1. Please provide sign in sheet for the site visit.

FAA Response: See Below

2. Placement of crane- may we utilize area at crane placement for staging and off-loading of materials?

FAA Response: Follow the plan in drawing number MAF-D-ATCT-G021 and Division 01 of the specification. If the following requirements are met, it may be possible to temporarily use the crane placement area to stage materials.

1. If there is enough space on the crane's cornered off area.

2. Used temporarily during roof top construction. This area is never allocated for the staging and offloading of items.

3. It does not affect the parking area of adjoining parking spaces in any manner.

4. There is approval from the facility, i.e. the COR.

3. May the -Hatch replacement and additional rung be mechanically affixed? If NO- will “hot-work” be permitted in the Control Tower main control room?

FAA Response: Mechanical attachment is likely acceptable provided it complies with structural codes. "Hot-work" in the Control Cab necessitates FAA approval, a fire watch, and a way to remove weld smoke. Moreover, FAA safety protocol must be followed for the Hot- Work. Refer to the specifications for this project for all things Hot-work.

4. Will there be requirements for “Armed Security” at construction egress gate into the facility?

FAA Response: FAA requires controlled access to the facility. Moreover, follow the direction of the specification.

5. Is the ceiling tile replacement (damaged tiles), required to match existing or is “like and kind” acceptable?

FAA Response: Replacement tiles should match existing appearance and performance, per Division 09 Acoustical Ceilings. “Like and kind” may be accepted pending FAA approval if matching units are unavailable.

6. If matching tiles are required and replacements are unavailable, will these areas require full replacement?

FAA Response: If exact matches are unavailable, localized full replacement in affected areas may be required. Include unit cost in pricing for tile/grid replacement. The FAA will review and determine based on visual continuity.

7. If acceptable, may the windows located @ tower floor levels have the glazing removed for debris removal and new equipment installation?

FAA Response: Temporary removal of glazing on tower floors may be permitted for equipment installation and debris removal, with FAA coordination, debris control measures and restoration to original condition required. Refer to the specification on cutting and Patching.

8. In areas where the AHU are to be replaced, will the existing obstacles and obstructions be removed by the client?

FAA Response: Unless otherwise stated, all responsibility falls on the contractor. Before taking any action on 'obstacles' or 'obstructions', the contractor must notify and obtain written consent from the COR.

9. In the server room and other sensitive areas, where work is to be performed: Will dust control and equipment protection be allowed to remain during the duration of SOW in these areas, or will it have to be installed and removed daily?

FAA Response: Yes, dust control (e.g., plastic sheeting, negative air machines) can remain in place (provided the barriers are non-intrusive) during work in sensitive areas unless otherwise directed. Reference Division 01, paragraphs on environmental protection, construction cleaning etc.

10. Will there require debris control (covered roll-offs/netting) be required during the duration of project?

FAA Response: Yes, debris containment including covered dumpsters or netting is required under Section 01 74 19 Construction Waste Management.

11. Will construction utilities (electricity, water) be furnished by client?

FAA Response: FAA Facility will provide construction utilities (electricity, water) on site and Contractor will furnish labors/materials such as power cables, temporary circuit breakers & water lines… for connection during the Construction. Refer to the specification Section 01 50 00 for detail.

12. During construction will back-up power for facility be required?

FAA Response: Back-up power for facility will be required during construction if needed.

13. Will secondary temp HVAC be required for temp HVAC?

FAA Response: Redundant units to be replaced one at a time, there shall be redundancy at all times, 1 existing + 1 temp.

14. May the SSHO/QCM be secondary role for Superintendent?

FAA Response: No. These are separate and distinct roles. As stated in Factor 3, key personnel positions must be filled by separate individuals.

15. Please indicate whether proposers are permitted to submit clarifications, explanatory notes, or minor administrative adjustments to their proposals at the time of submission, provided that such clarifications would not materially alter pricing, scope, or intent.

FAA Response: Yes, as long as clarifications do not materially change the pricing, scope, or technical intent. Submit as an attachment or explanatory note. Material changes require formal RFI.

16. Please confirm that the work hours for the cab and TRACON are 12:00 AM – 5:30 AM, 7 days a week.

FAA Response: Confirmed. This work window must be strictly adhered to unless otherwise authorized in writing by the FAA. Refer to section 01 10 00.

