About this file

This document is a Contractor Questions and Government Answers attachment (Amendment 0003) for Solicitation FA480325R0020, addressing a 20 SFS Armory IDS and Camera Upgrade project. The solicitation involves two primary Contract Line Items (CLINs): CLIN 0001 requires replacing 15 interior and 10 exterior cameras strategically placed inside the 20th Security Forces Squadron and Commercial Vehicle Inspection Area, integrating them into the current V100 Integrated Base Defense Security System (IBDSS). CLIN 0002 involves replacing Intrusion Detection System (IDS) panels and equipment in Buildings 825/1843/1865 Armory, upgrading to Windows 10/VR 22 firmware with new sensors, keypads, and duress buttons, and ensuring all devices have individual tamper capabilities.

The document reveals that contractors must provide pricing for both CLINs, with specific technical requirements including integration into the Security Forces Headend IDS system reporting to BDOC and Alt BDOC, network/IDS cabling replacement, and ensuring all alarm points are single points without daisy-chaining. The cameras must capture, record, and store images for a minimum of 30 days, with viewability in the Security Forces Building, Alt BDOC Building, and Commercial Vehicle Inspection Area. The upgrade must strictly adhere to the Statement of Work dated April 3, 2025 (for cameras) and May 1, 2025 (for IDS systems).

Contractor Questions and Government Answers

Amendment 0003

20 SFS Armory IDS and Camera Upgrade

Q1: In the SOW it states “There will also be access control added around the Security Forces Building utilizing the current RAB HID Cards. These will be tied into the Security Forces Headend IDS system that reports to BDOC and Alt BDOC.” However, this is not mentioned on either CLIN. Can you let the offerors know which CLIN this needs to be in?

0001: Replace the current cameras (15 interior and 10 exterior) strategically placed inside the 20th Security Forces Squadron, Commercial Vehicle Inspection Area (CVIA), and integrate them into the current V100 system, which comprises the Integrated Base Defense Security System (IBDSS). The security system providing the detection line must be supported by Closed-Circuit Television (CCTV) Cameras, which allow Command, Control, and Display Equipment (CCDE) operators to visually assess the source of alarm activations annunciating from the installation entry points and permanently restricted areas. Camera images must be viewable by personal viewers within the Security Forces Building, the Alt BDOC Building, and CVIA (Bldg. 825, Bldg. 1992, & Bldg. 1970), and images must be captured, recorded, and stored on network video recording equipment for a minimum of 30 days for evidentiary purposes, in strict accordance with the Statement of Work dated April 3, 2025.

0002: Replace the current IDS systems in Bldg. 825/1843/1865 Armory's. The Panels (two AES- 1500's and one ACS V5) need to be replaced with upgraded devices with Windows 10/VR 22 firmware. All sensors/keypads/duress buttons need to upgrade to the newest approved device as specified in the Configuration Management Database (CMD) and MUST have tampers on the individual devices and the tamper programmed as an alarm point. All alarm points will be a single alarm point with no daisy chaining of alarms. These upgraded systems will need to be integrated into the Security Forces Headend IDS system that reports to BDOC and Alt BDOC.

All Network/IDS cabling will need to be replaced and run in conduit (if not already), and Junction Boxes or Splice Points need to have a tamper and alarm point associated and programmed into the system, in strict accordance with the revised SOW dated May 1, 2025.

Government Response: This will be included in CLIN 0002.

Q2: Replace the current IDS systems in Bldg. The issue is are we also to bid the cctv and Ids?

Government Response: Yes, each offeror is to provide pricing for CLINs 0001 and 0002. See the Conformed Copy of the Solicitation for a detailed breakdown of both CLINs.
