(Note: Contractor’s proposal to explicitly address each of the above items.)
• Tanks used for the storage of flammable or combustible materials, must meet, or exceed, the design manufacturing standards of either UL2085, UL#142/80, API 650, or API 620, and carry the appropriate label. (Contractor’s proposal to specifically state which of these standards the supplied tanks are in conformance with.)
• Tanks MUST comply with Federal, NYS Dept. of Environmental Conservation (6 NYCRR Part 613 and DER-25) and Suffolk County Dept. of Health Services (Article 18) regulations. Additionally, fittings and flanged connections outside the tank envelope must have adequate secondary containment to prevent petroleum spills (refer to NYSDEC’s DER-25).
• The tank must be designed and constructed in a manner consistent with the requirements of NFPA 30/30A and the New York Uniform Fire Prevention and Building Code, where applicable (including proper emergency venting for both primary and secondary tank containment systems).
• Tanks must be of double-walled construction, must utilize continuously welded seams and the interstitial area must be filled with a fire-resistant material. Additionally, the tank fittings outside the cons
• The secondary containment tank must be capable of sustaining a minimum of five (5) pounds per square inch (gauge) pressure for testing the interstitial space for leaks.
• If the interior of the secondary containment structure (interstitial area) is not readily visible to the facility operator, i.e. does not contain a cut-out or equivalent method for inspecting the interstice, a leak detection system is required with audible and visual alarm capabilities. This system must also have a means of testing/confirming operability during routine inspections.
• The tank must have a positive means of preventing overfilling. A sight gauge and an electronic high-level alarm must be installed that has an audible and visual alarm and a means of testing/confirming operability during routine inspections.
o Modified double walled above-ground storage tanks (AST) designs must address spills from the tank top and/or fill by providing either an oversized interstitial space or separate containment chamber within the primary tank into which fills from the tank and/or fill are directed.
• Tanks must have proper primary and emergency vents for both inner tank and interstice.
• Tanks must have an adequate Overfill Prevention Valve (e.g. Morrison Brothers 9095S or equivalent).