17. Please confirm that crane placement for the tower may only be done in the northwest side parking lot, and that if several parking spaces are impacted then the FAA will permit this.

FAA Response: Yes. Crane setup is permitted in the northwest lot. Impacted parking spaces must be coordinated and approved with the FAA.

18. Please confirm that the south parking area may be closed entirely for contractor use, including access via the south gate to the unnamed road that leads to Pliska Drive. Also, will this gate be required to be manned whenever left open or unlocked?

FAA Response: Yes. The south lot may be used. The gate must be secured during non-work hours, and manned if left open during operations, per FAA site security protocol and the specification requirements.

19. From time to time, will site access via the northwest gate leading out to the unnamed road be permitted?

FAA Response: Yes, limited access may be granted for deliveries or staging, with prior coordination and security approval.

20. We understand that the gravel area south of the site may also be used for contractor laydown.

Please confirm.

FAA Response: Yes, with FAA coordination. Laydown in this area must not obstruct access or operations of the facility. Refer to G021 of the plan drawing for more details.

21. Please indicate the FAA’s preferred haul route to the site from N. State Hwy 349.

FAA Response: Take Hwy 1788 south from N State Hwy 349 continue south on Hwy 1788 until you reach Airways Drive and make left turn heading East. Make right turn onto Airways Drive then left turn onto Wright Drive. Make right turn onto Windecker Street and 1st left onto N Service Rd. Make final left turn onto N Pliska Dr.

22. It was noted that the small “smoke shack” behind the facility requires some work, but exactly what and the extent of that work is unclear. Please clarify.

FAA Response: Smoke shack is required to be protected from damage during construction per sheet A034 Keynote 14. Additional work at smoke shack is not included in this project.

23. There was a man height UHF or similar type of antenna observed on the low roof portion of the facility. What is this antenna used for, and can it be moved or disconnected during re-roof of the low roof?

FAA Response: The TV antenna described can be removed, however any NAS system antennas will need to be temporarily mounted and not removed (SSC will do this work).

24. We understand that AHU’s 5 & 5A and connected CU’s 5 & 5A are to be removed but not replaced. Please confirm.

FAA Response: This is confirmed. Please see M014 for demolition of AHU 5, 5A, and associated CU’s.

25. During the replacement of the various roof areas, will it be acceptable to temporarily disconnect the Lightning Protection System serving the affected sections?

FAA Response: Yes, it will be acceptable if it disconnects in a few hours only. It must be reinstall immediately after it is finished (this is contingent upon acceptable weather condition).

26. Please confirm that the replacement fire alarm components are “open source” and that no proprietary fire alarm provider for the facility is required to be used.

FAA Response: This is correct.

27. Please confirm that the replacement direct digital control (DDC) components are “open source” and that no proprietary DDC provider for the facility is directed to be used.

28. Will any newly installed electronic components (e.g. fire alarm, DDC, etc.) be required to meet cybersecurity hardening requirements, such as those specified in Unified Facilities Guide Specification 25 05 11 Cybersecurity for Facility-Related Control Systems?

FAA Response: This is not required for FLS systems. Follow security guidelines based on project specifications. 25 05 11 is not in the project specs package.

29. Please confirm if Factor 3 NICET III/IV key personnel requirement may be met via the use of subcontractor, not prime contractor, personnel.

FAA Response: This is acceptable. We require NICET III/IV to sign off on documents, oversee all FLS work, and facilitate the programming of the system. They must be the ones to confirm work/programming.

30. Factor 3 – Technical Proposal, states “Offeror must provide written acknowledgement of the requirement for Project Superintendent is separate, distinct positions that require separate personnel to perform those duties.” Does this imply that simply that no Project Superintendent may wear multiple ‘hats’ and that superintendence shall be their only permitted role?

FAA Response: Yes

31. Per Factor 2: Past Performance, we need to submit a minimum of two (2) PPQs for projects within the last ten years for similar construction projects. It further provides, “Offeror’s may submit CPARS in lieu of PPQ.” Please confirm that the submission of a minimum of two (2) CPARS will satisfy the requirement of Factor 2. A.

FAA Response: Yes, two (2) Contractor Performance Assessment Reporting System (CPAR) reviews maybe be used to satisfy a Performance Questionnaire (PPQ). The CPARS must comply with paragraph VI, Proposal Criteria, Factor 2, Past Performance of the RFO.

