GENERAL REQUIREMENTS

SECTION 01000

STATEMENT OF WORK

1.1 SCOPE OF WORK: The Contractor shall provide all labor, material, equipment, and supervision necessary to inspect, test, troubleshoot, construct, install, maintain, repair, and replace Heating, Ventilation, Air Conditioning, Refrigeration (HVACR) equipment, systems, sub systems, hydraulic systems, pumps, motors, piping systems, pipe insulation, fuel systems, miscellaneous plumbing, and fixtures.

1.2 DESCRIPTIONS AND SPECIFICATION: This specification is for the inspection, testing, construction, maintenance, repair, and replacement of facility HVACR equipment and components located on Joint Base McGuire- Dix-Lakehurst (JB MDL), New Jersey.

1.3 DESCRIPTION/REQUIREMENTS: The Contractor shall inspect, test, troubleshoot, construct, install, wire, maintain, and repair HVACR equipment and mechanical systems, including but not limited to: oil/gas fired forced air systems, boilers, heat pumps, electric heat furnaces, direct expansion air conditioners and condensers, chilled water chillers, water fountains, evaporative cooling towers, oil tanks, air handlers, exhaust hoods, exhaust fans, fan coil units, pumps, motors, valves and dampers, condensate equipment, ductwork, flues, and oil lines/gas lines/ chilled water pipes, high and low pressure steam piping, hot water pipes, condensate pipes, refrigerant piping, sprinkler piping, hydraulic system piping, pipe insulation, fuel systems, and miscellaneous plumbing and fixtures.

1. The Contractor shall inspect, test, troubleshoot, install, maintain and repair high and low voltage electrical circuits directly associated with mechanical systems including but not limited to: motors, compressors, circuit breakers, wiring, conduit, regulators, controls, motor controllers, thermostats, low voltage controls, high voltage controls and sprinkler system controls.

2. The Contractor shall service, maintain, and test HVACR and mechanical systems in accordance with applicable manufacturer’s specifications. Typical services may include, but are not limited to, providing general inspections and preventive maintenance that includes, nondestructive testing and x-ray, thermal inspections, cleaning ductwork, chimneys, exhaust hoods and flues, performing valve adjustments, motor and damper adjustments, calibrating and balancing water and air flows, testing and adding liquid coolants, adding refrigerants and maintaining glycol levels, to ensure unit is functioning properly. Contractor shall perform startup and shutdown procedures on units and equipment when applicable. At the request of the government the Contractor shall record glycol levels, relative humidity, and dew point temperatures.

3. The Contractor shall provide services that include, but are not limited to, the inspection, installation, repair or replacement of concrete pads, equipment enclosures, walls, ceilings, roof systems including roof curbs, pitch pockets, fire stopping materials, and structural penetrations related to mechanical work.

4. The Contractor shall provide services that include, but are not limited to the installation, removal, testing and repair of fiberglass and rubber insulation for ductwork and piping. The Contractor shall apply waterproofing or vapor barrier materials on ductwork and piping systems as required.

5. The Contractor shall provide asbestos removal services that are incidental to mechanical work, including but not limited to asbestos: pipe insulation, floor tile and mastic, transite board, duct insulation, masonry, caulk, and miscellaneous structural components.

6. The Contractor shall have the capability of providing programming, calibration and diagnostic services for the following equipment, but not limited to: Johnson controls, Honeywell, Monaco, Kingfisher, McQuay, Carrier, York, Trane, and any other Direct Digitally controlled or electrical systems and components currently on the market. The Contractor shall provide the services of certified factory representatives at the request of the government.

7. The Contractor shall provide manufacturer unit specifications, service manuals, sequence of operations, wiring diagrams and blueprints to the government Contracting Officer Representative (COR). The Contractor shall provide training to base maintenance personnel on any newly installed mechanical, piping, related electrical systems, or components.

8. The Contractor shall obtain all utility mark-outs prior to starting work on this project. Water, sewer, storm, and local telecom shall be requested through the Government’s COR and other utilities shall be requested through New Jersey One Call, dial 8-1-1 or 800-272-1000.

