GENERAL REQUIREMENTS

SECTION 01 11 00

SUMMARY OF WORK

PROJECT 22-1012 B1907A

REPAIR HVAC AT NCC

PERIOD OF PERFORMANCE ____240____ DAYS

PART 1 GENERAL

1. DESCRIPTION OF SERVICES. The work consists of furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required for the HVAC repair at BLDG 1907A, on Joint Base McGuire/Dix/Lakehurst. The project shall replace the existing mini-split air conditioning units in the SIPR room. The project shall comply with all MACC IDIQ requirements. The work includes but is not limited to:

1.1 The removal of two (2) mini-split units and their respective outdoor condenser units. Remove and dispose of all piping, wiring, and disconnect switches associated with the existing mini-split units and outdoor A/C units for the SIPR room.

1.2 All unused conduits and abandon material found shall be removed.

1.3 Install new chilled water 32 kW Liebert units. Install new copper piping. New unit shall be in the same chilled water loop. Existing Liebert units are connected to the centralized chiller water plant in B1908.

1.4 Install a new heat exchanger in the mezzanine of B1908 Mechanical room.

1.5 Install a new 460v/60hz/3-phase 35-ton Trane stand-alone extreme low ambient temperature chiller. The chiller will serve as a redundant and as an emergency system. The chiller shall receive the following from the manufacture: a disconnect switch, single point power connection, BACNet Interface, insulation for high humidity/low evap temp, neoprene vibration isolator, soft start capability, and freeze protection.

1.6 Install new chiller pump in the Mechanical room. The pump shall have isolation valves.

1.6.1 Contractor shall install new copper piping to connect to all Liebert system loop. Piping will be required to penetrate through CMU wall. Piping shall be supported properly and shall have all the necessary component to make a working system (strainers, isolation valves, air vent, air separator, and etc.).

1.6.2 Install new temperature and pressure gauges

1.6.3 Contractor shall submit shop drawing of the system.

1.6.4 The emergency backup system shall be tested, adjusted and balance.

1.7 Contractor shall install a glycol feeder in the system.

1.8 All piping shall be insulated with 2” fiberglass insulation with all service jackets. Exterior piping shall receive metal jacketing.

1.9 All penetration shall be properly sealed and fireproofed.

1.10 The new chiller shall be connected to the building backup generator to allow continue operation during electrical outages. The chilled water loop shall have automatic change-over valves to isolate the NCC.

Automatic change-over valves shall be connected to the backup generator panel.

1.11 All mechanical system and piping shall be identified and labeled.

1.12 Provide the required electrical service to the new HVAC equipment. Label and identify the branch circuit breakers in the respective panels. Refer to electrical section for detail.

ELECTRICAL WORK

A. Chiller:

1. Provide a 3P-225A(min) branch circuit breaker in place of 3P-100A Temporary Chiller branch circuit breaker in existing 1907 RED Panel, 400A, 208V, 3phase Eaton Power Panel in B1907A Mechanical Room. Alternatively, provide the above 3P-225A branch circuit breaker in existing space in place of any spare breaker in the Power panel. The kAIC of 3P- 225A Branch circuit breaker shall be same as that of the panel. Consult Eaton for recommended breaker type.

2. Provide wiring between the power panel and single-point power connection factory installed NEC disconnect switch on-board of chiller. Wiring shall be 3-2/0, #4G; 2” C. Conduit shall be EMT indoors, GRS and weather-tight metallic flexible for outdoors and PVC Schedule 40 for underground applications. Provide trenching, backfill, sand cushion, warning tape and restoration of paved areas as required. Core drill though walls as required including fireproofing wall penetrations.

B. Liebert Computer Cooling Unit:

1. Provide a 3P-40A(min) branch circuit breaker in place of an existing spare branch circuit breaker or existing space in existing PP-1 1907 RED Panel, 100A, 208V, 3phase Eaton Power Panel or in in existing 1907 RED Panel, 400A, 208V, 3phase Eaton Power Panel B1907A Mechanical Room.

The kAIC Branch circuit breaker shall be same as that of the panel. Consult Eaton for recommended breaker type.

2. Provide a wall-mounted enclosed 3P-40A non-fused NEC disconnect switch for the Liebert unit

3. Provide wiring between the power panel NEC disconnect and from there to the Liebert unit. Wiring shall be 3#8, #12G; 2” C. Conduit shall be EMT indoors and metallic flexible conduit for equipment connection. Core drill though walls as required including fireproofing wall penetrations.

C. General:

1. All work shall conform to Electrical IDIQ Technical specifications.

2. Provide grounding/bonding as per NEC requirements

3. Provide all labelling and revised panel directories. All loads shall have labels indicating the source of power: Power Panel designation, location of panel and branch/feeder circuit breaker in the power panel.

4. Conduct all tests and submit records of test data as required.

D. Electrical shutdowns:

1. All shutdowns shall be conducted on off-duty hours (Saturdays, Sundays, or from 1700H to 0600H on weekdays) and at the convenience of the Government.

