About this file
This document is a Questions and Answers (Q&A) file for a mechanical HVAC repair project at Building 1907A, part of a Federal Air Force Mechanical Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Q&A covers detailed technical specifications for installing a new 35-ton Trane air-cooled chiller, a Liebert In-Row CR040RW1C3 cooling unit, electrical feeders, concrete equipment pads with bollards, and associated system components. Key technical requirements include 208v/60hz/3-phase electrical connections, 6" thick 4000 PSI concrete pads, 35% glycol system, open protocol controls, plate heat exchanger, expansion tank, and various sensors and monitoring points for temperature, humidity, and system faults.
The document provides specific guidance on installation locations, equipment specifications, and project scope, with the contractor required to verify existing panel locations, remove old line sets and electrical lines, and ensure system compatibility. Notable requirements include installing a secondary pump to maintain operational capability when the chiller is off, VFD drives for pumps, and adherence to cybersecurity specifications outlined in the Statement of Work. The project is part of a larger mechanical maintenance and repair contract for HVAC systems at Joint Base McGuire-Dix-Lakehurst, with the contractor advised to bid solely on the base job and estimated quantities.

ANSWERS
1 Looks like the SOW shows 2x electrical feeds. (1) 1x 208v 225amp to the chiller and (2) 1x 208v 40amp to the Liebert unit. Would just need to confirm the voltage on the chiller, the sow mentions TRANE chiller to be 460v, but the electrical notes say 208v. I do not believe the 3p40amp 208v feeder for the new Liebert unit is any issue, I just need to research if a 225amp breaker will fit in the 1907 RED Panel, if it does fit, is there any load concerns in respect to adding that much load to the 400amp existing panel.
The new chiller shall be 208v/60hz/3-phase 35-ton Trane with new 3 pole, 225A circuit breaker. See SOW for change. Wiring shall be 3-4/0, #4G; 2.5” C.
The two computer cooling units shall be 208v/60hz/3-phase with two 3 pole, 40A circuit breakers. Wiring shall be two 3-8, #12G; 2” C.
All new/replacement circuit breakers shall be compatible with the existing RED panel.
2 All ceiling tiles in the SIP room are caulked & sealed to the grid work, are we to do this every day we work in the SIP? I think a new ceiling may be easier to do in the SIP room, just need the SQ footage.
No, the ceiling tile does not need to be caulked and sealed everyday but shall be sealed once work is completed. The ceiling shall be repaired to prior conditions. The SIPR room is approximately 500 sq. ft.
3 Will there be a ceiling allowance for tiles disturbed in the sip room? These tiles are caulk in for security and there old and frail
See Question 2.
4 Does all the “OLD LINE SETS & ELETRICAL LINES need to be secured and removed, or can they be abandoned in place?
Yes, all existing line sets and electrical are to be removed.
5 Will there be details on the Condenser pad for the new Libert condenser & Trane Air Cooled Chiller? What pad thickness,4,00-pound mix, slump test by outside agency. Will bollards be required around the equipment pads? If so a spec on those bollards, please
Concrete pad shall be 6” thick slab for new equipment, using 4000 PSI air-entrained concrete. The contractor shall field verify necessary concrete slab size for the equipment being installed. See attached for concrete pad and bollard details.
6 While working in the SIP will Temp cooling be required? It is up to the Contractor's discretion. Split units can remain in place until the new Liebert system is operational. If split units are remove, Temp cooling shall be required.
7 What points and controls will be required for the new Libert System? Will room sensor, humidity sensors, heat sensors be required? Will overloads be required on the electrical side for Libert and Trane Chiller?
Liebert system shall have high & low temperature and humidity alarm points, EC fan fault, loss of power, filter. The room will require temperature and humidity sensor. Overloads will not be required.
8 There are 2 types of control systems currently in the Mech room for the SIP.
There was a Trane system & a Distech front end, are we to believe the new controls(DDC System) will be open protocol?
Yes, new controls shall utilize open protocols.
9 The Sow does not speak about 2 electrical feeders for this project, yet we have a Trane Air Cooled Chiller and New Libert Unit being installed. Can we get panel locations break space availability; clarification is important on this project may need another visit to site.
Please see question #1 above. Currently, we do not have the as-built drawings to show panel location. The contractor shall verify the panel location on the site.
Project No. N/A – Repair HVAC at Building 1907A
10 What type of Heat Exchanger are we to install? There currently is a tube bundle on site or does the government want a plate exchanger? Is there a spec we can follow
The heat exchanger shall be a plate exchanger.
11 Will a glycol feeder be required for this project? If so what quantity of glycol are we to figure for our estimates.
Yes, glycol feeder is required. The system shall have 35% glycol.
12 Please clarify the location for the new glycol feeder. Glycol feeder shall be in B1907A Mechanical room.
13 Can the NEW TRANE CHILLER have a pump package included with it? Yes, this is an option.
14 Please confirm bid schedule allowances for additional work. Or related to scope of work of the seed project?
Bid schedule allowances will allow for unexpected work or additional work required to complete the project.
15 Please confirm the air separator is new and part of the scope of work. Yes, air separator is new and is required to be on the Liebert system loop.
16 In specs division 25 calls for cybersecurity for facility related control systems.
Please advise the scope.
Section 1.14 -1.28 of the SOW address all cybersecurity/JACE controlled information as pertaining to this project
17 Is there any exisitng BMS at this location (B1907A)? If yes, can you please provide their contact information?
Swain Dixon is the POC. (609)754-6335, swain.dixon.1@us.af.mil
18 Can you please provide all specs section as per page -2-3-4 in “C1_ JBMDL Mechanical IDIQ SOW and Specs.pdf”? The one that was sent stops after division 1.
All section were sent.
19 Is the new chiller pump to be installed on the ground floor or on the mezzanine in B1908?
New chiller pump shall be installed where ease of accessibility and maintenance can be performed.

22 Does the exisitng system have glycol already? No.
23 Is there an existing buffer tank and air separator in the exisitng primary loop? No existing buffer tank. New system shall have both buffer tank and air separator for the closed Liebert water loop.
24 Are the bollards required in front of the new chiller? Yes, see Question 5. Bollard details were provided.
25 How many new Liebert units we are installing? One new Liebert unit.
26 Does the new pump(s) require a VFD drive? Yes.
27 Can you please provide as-built mechanical and electrical drawings for B1907A &
B1908?
See Question 21.
28 Please confirm the secondary pump is needed on the water side of the heat exchanger.
Secondary pump is required if a chiller pump package is installed. See Question 13 and 19. The system shall still be operational even when the chiller is turned off and isolated.
29 Can you please provide pictures of the exisitng Liebert units that connected to the centralized chiller plant in B1908. Model and serial numbers are appreciated.
See attached for Model number. There were four 40 kW and two 32 kW in-row system (unable to open these unit to take picture of model number).
30 Please confirm if an expansion tank is needed on the other side of the heat exchanger.
Expansion tank is required on the loop going into B1907A (Liebert system loop).
31 Please advise what the Total Bid Number is to be made up of. Please advise on second sheet what the option years are to be based on. Are you looking for the Base Project (seed Project) cost for each year, are you looking for Labor increases for each year or do you want us to calculate to the best of our knowledge the material & equipment cost increases for each of these years.
The contractor should bid solely on the base job and the estimated quantities, NOT the option years 1-5.