9. Prior to digging, Contractor shall provide an electrical Contractor to perform the mark-out of all existing underground secondary electric at the work site, mark outs shall be accomplished at no additional cost to the government.

1.4 SITE VISIT: Due to the nature of the work, it shall be required that prior to estimating and submitting a quote for a task order, the Contractor inspect the respective site(s) to verify and acquaint himself with existing conditions. The Contractor shall be responsible for conducting all applicable field measurements and counts. The Contractor shall examine the site(s) with respect to the work to be performed, to ascertain any factors which would affect the cost of the work, to the extent that such information is reasonably attainable. In case of an emergency a site visit will be conducted within 72 hours or sooner before issuance of a task order.

1.5 SAFETY STANDARDS AND DIRECTIVES: During the performance of all work under this contract, the Contractor shall strictly adhere to industry safety standards at all times, including the use of proper safety equipment and attire. All construction, maintenance, or repairs performed shall be done with apparatus de-energized, except where otherwise specifically required, and only with written authorization from the Contracting Officer (CO). At no time shall Contractor personnel enter buildings without contacting qualified Government personnel to gain access.

Contractor personnel shall wear clothing identifying their company name at all times during the execution of this contract. All Contractor personnel shall comply with the Safety/Health requirements and the standards and directives listed below:

a. Current Occupational Safety and Health Regulations (OSHA).

b. National Safety Council, Accidental Prevention Manual for Industrial Operations.

c. Applicable federal, state and local safety operating procedures.

d. National Safety Code (ANSI C2).

e. National Fire Protection Association (NFPA 101) Life Safety Code.

f. JB MDL Standards and Safety Regulations.

1.6 COMPLETION TIME: Work to be performed under this agreement shall be completed within the time specified in each individual task order.

1.7 QUALITY ASSURANCE: All work performed under this agreement is subject to inspection by the COR during its execution and upon completion. All work rejected by the COR due to nonconformance with the specifications or referenced applicable documents, shall be corrected by the Contractor as directed, at no additional cost to the Government.

1.8 FINAL ACCEPTANCE: Final acceptance of all work performed under this agreement shall be made by the COR upon completion of all requirements indicated in the specifications and individual task order.

1.9 UNFORESEEN CONDITIONS: Should unforeseen conditions arise during the commencement of work, the Contractor shall immediately notify the Contracting Officer in writing of any and all unforeseen conditions affecting the work and await direction from the Contracting Officer prior to reconvening the work.

PART I - GENERAL

1.1 DESCRIPTION OF WORK: The Contractor shall provide all plant, supervision, management, quality control, labor, tools, equipment, appliances and materials and perform all work necessary to design, construct and repair mechanical systems in strict accordance with the specifications and drawings forming parts thereof, subject to the terms and conditions of the contract.

1.2 LOCATION: The work site is located on Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL) on areas Dix, McGuire, and Lakehurst. The site location will be specified by each task order.

1.3 PRINCIPAL FEATURES: The work to be performed includes the principal features listed below. This general outline of principal features does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, and material required by the specifications and drawings to perform a complete and permanent job to adequately fulfill the intent of these specifications and to deliver a work product(s) that is fit for its intended purpose. The inspection clause of any resultant contract for this work shall not in any way be interpreted as waiving the Government’s requirement that the work product(s) be fit for its intended purpose. The scope of work includes but is not limited to project description, location, special requirements and period of performance.

1.4 DIG PERMIT PROCESS

A. The AF Form 103 Base Civil Engineering Work Clearance Request ~ Digging Permit (see attached AF Form

103) is used for any JB MDL Contractor work that may disrupt aircraft or vehicular traffic flow, base utility services, base communication cables, protection provided by fire and intrusion alarm systems, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions and prevent accidents. The Work Clearance Request is initiated by the Contractor through the QAR at least ten (21 working days) days prior to the start of work. If work delays are encountered, and/or the conditions at the job site change (or may have changed) the Work Clearance Request must be re-processed. Contractor shall coordinate and obtain all utility mark outs prior to starting work on all projects on JB MDL.

i. The processed and approved AF Form 103 is used as an authorization document to work in a specified area. It certifies that all required coordination has been conducted.

ii. Submission of this form is for local installation mark outs only and does not relieve the Contractor of the responsibility for obtaining public utility mark outs.