32. Factor 3: Key Personnel and Team Composition requires the Offeror to be a licensed/certified sprinkler contractor and installer. Can you please update this requirement to include a licensed/certified sprinkler contractor and installer on our team as subcontractor?

FAA Response: We will not be requiring a fire sprinkler contractor for this project.

33. Please advise who is the current mechanical controls vendor.

FAA Response: Schneider Controls. Con-Tech Control Technologies INC Kelly Buchanan 432- 349-0304.

34. Please advise who is the current fire alarm vendor.

FAA Response: Johnson Controls 806-715-6819 POC: Greg Grey

35. Please advise the field of view the tower must maintain. On the site-walk, discussions of crane placement identified the potential to set up in such a way as not to obstruct direct visibility of approaching/departing aircraft or runway. This would allow work coordination to happen during non-peak flight operations.

FAA Response: Crane placement is restricted to the northwest parking lot. Crane placement must not obstruct line-of-sight to active runways, taxiways, or airspace sectors. FAA may allow limited operation during non-peak hours, but tower visibility is priority. Refer to CSPP coordination. (ref: Sheet G021).

36. Please advise if the specification is open to alternate mechanical equipment manufacturers, provided the specs can be met.

FAA Response: Yes, alternates may be proposed if they meet or exceed the specifications, are system compatible, and are submitted via Substitution Request per Division 01.

37. Please advise if the local facility has a vendor that they use to erect/service antennas.

FAA Response: We do not have a vendor for this.

38. Please confirm that the fire detection and protection does not include replacement or remodel of the fire sprinkler system.

FAA Response: There is no a fire sprinkler system in this facility. No demolition or replacement will occur.

39. Please provide the raised access floor height in rm 118-A (Comm Equipment Room)?

FAA Response: 23.5” Measured from floor to top of tile. The measurement must be taken as approximate. Contractor must field verify before material purchase and construction.

40. Please provide an abatement report.

FAA Response: Attachment in amendment 0003.

41. Can you tell me whether there is any latitude with these personnel requirements (in reference to

1.5. PERSONNEL REQUIREMENTS’)? For instance, will the project manager be required to have a degree, or can this requirement be waived with adequate experience?

FAA Response: Educational degree cannot be waived for experience.

42. Simplex fire alarm control and peripherals meet or exceed all spec’d products in the specifications provided. Will the substitution of Simplex 4100 ES be allowed for this project?

See Attached.

FAA Response: Once a contractor has been selected device specifications can be discussed.

43. The drawings provided with the solicitation has DRAFT watermark on them. Will the IFC or 100% drawings be provided to ensure any changes are captured prior to bidding?

FAA Response: The draft watermark was left inadvertently. The drawings attached to the solicitation are the final version.

44. Drawing A028 Note 2 states to remove door. Does this include the frame?

FAA Response: Yes, remove the frames. All openings created by this must be fire rated to match the surrounding walls.

45. Drawing A028 Note 3 states to repair current exhaust damper.

Is this damper currently functioning?

If not are we to replace damper in its entirety?

Is the current exhaust damper compatible with automatic actuators?

FAA Response: Damper testing will need to be conducted to determine if new Dampers will be required. If they are unable to be repaired or programmed anew then they will need to be replaced in its entirety. The current exhaust dampers should be compatible with automatic actuators.

46. Drawing A028 Note 4 stated to provide engineer judgement. Is it the contractors responsibility to hire an engineer for this firestopping?

FAA Response: A plan is to be submitted by the contractor and approved by the FAA personnel.

47. Drawing A028 Note 8. Please provide shelving dimensions/details being requested for this space>

FAA Response: The dimension is at the discretion of the contractor. The dimension, however, must be reviewed and approved by the COR.

48. Is 24/7 fire watch required during the fire alarm upgrade activities?

FAA Response: Fire watch will only be required if the fire alarm system is down for an extended period of time. Fire watch should not be needed as the existing system should not be removed until the new system has been tested and confirmed working.

49. Is temporary HVAC required throughout construction activities while replacing existing HVAC units?

FAA Response: Yes, refer to MAF-D-ATCT-M011.

