About this file

This document is a Statement of Work (SOW) for the Midland Airport Traffic Control Tower, detailing a bid alternate for additional Lightning, Grounding, Bonding and Shielding Protection. The SOW specifies comprehensive requirements for installing lightning protection systems, including replacing existing down conductors, installing new equalization loops, and upgrading air terminals in accordance with FAA standards (FAA-STD-019G, 6950.19B) and NFPA 780. Key installation specifications include using Thompson 506 or equivalent conductors, securing components every 3 feet, ensuring proper grounding, and transitioning conductors with specific connection methods.

The work is to be performed as part of the MAF Modernization project, with critical considerations for the active Airport Traffic Control Facility. All scheduling requires coordination with the Contracting Officer's Representative (COR) to avoid interrupting FAA operations, potentially requiring work between 12:00am and 6:00am. The project involves detailed lightning protection modifications for the tower and base building, including installing four down conductors for towers between 60-180 feet tall, creating continuous potential equalization loops, and ensuring all connections meet stringent safety and technical standards.

Midland Airport Traffic Control Tower

Bid Alternate for additional Lightning, Grounding, Bonding and Shielding Protection

Statement of Work

Contractor shall provide and install all labor and materials for the installation as identified below and in the drawings. Installation shall be in accordance with FAA-STD-019G, 6950.19B, NFPA 780 and at no point violate the latest version of the NEC. All materials and locations shall be submitted to COR for approval. Any excavating performed shall be coordinated by the contractor and marked by Dig Safe, approved by the COR, and hand dug. Any penetrations through walls or floors shall be submitted for approval by COR. All conductors shall be insulated copper rated 600 volts minimum, type; THW, THWN, or XHHW, unless otherwise stated. All work to be performed in a neat and workmanship like manner.

Note: This is an active Airport Traffic Control Facility. All scheduling shall require coordination and approval by the COR, to not interrupt FAA operations. All grounding conductors shall maintain a constant path to ground, coordinate temporary connections with COR. This may require scheduling of work to be performed between 12:00am and 6:00am.

Alternate No. 1:

Provide and install all items below to include with MAF Modernization project.

• Cab roof and catwalk equalization loops and air terminal replacement and installation.

• ATCT down conductor replacement and installation (replace existing two conductors with four conductors).

• Replace existing Base building down conductors.

• Connected all ATCT down conductors to the existing grounding of the Base Building Roof.

• Provide a continuous potential equalization loop conductor for Roof, Catwalk/Exterior Platform, Tower Shaft Intermediate Floor Levels.

More details for Lightning Protection System: Tower and Base Building

Accomplish the following for the cab roof level equalization loop:

a. Install a new equalization loop made of Thompson 506 or equivalent on the roof level within 24-in of the periphery of the structure. It shall be secured every 3-ft with a Thompson 186X or equivalent base that is glued or screwed to the roof. Each screw must be sealed after installation. Verify base installation method with local SSCM prior to installation.

b. New Air Terminals shall be installed in accordance with FAA-STD-019G section 4.3.6, NFPA 780, and UL 96A if existing air terminals do not meet the following criteria:

i. Air terminals shall be 12-in. high minimum, with a diameter of at least 1/2-in. for copper sharp, blunt, or approved protective style tip.

ii. Air terminals shall extend 10-in above the objects or areas they are to protect.

iii. Each air terminal shall be provided with at least two paths to ground.

The MAF ATCT only has two down conductors from the roof level connected to the EES.

Accomplish the following for the ATCT down conductors as shown in Figure 1 below:

ATCT towers less than 180-ft tall and greater than 60-ft tall shall have four down conductors.

a. The down conductors shall be Thompson 506 or equivalent and sweep from both directions on the roof equalization loop.

b. The down conductors should be secured every 3-ft down the sides of the tower.

c. All lightning conductor to lightning conductor connections shall be exothermically welded, UL 96 listed irreversible hydraulic c-crimp, or use bimetallic connectors if connecting aluminum to copper.

d. No bend in a main and bonding conductor shall form an included angle of less than 90 degrees, nor shall it have a bend radius (sweep) of less than 8 inches.

e. Lightning down conductors shall transition from tinned copper Thompson 506 (or equivalent) to a 4/0 AWG bare copper conductor at least 7-ft above grade by exothermic weld or C-crimped connection.

The 4/0 AWG bare copper conductor shall be installed in 6-ft of 1-in PVC above grade and 1-ft below grade.

f. Confirm connections are exothermically welded from the 4/0 AWG bare copper conductor to the existing EES.

g. All exothermic welds shall be made 20-ft away from all manned facilities unless performed below grade.