B. Obtain digging permits prior to start of excavation by submitting AF IMT 103, 19940801, V3, or latest version, BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST Form along with a site map as well as an updated project schedule to the QAR / COR not later than 21 working days in advance of any excavation. Contractor shall verify and record for submission with the as-built drawings, the elevations of existing piping, utilities, and any type of underground obstruction not indicated to be removed but indicated or discovered during the investigative and/or exploration and/or execution phases of the work. The Contractor should consider electronic or other scanning technologies to identify any utilities that may not otherwise be identified on the project plans and to confirm the location of those utilities shown on the plans. Contractor shall verify elevations of adjacent structures or structures to be connected to the system before installing new work so that any adjustments may be made to the plans prior to the start of work. The investigations and verifications cited herein and elsewhere in the contract documents shall be incidental to the work under this contract.

C. Notify the Contracting Officer at least 48 hours prior to the actual start of excavation work. Contractor shall notify any other regulatory authorities or utilities, if required, in accordance with the policies of those agencies. Contractor is responsible for marking all utilities not marked by one- call or the installation.

Contractor shall also be responsible for documenting the location, size, type of utility or facility, construction of the utility or facility, encountered during the progress of the work. All such identifying and location information shall be provided to the contracting officer as part of the As-Built plan submission.

D. Responsibilities:

i. For projects located on McGuire and Lakehurst the Contractor shall prepare Work Clearance Request for Mark out Form 103 (see attached Form103 McGuire, and Form103 Lakehurst) and required schedule/maps/drawings on paper. Requests shall be submitted to the Government QAR/COR 21 working days in advance to coordinated for approval.

ii. For projects located on Dix the Contractor shall prepare AF Form 103 Work Clearance Request, and Pride Form #205 JB Joint Base Dix Mark Out Request (Technical Exhibit 1) (see attached Form103 and Pride Form 205) along with all required schedule/sketches/drawings electronically as a PDF to the Government Project Manager 21 working days in advance of the proposed dig start date.

iii. Routine/non-emergency requests shall be submitted at least twenty (21) working days prior to the estimated start date of the required work. For emergency work the requests shall be submitted immediately. "Emergency Request" shall be clearly annotated by the Government on the AF Form 103 and Pride 205 if working on Dix.

E. Procedures:

i. The Contractor shall provide clear, legible documents, depicting the exact area of work and the nature of construction. Prior to submitting a mark out request the Contractor shall mark all proposed areas of excavation/work with white paint and flags as needed.

ii. Dix specific: the Contractor shall under direction of the Government project manager be responsible for obtaining coordination of any elements on the form that fall outside of the Base Civil Engineering function. (I.E. Fuel Supply, Safety, Security, Operations, and Communications etcetera). When completed the Government project manager shall provide the Contractor with a signed copy of all approvals.

iii. The Contractor shall ensure that all appropriate approvals are obtained prior to the start of any work.

1.5 UTILITY OUTAGE REQUESTS AND UTILITY CONNECTION REQUESTS

F. Notify the Contracting Officer at least 72 hours prior to starting excavation work. Contractor is responsible for marking and verifying all utilities not marked.

G. The Contractor shall verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed, but indicated in locations to be traversed by piping, ducts, and other work to be installed. Contractor to verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. All location data shall be provided to Contracting Officer for use in updating installation maps.

H. Work shall be scheduled to hold outages and impacts on base operations to a minimum.

I. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government. Outage requests shall be submitted to the Government Project Manager / QAR / COR 20 working days in advance of the requested outage date/time. The submission shall include the project SOW, drawings, and an updated schedule. Depending on the nature and impact of the outage, outages, may, at the Government’s discretion, be scheduled outside the regular working hours or on weekends.