2. The contractor shall give a 2-week notice (minimum) to the Government prior to any shutdown.

2. LOCATION: The work is located at JBMDL (Dix campus) as indicated on the project plans and described in the project documents.

3. All interior treatments shall be in accordance with the current guidance in the installation facility standards (IFS) unless otherwise specified in the scope of work.

4. Interpretation of Drawings and Specifications:

4.1 It shall be understood that specifications and drawings are complementary and are to be taken together for a complete interpretation of the work. Anything mentioned in the specifications and not shown on the drawings or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of a difference between the drawings and specifications, the specifications shall govern. In case of discrepancy in the figures, in the drawings, or in the specifications, the matter shall promptly be submitted to the CO who shall, in consultation with CE, promptly render a decision in writing. Normally, the items of higher standard shall govern. See FAR 52.236-21.

4.2 No exclusions from, or limitations in, the language used in the drawings or specifications shall be interpreted as meaning that the appurtenances or accessories necessary to complete a required system or item of equipment are to be omitted.

4.3 The drawings of necessity utilize symbols and schematic diagrams to indicate various items of work. Neither of these have any dimensional significance nor do they delineate every item required for the intended installations. The work shall be installed, in accordance with the diagrammatic intent expressed on the electrical and mechanical drawings, and in conformity with the dimensions indicated on final architectural and structural working drawings and on equipment shop drawings.

4.4 No interpretation shall be made from the limitations of symbols and diagrams that any elements necessary for complete work are excluded.

4.5 Certain details appear on the drawings which are specific with regard to the dimensioning and positioning of the work. These details are intended only for the purpose of establishing general feasibility. They do not prevent field coordination for the indicated work.

4.6 Information as to the general construction of a facility shall be derived from existing structural and architectural drawings and specifications only as available at the Base Civil Engineering print room.

4.7 The use of words in the singular shall not be considered as limiting where other indications denote that more than one item is referred to.

5. The Contractor shall maintain overall cleanliness of the site at the end of each work day. This daily cleanup will not relieve the Contractor from responsibility of the final cleanup before acceptance of all work. After completion of all activities, the Contractor shall be required to clean the area being worked on by removing all dirt, trash, and debris resulting from their work and shall restore the area to its original state of cleanliness. The Contractor shall dispose of all debris at an off post site.

Federal, State and Local laws and regulations regarding hauling and disposal shall apply.

6. Proper, adequate and proficient supervision shall be provided by the Contractor throughout all phases of the work.

7. Work performed under this contract could be accomplished on both well-traveled and semi traveled

01 11 00 - 4 streets and major roads, throughout the base, to include training areas, and in or around buildings and other training and base facilities.

8. The Contractor is obligated to verify all measurements and specification requirements during an on-site visit prior to providing his proposal for the work. The Contractor accepts responsibility for any issues that arise due to his lack of attendance at site visits or choosing to not conduct the site visit prior to providing a proposal for the work.

9. Fire Prevention. The Contractor's operations shall comply with all requirements of the Installation Fire Prevention Standards, Air Force, Army and Navy Regulations as applicable, most current issue of the National Fire Codes, and the Fire Department which is Authority Having Jurisdiction (AHJ).

Open flame, hot work requires prior approval of the Fire Department of AHJ.

10. It shall be the Contractor's responsibility to follow the manufacturer's recommendations and upgrade all construction in accordance with the applicable regulation. Any part of construction not performed in accordance with the applicable regulation shall be repaired or replaced by the Contractor at no additional cost to the Government.

11. Any inspection for this work by any DOD personnel shall not in any way be interpreted as waiving the Government’s requirement that the work product(s) be fit for its intended purpose. Government inspections do not in any way constitute acceptance of work quality or fitness until the final acceptance inspection is made.

12. Contractor shall attend Pre-Bid, Pre-Construction and monthly project meetings as required or determined to be necessary by the specifications or Contracting Officer

13. TASK ORDER AWARD: BEST VALUE TRADEOFF PROCESS: This project will be awarded based on the Best Value Tradeoff criteria. The evaluation factors in the tradeoff decision are past performance and price. Past performance is weighted more important than price. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements and provides the best value to the Government. The proposal selected shall meet the project requirements and shall include a proposed preliminary project schedule that shows an understanding of the requirements to complete the project in the allotted time. The Contractor’s proposal shall include the following in sufficient detail:

PRELIMINARY PROJECT SCHEDULE: Preliminary project schedule showing the main actions required to perform the work. Contractor shall use the AF IMT 3064 Project Progress Schedule Form.

The project schedule shall show the work is to be done in an occupied facility and minimize impact to users of the facility. Schedule shall show the associated duration for each main task. Schedule shall show that the time requirements of the SOW are met. The schedule shall also show the submissions of updated schedules (look ahead schedules) every 30 days.

PRICE: The offeror’s price proposal and price breakdown will be evaluated for reasonableness, balance, and total price. Contractor is to provide a full breakdown of the cost.

14. At the conclusion of the work and prior to final payment, Contractor shall provide As-Built/Record drawings for all work performed in accordance with the project specifications and respective scope(s) of work.
