the Vindicator platform?
Government Response: The system is called Video Image Control and Display System (VICADS) and is a Proprietary System V100 which is made up of HP devices for the Servers, Personal Viewer’s, and Softwall’s, that can only be purchased from the VICADS sole proprietor for the V100 system.
20. Access Control System: Can you identify the current access control system (brand/model) in use around Building 825?
Government Response: The building currently uses cipher locks on interior doors. There are some Cipher locks on the exterior doors. The BDOC has a HID keypad that uses the Command Access Card (Proxy Card), which will need to be changed to an HID reader that can read the current Restricted Area Badge.
21. Access Control System: Will integration schematics or equipment details be made available during the bidding process or via amendment?
Government Response: There are no schematics, the Panels controlling the ACS will need to be programmed to report to the SFS Headend and Alt Headend panels for the Vindicator.
22. Intrusion Detection System (IDS): The SOW references ACS 1500 panels. Is this equivalent to a specific model within the Vindicator product line?
Government Response: 1500 is a panel, but there are ACS or IDS V3’s, and ACS or IDS V5’s (if they are in stock or can be found, if not this item is no longer being sold by Honeywell).
23. Intrusion Detection System (IDS): Could you provide quantities for the sensors, keypads, and duress buttons that require replacement across the affected buildings?
Government Response: Bldg. 825 Armory has: one (1) ACS V5, and one (1) SEC/ACC Keypad with a MR-50 to track individual personnel access the armory. There are three (3) hardwired duress buttons, eight (8) PIR’s, three (3) BMS’s, one (1) Power Supply (PS), one (1) Power Distribution Module (PDU), one (1) Panel Tamper, and two (2) 12 Volt/18 Amp Hour/20 Hour batteries.

(2) BMS’s, one (1) PIR, and two (2) 12 Volt/18 Amp Hour batteries.
24. RFP Section 52.212-1 Solicitation Instructions, page 35; Are Reps & Certs/SF 1449, amendments, and other required documentation included in the 5-page response limitation?
Government Response: No, as specified in 52.212-1, Instructions to Offerors of the solicitation, “Offeror's shall provide a written technical approach to meeting the technical requirements as outlined in the Statement of Work (SOW), not to exceed (5) pages in length.”
25. SOW Requirements, Page 4; This paragraph, in part says, “Camera images must be viewable on personal viewers within the Security Forces Building, the Alt BDOC Building, and CVIA (Bldg. 825, Bldg. 1992 and Bldg. 1970).” What does “personal viewers” include—monitors, PCs, mobile devices?
Government Response: SOW Requirements, Page 3; Personal viewer’s/Softwall’s are the computer systems that are comprised of a monitor and PC.
26. Are there any maps or something to assist with showing possible distance between buildings?
Government Response: There is a base map that shows the locations of all buildings, however, it would not be useful regarding distances between buildings since it is not too scale. However, the Government wants to clarify there is no expectation for “new” cabling between buildings.