J. Contracting Officer may permit utility outages/shutdowns/tie-ins as required by the work and shall be coordinated with each agency and/or organization impacted by the outage. In no case shall outages be scheduled in a way that will adversely impact on-going mission/operational requirements. Contractor shall be prepared to perform work that requires outages during low activity and/or off-duty times such as weekends or evenings at no additional cost to the government.

K. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours. Contractor shall make requests for utility outages and connections in writing to the impacted agency or utility, copy to the Contracting Officer, at least 21 working days in advance of the time required or as required by the impacted agency, whichever notification requirement is longer. Each request shall state the system involved, area involved and/or facilities impacted, approximate duration of outage, and the nature of work involved. Utility outages and road closures shall be indicated in the project schedule with the activity they are associated with.

1.6 TRAFFIC CONTROL

A. Work performed under this contract could be accomplished on both well-traveled and semi traveled streets and major roads, throughout the base, to include training areas, and in or around buildings and other training and base facilities. Where it is necessary to close, either partially or completely, roads or other facilities during conduct of the work, Contractor shall identify such areas in their proposal. A minimum of 21 working days prior to the start of any full or partial closure, Contractor shall provide a traffic control plan to include a site map as well as an updated project schedule for approval. A minimum of 10 working days prior to the start of any full or partial closure, Contractor shall post appropriate signage identifying the road closure or change to traffic patterns, the dates of the closure/traffic pattern change, and identifying the detour route;, The traffic safety, control and detail plan, shall provide and install as a minimum, all required safety warning signs, traffic control signage, such as detour and construction ahead signs, and flag person if required with radio communication for traffic control as specified in the approved traffic control submittal. Traffic control efforts shall also meet the requirements of Specification Section 01 50 00, paragraph 3.4.

1.7 LOAD HANDLING EQUIPMENT PROCESS

A. Equip cranes and derricks as specified in EM 385-1-1, Section 16.

B. Submit to the Government Project manager / QAR/ COR 60 working days in advance of any LHE entering the activity, in accordance with EM 385-1-1, Section 16.A.02, so that necessary quality assurance spot checks, and Airfield Crane Waiver can be coordinated. Include in the submission all crane and operator certificates and details, as well as the expected height of the boom and the GPS coordinates of the expected crane position during use. Contractor's operator must remain with the crane during the spot check. Rigging gear must comply with OSHA, ASME B30.9 Standards safety standards.

C. Comply with the LHE manufacturer's specifications and limitations for erection and operation of cranes and hoists used in support of the work. Perform erection under the supervision of a designated person (as defined in ASME B30.5). Perform all testing in accordance with the manufacturer's recommended procedures.

D. Comply with ASME B30.5 for mobile and locomotive cranes, ASME B30.22 for articulating boom cranes, ASME B30.3 for construction tower cranes, ASME B30.8 for floating cranes and floating derricks, ASME B30.9 for slings, ASME B30.20 for below the hook lifting devices and ASME B30.26 for rigging hardware.

E. Under no circumstance must a Contractor make a lift at or above 90 percent of the cranes rated capacity in any configuration.

F. When operating in the vicinity of overhead transmission lines, operators and riggers must be alert to this special hazard and follow the requirements of EM 385-1-1 Section 11, and ASME B30.5 or ASME B30.22 as applicable.

G. Do not use crane suspended personnel work platforms (baskets) unless the Contractor proves that using any other access to the work location would provide a greater hazard to the workers or is impossible.

H. Do not lift personnel with a line hoist or friction crane. Additionally, submit a specific AHA for this work to the Contracting Officer. Ensure the activity and AHA are thoroughly reviewed by all involved personnel.

I. Inspect, maintain, and recharge portable fire extinguishers as specified in NFPA 10, Standard for Portable Fire Extinguishers.

J. All employees must keep clear of loads about to be lifted and of suspended loads. Use cribbing when performing lifts on outriggers.

L. The crane hook/block must be positioned directly over the load. Side loading of the crane is prohibited.

M. A physical barricade must be positioned to prevent personnel access where accessible areas of the LHE's rotating superstructure poses a risk of striking, pinching or crushing personnel.