50. Is water available to connect to temporary construction offices?

FAA Response: Yes, as per Spec 01 50 00 – Temporary Facilities and Controls, utilities will be made available. However, the contractor is responsible for temporary connections and usage metering if required

51. It was noted that a majority of existing ceiling grid has been damaged at some point. Should any damaged grid be replaced?

FAA Response: Where is it ‘noted’ in any of the bidding documents? If a damaged grid is discovered during construction, contact the COR for a change order.

52. Can you provide photos and dimensions of the existing roof access ladder in ATCT Cab.

FAA Response: Refer to the response below 124-125.

53. Can you provide the ceiling height in ATCT Cab?

FAA Response: 10’3”. The measurement must be taken as approximate. Contractor must field verify before material purchase and construction.

54. Can you provide the existing opening dimensions for the ladder?

FAA Response: 53.5” x 24” The measurement must be taken as approximate. Contractor must field verify before material purchase and construction.

55. If existing fire alarm pipe and wire exceed 40% conduit fill, can it be reused?

FAA Response: Yes, but the contractor is responsible for any damage or outages caused by overfilling of conduit.

56. If existing pipe is reused, does it need to be painted red as note 10 on the drawings requires all fire alarm conduit to be painted fire engine red?

FAA Response: Any pipe that has been touched/used for this project must be fire engine red.

57. Does the existing fire alarm system have to monitor the new HVAC until the new fire alarm system is accepted? If yes, is the new fire alarm contractor responsible for that work?

FAA Response: The new HVAC system must be monitored when it is put into service. If this is finished and in service before the new fire alarm system then the old system must be used.

This will be something to be discussed between the Fire alarm contractor and mechanical contractor to find the best way to make this work.

58. Is the fire alarm contractor responsible for supplying and installing position switches for the dampers or is it only to monitor the position switches that the mechanical contractor supplies and installs?

FAA Response: The fire alarm contractor is responsible for control/monitoring modules for these devices. The position switches may be present currently, but if not they will need to be provided.

59. Is the existing lightning protection system up to current code?

FAA Response: No

60. If we alter the existing lightning protection system as indicated in drawings, current code requires bringing the entire system to current code. Will this be required?

61. Is Cad Welding allowed on lightning protection system?

FAA Response: No, Cad welding is not allowed on lightning protection systems on the Base Building Roof or CAB Roof. However, Cad welding is allowed on ground for LPS.

62. Also, I noticed in the key personnel requirement it states that the offeror must be a licensed sprinkler contractor. Is this correct? To my knowledge there are no sprinklers or sprinkler

Page | 8 system in this project, only fire alarm system. See below in Blue highlight. Can you please clarify this requirement and the requirement for a NICET Category 1 Engineer?

FAA Response: There will not be a requirement for a licensed sprinkler contractor for this project.

63. REF: CAB and Sub-junction Work Hours: From previous experience productive work hours in the CAB and Sub-Junctions levels may only be only 4 hours per night with work stoppage events. Is it correct to assume that the productive work hours will be 4 – 6 hours per night, with work stoppage events during this time?

FAA Response: Yes. Section 01 10 00 (Summary of Work) notes that work in the CAB and Sub-Junction areas must be performed during night shifts and that FAA operations may limit productive work hours between 12:00AM – 5:30AM, with potential work stoppage events due to operational needs.

64. REF: Storage of existing equipment, furnishings and materials. Will the contractor be responsible for removing, storing and reinstalling existing FAA equipment, furnishing and materials on-site in Conex containers or will they have to be stored off-site?

FAA Response: Contractor is responsible for protecting and storing furnishings and equipment removed from work areas. On-site storage in lockable Conex containers is acceptable, provided space and FAA coordination are maintained. Off-site storage is not required unless coordinated. Refer to the specification for more information.

65. REF: Protect all existing fire alarm devices with covering is areas where work is to be performed with coverings. Does the contractor need to remove the protective covers at the end of each work shift and install protective covers at the beginning of each work shift? Or can the protective covers remain in place during non-work hours?

FAA Response: These must be placed at the beginning of each shift and removed at the end of each shift.

66. REF: Removal of existing ceiling tiles. If required, in the tower cab and base building, will the contractor be allowed to remove all the ceiling grid and tiles, in its entirety, then install new grid and tile? Or must we remove and replace it in sections?

