About this file
The document is an Antiterrorism Awareness Guide for Contractors issued by the Department of the Air Force, 87th Air Base Wing at Joint Base McGuire-Dix-Lakehurst in New Jersey, dated 22 April 2024. The guide provides comprehensive instructions for contractors on recognizing and reporting potential terrorist activities, defining terrorism as the unlawful use of violence to instill fear and coerce governments or societies. It outlines specific guidelines for suspicious activity reporting, including what to look for (such as surveillance, elicitation, tests of security, and suspicious persons), how to report incidents, and what information to provide when reporting.
The document details Force Protection Conditions (FPCONS) with five levels of security alert - Normal, Alpha, Bravo, Charlie, and Delta - each with increasing protective measures and specific guidance for contractors. Key reporting instructions include calling the 87th Security Forces Squadron at (609) 754-6001 for suspicious activities, providing detailed information using the SALUTE method (Size, Activity, Location, Uniform, Time, Equipment), and being prepared to give personal and location details. The guide emphasizes that contractors are considered force multipliers and are crucial in maintaining security vigilance at the base and in surrounding areas.

Antiterrorism is defined as: Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include rapid containment by local military and civilian forces.
Antiterrorism:
As a prelude and during performance of any contract, it is critical that the contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.
All contractors and subcontractors are responsible for providing their personnel information on Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism (AT) Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work and secure environment.
Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists (unattended running vehicle).
It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at https://jko.jten.mil/courses/AT-level1/launch.html contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-2445/5362 for information regarding the installation Antiterrorism Program.