N. Maintain inspection records in accordance with EM 385-1-1, Section 16.D, including shift, monthly, and annual inspections, the signature of the person performing the inspection, and the serial number or other identifier of the LHE that was inspected. Records must be available for review by the Contracting Officer.

O. Maintain written reports of operational and load testing in accordance with EM 385-1-1, Section 16.F, listing the load test procedures used along with any repairs or alterations performed on the LHE. Reports must be available for review by the Contracting Officer.

P. Certify that all LHE operators have been trained in proper use of all safety devices (e.g. anti-two block devices).

Q. Take steps to ensure that wind speed does not contribute to loss of control of the load during lifting operations.

At wind speeds greater than 9 m/s 20 mph, the operator, rigger and lift supervisor must cease all crane operations, evaluate conditions and determine if the lift may proceed. Base the determination to proceed or not on wind calculations per the manufacturer and a reduction in LHE rated capacity if applicable. Include this maximum wind speed determination as part of the activity hazard analysis plan for that operation.

1.8 HOUSEKEEPING

A. Housekeeping: The Contractor shall perform normal housekeeping functions, at the Contractor’s expense, inside and outside his/her facilities and Staging/Storage Areas as outlined in Base regulations and as directed by the CO. Such functions include snow and ice removal, sweeping, mopping, dusting, disposal of accumulated waste materials and rubbish, and other operations necessary to present a neat appearance at all times. Contractor facilities shall conform to base standards, including the color of the temporary office space.

All rubbish and waste materials shall be removed daily and shall be placed in approved containers outside the building where designated. Trash disposal is at the Contractor’s expense. The Contractor shall not allow grass/weeds within the staging/storage area to exceed six four inches in height. Contractor is responsible to maintain all grass areas within their staging areas and active sites and around all mark out flags. Areas that cannot be mowed must be trimmed at least every two weeks or as often to keep growth under four inches in height. All grass areas within ten feet of staging areas and temporary fencing must be maintained by the contractor during the length of the contract duration.

B. Daily construction site and staging area clean up shall be accomplished by the Contractor. This clean up shall include the placing of construction material and equipment in a neat and orderly arrangement on the site. Equipment and materials must not block access to existing facilities. Refuse, debris, rubble, and garbage shall be removed at the end of each workday. The Contractor shall inspect the site daily to ensure that all paper, cardboard, demolition products and similar materials are removed to provide a litter free appearance. On base access routes utilized by construction equipment and/or delivery vehicles shall be maintained free from clay or mud balls, clods, and mud.

C. The staging/storage area where material is stored must be enclosed with a temporary construction fence.

Additionally, any open pit or open trench that remains at the end of the workday shall be enclosed with a temporary construction fence.

D. The staging/storage area will be provided by the Government when requested in writing to the CO, when available. Contractor shall coordinate the proposed layout of the work with the 787 CES QAR and submit a site plan indicating the proposed storage area and field office area. Contractor shall submit the site plan to the CO for approval, showing the layout and details of all temporary facilities planned for use. The plan shall include the location of the safety and construction fences, location of all site trailers, equipment and material storage areas, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas. Site photographs prior to the start of work must be included with the submitted site plan. At completion of work, the Contractor shall remove the temporary construction facilities and restore the site to its original condition. All staging areas shall be completely screened with six-foot high chain-link construction fencing and include visual screening with brown mesh (see Figure 1). Temporary fencing required in paved areas must use fence-post bases; type H1 is an approved example but any commercially available fence-post base that does not damage the pavement is authorized. The fencing must be secured properly to ensure no unauthorized vehicular access, pedestrian, or animal movements occur within area. Temporary fencing required in unpaved areas may use temporary posts directly in the ground (example: type H15) or fence-post bases; fencing shall be secured properly to ensure no unauthorized vehicular access, pedestrian, or animal movements occur within area (see Figure 2). Contractor shall provide and maintain at his expense adequate six-foot high chain-link construction fencing and include visual screening with brown mesh around each open trench and open pit in the work site and all site storage areas.

E. All Contractor trailers, stored materials, and small idle equipment shall be in the designated staging area. The staging area shall be kept clean and orderly. Tarps are to be used, as necessary, to secure loose materials. The QAR is the sole judge as to what constitutes an acceptable staging area. Only one office trailer and one (1) storage trailer will be allowed at JB MDL in a site designated by the COR.