FAA Response: Contractor may propose full-grid removal for efficiency, but partial/phased removal must be used where continuous occupancy or phased access is required. Submit approach and sequencing for FAA review during construction.

67. Tower cab air filtration systems. Will HEPA filter air filtration units be required for all CAB work?

(MAA)

FAA Response: Air scrubbers to mitigate dust during construction must have HEPA filters.

68. REF: Project Staffing. Will the FAA require a superintendent and QC to cover both day and night shifts?

69. REF: Date of award. Please advise on the expected award date for this project.

FAA Response: The anticipated award date is Nov 2025.

70. REF: Special requirements. Are there any special airport requirements for crane use?

FAA Response: Contractor must coordinate with airport operations for crane scheduling. FAA Form 7460 must be submitted and approved for crane operations. Contractors must comply

Page | 9 with safety zones and submit lift plans for review. Refer to section 01 10 00 of the specification.

71. Daily site and project clean-up. Can you provide the current janitorial service company that maintains the ATCT & Base building?

FAA Response: Unique Cleaners National.

72. REF: DDC / Building controls contractor.

a. Is there a preferred controls contractor currently used?

FAA Response: No preferred contractor, current controls run by Con-Tech Control Technologies INC

b. Can you provide the POC information?

FAA Response: 806-715-6819 POC: Greg Grey

73. REF: Fire Alarm contractor.

a. Who is the preferred fire alarm contractor for the facility?

FAA Response: This is up to the contractor, we have an open bid.

b. Can you provide the POC information?

FAA Response: See above.

74. REF: Quality control. Is a third party CQC firm required, even though the contractor will be providing an on-site QC Manager?

FAA Response: No, third-party CQC is not required since an on-site QC Manager is provided, per RFO Factor 3.

75. REF: On-project management. Does the Superintendent, SSHO, and QC manager need to be 3 separate individuals?

FAA Response: Superintendent, SSHO, and QC must be separate individuals with no dual roles.

76. REF: Buy American. Is this project including any Buy-American Act requirements?

FAA Response: Yes. The project is subject to Buy American provisions as defined in the SIR.

77. REF: Tax Exemption. Is this project tax exempt?

FAA Response: No, this project is not tax exempt.

78. REF: On-site trailers.

a. Confirm the number of trailers required for the FAA.

FAA Response: one (1)

b. What are the requirements for the FAA trailer / trailers?

FAA Response: Must include workspace, HVAC, power, lighting, security and connectivity. Coordinate utility hook-ups (power). Refer to the specification section 01 50 10.

79. REF: Duct work cleaning. Can the FAA provide quantities of duct work to be cleaned?

FAA Response: IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO SURVEY AND VERIFY

EXISTING CONDITIONS PRIOR TO STARTING WORK.

80. REF: Dwg. No. MAF-221004347-A031 - This sheet and details identify EZ Path fire stopping for cable / wire in new wall construction and not EZ Path for retrofit fire stopping.

a. Is the govt. contemplating that the existing cables / wires / conduits will be disconnected, removed, EZ Path be installed and the cables / wires / conduits will be reinstalled?

FAA Response: We require the penetrations to be fire stopped, but it is up to the contractor to decide and submit to us for approval. I would not recommend removing and reinstalling.

b. Or does the govt. wish the contractor to use EZ Path retrofit fire stopping? Which allows for the wires / cables / conduits to remain in-place.

81. REF: Dwg. No. MAF-22004347-F002 - Second and Third Floor Lower Intermediate Level dwgs.

FAA Response: We were planning on having door holders for these devices which can be floor/wall mounted or self-contained, but this is up to the contractor to choose. This location is just a statement that these doors will need one installed.

82. REF: The circle symbol with “M” is not identified in the Legend. Please identify this symbol.

FAA Response: “M” stands for electrical motor; on MAF-D-ATCT-M033, “M” indicates the exhaust fan motor.

83. REF: Dwg. No. MAF-22004347-F003 - Fourth and Fifth Junction Level dwgs. and Geneal Note 3 identifies control module for door opener (addressable control module) behind door and inside the exterior wall. Is this the correct location and not a drafting error?

FAA Response: We were planning on having door holders for these devices which can be floor/wall mounted or self-contained, but this is up to the contractor to choose. This location is just a statement that these doors will need one installed.

