About this file

This document is a justification and approval for other than full and open competition regarding a federal contract opportunity for fire suppression system repairs at Mississippi Air National Guard facilities. The Air National Guard 186th Air Refueling Wing requires repairs and replacement of fire alarm and detection systems in three buildings using Monaco fire alarm components in order to maintain compatibility with existing Monaco systems as specified by Air National Guard standards. The estimated value for Monaco products is $80,000. Competition was deemed not feasible as the Monaco system components are unique and no substitute is acceptable according to the justification. Interested parties should attend the pre-bid conference on May 16, 2023 for solicitation W50S7J23B0001 regarding a firm fixed price contract valued between $1-5 million to perform the required repairs. The bid opening date is June 1, 2023.

DEPARTMENT OF THE AIR FORCE

MISSISSIPPI AIR NATIONAL GUARD

HEADQUARTERS, 186TH AIR REFUELING WING (AMC)

MERIDIAN, MISSISSIPPI

5 Mar 2023

Justification and Approval for Other Than Full and Open Competition

1. Contracting Activity: 186th ARW Contracting Office, 6225 M Street, Meridian MS 39307-7112

2. Description of the Action: This is an action to solicit and award a firm fixed price (FFP) for fire suppression system repairs to include an integrated fire alarm system for two aircraft hangar and aircraft maintenance administration facilities. Type of funds: SRM

3. Description of the supplies and services:

Monaco MAAP-X control panels and Monaco transceivers (BT-X series) compatible with the Monaco D-21 Emergency Management System (current EMS system at Key Field ANGB).

The estimated value of the total procurement is approximately $5,000,000, while the referenced Monaco sub-systems estimated value is $80,000.

4. Authority Cited: 10 U.S.C. 2304(c)(1) and FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: Supplies are only available from the original source (manufacturer) that will satisfy the agency’s requirements, FAR 6.302-1.

ANG ETL 15-01-03 identifies the requirement of using 2-way radio based detection systems as the standard as specified by the Air National Guard Civil Engineer for use in all ANG facilities and specifies standardization of components within the Air National Guard for Fire Detection/Mass Notification Systems.

Para 6.4 states “The fire alarm system shall provide radio based, fiber optic or landline based, remote system reporting to the base central system, and a secondary central receiver. Provide radio based transmission systems for all new base-wide systems. Retrofit installations shall use system equipment that is listed by a nationally recognized testing laboratory, and is compatible with the existing equipment to include the central base transmitting and receiving system. All facility fire alarm systems must also transmit appropriate signals to the responding (host or other) fire department, which in most cases is the ANG fire station.”

Currently, the specifications that directs the use of this type of system as provided in ANG ETL 15-01-03 were developed around the technologies of the Monaco Enterprises systems and components. The use of other systems or components will not maintain the proper level of compatibility. Based upon ANG ETL 15-01-03, The ANG Civil Engineer has specified that facility designs shall reflect and implement coordination and implementation of standardized features. Specifically fire detection and reporting systems, which are located in multiple facilities, shall be of the same manufacturer to ensure compatibility, maintainability and operations.

In addition, the ANG Civil Engineer has established a maintenance, training and technical trouble shooting program at the Civil Engineer Technical Services Center specifically to support Monaco Enterprises Detection components and systems installed in ANG facilities nationwide. Therefore, in order to maintain the proper operational level of fire detection, Monaco Enterprises products, components and services are required. Monaco Enterprises is the only manufacturer and known source to fulfill this requirement for the Fire Detection/Reporting which meets all of the requirements as specified in ANG ETL 01-1.

The estimated cost for the purchase of the Monaco products is $80,000, and is consistent with the installation of these systems at other ANG units. These costs are comparable with what the Air Force and other DoD agencies are paying to procure these items.

6. Efforts to Obtain Competition: Based on the information in paragraph 5 above, competition for the brand name items to be included in the solicitation is not feasible. Additional research was conducted in accordance with FAR part 10 to determine if there were commercial or modified commercial items that could adequately meet the Government’s needs. The Monaco system is unique and cannot be substituted or duplicated by other manufacturers. No substitute is acceptable. Also, a Sources Sought notice was posted on SAM.gov. No valid responses were submitted.