F. Contractor shall perform normal housekeeping functions, at the Contractor's expense, in the work areas and inside and outside the staging/storage Areas. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to always present a neat appearance. Contractor shall not allow grass/weeds within the work areas and the staging/storage area to exceed 4” in height. Contractor is responsible to maintain all grass areas within their staging areas and active sites and around all mark out flags. Areas that cannot be mowed must be trimmed at least every two (2) weeks or as often to keep growth under 4” in height. All grass areas within ten (10) feet of staging areas and temporary construction fencing must be maintained by the Contractor during the length of the contract duration. Contractor is responsible for maintaining all newly sod/seeded areas established due to the work performed by the Contractor for a period not to exceed one (1) growing season at no additional cost to the government.

G. Dumpsters may be located outside the staging area but must be sited as approved by the QAR. Any movement of a dumpster to another area on the project site must be approved by the CO. Dumpsters shall be covered at the end of the workday. Contractor shall use only commercial provided dumpsters and equip the dumpsters with a secure cover. The cover shall be always closed, except when being loaded with trash and debris.

Contractor shall locate the dumpsters behind the construction fence/Contractor lay-down area. Contractor shall empty site dumpsters at least once a week, or as needed to keep the site free of debris and trash. If the Contractor has any dumpsters in the staging area, they shall be clearly marked with a sign "For Private Use Only, Not For Use of Base Personnel.” Dumpsters shall be emptied when contents mound to height of sides.

H. All items in the staging area shall be promptly (within two (2) weeks unless otherwise stated) removed when the contract is completed.

1.9 HEALTH AND SAFETY PLAN: Prior to commencing work, the Contractor shall prepare and submit a contract specific health and safety plan in accordance with Occupational Safety and Health Act (OSHA) 1910 standards, that are applicable to construction, for review by the Contracting Officer. The plan will include worker’s safety, confined spaces, OSHA training, handling of hazardous materials (including Material Safety Data Sheets (MSDS)) such as asbestos and fuel discharges, and other site safety considerations. Government approval of plan is required prior to starting work of the contract’s first task order.

1.10 AS-BUILT DRAWINGS

A. General Guidelines:

i. During construction, the contractor shall prepare and continuously maintain in their field office, one working set of contract drawings, legibly marked up in red pencil or ink to show deviations, addenda and change orders which modify the work scope. The contractor shall additionally prepare and maintain all as-built information on CD(s) in AutoCAD Version 2020 or earlier. No other format will be acceptable. Drawings developed using a more current version of AutoCAD shall be saved as AutoCAD 2020 or earlier Drawings. All Drawings shall be complete, legible, and shall be capable of being opened and reviewed by Government personnel using AutoCAD 2020.

ii. The Hard Copy drawings and the corresponding electronic (AutoCAD) drawings shall be reviewed by the Government for currency prior to all payment requests. One copy of the in-process working drawings and electronic drawings on CD shall be submitted to the Government at both the 30% and 70% actual construction completion levels. On completion of work and before final acceptance inspection, the contractor shall review the as-builts for neatness and legibility and correct or replace them as necessary to identify in bold red text, showing all variations or changes made to the construction design. The drawings shall be delivered to the CO, along with the final CD containing the electronic version of the drawings, and GIS data prior to requesting final payment. If a choice of materials and/or methods is permitted, the as-built drawings shall define the construction provided. Representation of such variations shall conform to standard drafting practice and include short supplementary notes, legends and details as required to fully describe the actual conditions. Utilities shall be located using Survey Grade GPS for X, Y, and Z coordinates. Legibility and clear portrayal of the as-built construction and marked prints shall be subject to review and approval by the CO.

iii. GIS data must be provided for all external natural or manmade infrastructure (“walls-out”) details.

Exterior utility lines should be drawn in entirety, including between any tanks or other appurtenances and the main buildings or support structures. CAD will be used for internal facility (“walls-in”) features and detail drawings. Questions regarding data standards, quality and formats should be referred to the JBMDL Project Manager or GeoBase Office.