85. REF: Dwg. No. MAF-221004347-M008. Please confirm there are no F/A devices, i.e. smoke or heat detectors on the junction level or in the Supply / Exhaust Fan enclosure.

86. REF: Dwg. No. MAF-221004347-G021 - There are no locations identified where a contractor or

FAA’s site trailers are to be located.

a. Please provide locations for the contractor and FAA’s site trailers.

FAA Response: Refer to MAF-D-ATCT-G021 for the general location (SHEET NOTES 6).

Exact locations are not pre-defined; contractor may propose trailer placement with FAA approval.

b. Where does the contractor access temporary power for the site trailers?

FAA Response: Using existing Panel MDPN or Panel ELPA2 with spare breakers available in the E/G building.

c. What are the requirements for the FAA’s site trailer?

FAA Response: Must include workspace, HVAC, power, lighting, security and connectivity. Coordinate utility hook-ups (power). Refer to the specification section 01 50 10.

d. Is the contractor responsible for running power, water and sewer to office trailers? If so, please provide details.

FAA Response: Yes. See the drawings and specifications for details.

e. Can the contractor use gas generators for power?

FAA Response: Gas generators may be used with noise mitigation and the approval and coordination of the facility. However, the facility prefer for the contractor to use electrical outlets outside.

f. Is the contractor responsible for weekly cleaning of the FAA’s trailer / trailers?

FAA Response: Yes. Refer to Section 01 50 00

87. REF: Dwg. No. MAF-D-ATCT-A032 & A033 - Identifies portions of the ceiling to be removed or demolished due to HVAC work. The drawing does not identify the portions of the ceilings to be removed or demolished due to 1) F /A work i.e. installation of new devices, conduits and wire, smoke dampers, duct detectors, or 2) plumbing work i.e. new roof drains and piping, 3) HVAC and VAV temporary work, 4) fire rated door / access panels work, 5) fire stopping work, and 6) roof structural support and decking work, etc. Is it the govt.’s intent for the contractor to remove suspended ceiling systems for the F / A, HVAC, plumbing, electrical, fire rated door / panel, fire stopping work, roof structural and decking work, etc.?

FAA Response: Yes. The contractor is responsible for removing and replacing suspended ceiling systems as necessary to perform all work indicated in the contract documents. All removals must be coordinated to minimize disruption, and ceiling systems shall be reinstalled to match existing per Specification and plan drawings. Any removals beyond those reasonably inferable from the contract documents shall be addressed in coordination with the FAA COR prior to execution. Refer to sheet note and legend on MAF-D-ATCT-A032

88. REF: If the contractor submits a price proposal based on the govt.’s direction of only removing and reinstalling ceiling tiles as per the dwgs. and it is determined that to perform the work the contractor must remove the ceiling grid. Will the Government issue a modification for the cost of removing the grid and installing new?

FAA Response: If field conditions require removal and replacement of the ceiling grid beyond the scope shown in the bid documents, and such work is not already indicated in the drawings or specifications, the FAA will evaluate the change. A contract modification may be issued for verified additional work in accordance with AMS 3.10.1-15, contingent on prior written approval by the FAA COR. The contractor must provide supporting documentation, including field verification, justification for removal, and cost breakdowns, before proceeding. All replacement ceiling systems must comply with Specification, and finishes must match existing or as specified in the architectural finish schedule.

89. REF: If the contractor submits a price proposal based on the Government direction of removing and reinstalling only the portions of ceiling tiles identified on the dwgs. and it is determined that to perform the work the contractor must remove more than what is identified on the dwgs. FAA Response: The FAA will provide a phased occupancy plan post-award. Expect night work for active operational zones

93. Will the contractor be responsible for moving, storing and moving back furniture?

FAA Response: Contractor is responsible for relocating, protecting, and restoring furnishings in work zones. Coordination with FAA required.

94. What areas / rooms will be non-standard hours / night work? (WE)

FAA Response: Cab and TRACON must be worked on between 12:00 AM and 5:30 AM.

Additional areas requiring off-hour access will be identified post-award.

95. REF: Dwg. No. MAF-D-ATCT-A034 - Demolition Sheet Note 7 states – Remove and save for reuse gutter and downspouts. If the contractor submits a price proposal based on the govt.’s direction of remove and save for reuse gutter and downspouts and it is determined that the gutter cannot be removed without damaging the gutter, thus cannot be reused. Will the govt. issue a modification for the cost of installing new gutters and downspouts?

FAA Response: Yes. If, during removal, it is determined and documented that the existing gutters and downspouts cannot be salvaged for reuse without damage, the FAA will evaluate the condition. A contract modification may be issued for the cost of new gutters and downspouts, provided:

1. The contractor notifies the FAA COR in writing prior to proceeding with replacement work.

2. The condition is documented with photos, field reports, and removal procedures attempted.

3. The replacement materials meet Specification requirements, including gauge, finish, and profile, or match existing profiles if approved by the COR.

The FAA reserves the right to direct an alternate product or installation method if it meets or exceeds performance criteria.

96. REF: Demolition Sheet Note 3 states – Existing through parapet scupper, protect from damage. If the contractor submits a price proposal based on the govt.’s direction of protecting and reusing existing scuppers and it is determined that the scuppers cannot be protected and reused due to demolition of the existing roof. Will the Government issue a modification for the cost of installing new scuppers?

FAA Response: Yes. If field conditions demonstrate that existing parapet scuppers cannot be protected and reused without compromising function, waterproofing integrity, or appearance, the FAA will review the condition. A contract modification may be issued for the installation of new scuppers, provided:

98. REF: Sheet Notes call out symbol “12” between column lines F and E, and 3.9 is point to nothing.

FAA Response:

a. Keynote 12 should have been pointed to the walkway pads which are shown in the base building roof plan.

a. Is it the Government’s intent for the contractor to make all temporary and new penetrations through 1 hr. and 2 hr. walls 1 hr. and 2 hr. rated or make all temporary, new and existing penetrations 1 hr. and 2 hr. rated?

FAA Response: All penetrations through rated walls need to match the walls rating.

b. If it is the govt.’s intent to make all existing penetrations 1 hr. and 2 hr. rated. Due to the unknown amount of fire-stopping to be performed throughout the project, will the FAA provide an allowance amount for this work?

FAA Response: Areas are called out on drawings where existing are required, but new penetrations will be covered by the contractor in their submittal.

100. REF: Dwg. No. MAF-D-ATCT-A041 - Dtl. F4 and F3 identifies a steel stair from the tower level to the base building roof level. There is no detail showing how the contractor is supposed to anchor the stair to the tower wall or base building roof.

a. Are the stairs to be free standing or anchored to the tower wall?

b. Are the stairs to be free standing or anchored to the base building roof?

c. If free standing, is the contractor to provide heavy duty rubber protections pads between the stairs and roof membrane?

FAA Response:

a. It is not to be anchored to the ATCT wall since there is an expansion joint between the ATCT wall and the roof. The maximum distance allowed between the ATCT wall and the top of the platform is ½” vertically and horizontally.

b. It is a free-standing premanufactured platform and steps and directly placed on the roof with ballasted support components which require protection pads similar to the one provided for the portable guardrail base.

c. This is a delegated design per the specification section 05 51 19 Metal Grating Stairs.

FAA Response: In detail D7/A042, keynote 19 should have been pointed to the roof hatch guardrail and keynote 20 should have been pointed to the self-closing safe gate. Please refer to detail A5 & A6/A-042 for the roof hatch guardrail and the self-closing safe gate.

103. REF: Dwg. No. MAF-D-ATCT-S014. Please confirm that the metal roof decking between columns grid lines A-D and 1-4 is existing unfilled metal deck.

FAA Response: The original drawings call out an existing insulated concrete fill on the deck, but during field investigations during design this was not identified when drilling through the roof membrane. The contractor should notify the COR if concrete fill is discovered upon removal of the roof membrane per General Sheet Note C.

104. REF: Dwg. No. MAF-D-ATCT-M011 - Temporary Equipment Requirements Note 3 states - A

QUALIFIED TECHNICAN MUST BE ON SITE FOR A MINIMUM OF 4 HOURS PER WEEK WHILE THE

RENTAL EQUIPMENT IS IN OPERATION TO INSPECT, CLEAN, AND MAINTAIN THE EQUIPMENT.

Please confirm that this is a requirement of the contract and the contractor shall include costs in their proposal for such.

105. REF: Temporary Equipment Requirements Note 12 states - PROVIDE LIGHTING IN TEMPORARY