B. Government Furnished Materials

i. Prior to construction, the contractor will provide the GeoBase Office with coordinates of the

North, South, Eastern and Western extents of the project area. Within 15 days or less GeoBase will return to the contractor an extract of the JBMDL Feature Geodatabase limited to those extents. JBMDL will not provide the full “fence to fence” extent of feature data unless given specific permission from the GeoBase Chief. The JBMDL Feature Geodatabase shall not be construed as exact or complete, nor are all feature variations and attributes covered. The contractor shall be responsible for determining the exact conditions and locations at the site and building area. All existing field conditions shall be accounted for in all required shop drawings.

Actual feature locations, elevations, status, and attributes take precedence over any provided in the JBMDL Feature Geodatabase extract.

ii. The GeoBase office will also provide an empty simplified Feature Geodatabase shell and Data Dictionary detailing which attributes are requested to be completed to the best of the contractor’s ability.

iii. Contractor shall update in the shell any existing located features affected by the construction, including demolished, removed, and abandoned-in-place features.

iv. Contractor shall add to the shell any newly constructed or delineated features.

v. Contractor is not required to update any features unaffected by construction.

vi. Contractor shall make all changes and updates in the shell and shall not edit the original extract geodatabase.

C. Geospatial Data Requirements

i. GIS data must include all features and attributes for the content described in the contract or task order work statement.

ii. GIS data must be provided in an ESRI ArcGIS 10.6 file geodatabase (GDB) or earlier if using a more current version of ArcGIS, shall be saved as version 10.6.

iii. Maps must be provided in an ESRI ArcGIS 10.6 compatible map project (MXD) and Adobe Acrobat (PDF) formats.

iv. Maps provided in deliverable should include as applicable:

a. Existing Site Layout (Location of all surface features prior to construction)

b. Site Demolition (Surface features demolished during construction)

c. Final Site Layout (Location of all surface features upon project completion)

d. Existing Utility Condition (Location of all utility features prior to construction)

e. Utility Demolition (Features removed or abandoned-in-place during construction)

f. Final Utility Condition (Location of all utility features upon completion)

v. Contractor will follow guidance provided in Data Dictionary and use provided domain values when available to complete all attributes in each feature class to greatest extent possible.

vi. All CAD drawings must comply with the latest version of the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Architectural, Engineering and Construction CAD Standard (A/E/C CAD Standard, ERDC/ITL TR-12-6); available at:

vii. CAD drawings must be 2020 version or earlier and use a geo-referenced format, as described in “Coordinate Systems and Datums”.

viii. X-referenced files may be used to assist in creating drawings, but in the final submission each drawing/file must stand on its own without the X-referenced files (X-refs “bound” to the master drawing). The final drawings must also be “purged” to remove unused objects.

ix. A metadata layout tab (“Documentation”) must be included in every drawing, including the following: drawing index per discipline, any deviations, special notes, plotting instructions and explanations unique to the drawing. Include a brief description of work performed, name and contact information of the person and company or organization responsible, the date the data was entered and any applicable references (project name and number, work order number and description, etc.).

x. CAD drawings must be provided in AutoCAD (DWG) and Adobe Acrobat (PDF) formats.

xi. The Contract Drawings may be used as a starting point in developing these As-Built Drawings.

Subcontractor and manufacturer drawings may be included in this drawing package. During Construction, the contractor will use the Government Furnished Materials to make revisions (changes, additions or deletions) reflecting as-built conditions. Revisions will include markups of the Working Hardcopy Drawings as well as edits to the Working CAD Drawings. Revisions to the working drawings will include, but not be limited to, the following list:

a. Field changes:

1. Contractor redlines shall document and reference to all field changes made during construction. Drawings shall cloud all field changes and make reference to the RFI associated with field change.

b. Demolition plans:

1. Clearly outline the extents of demolished structures and buildings.

2. Show demolished pavements, road and parking areas, curbs and gutters and airfield pavements.

3. Identify all the abandoned and demolished utility lines.

a. Provide x, y, and z coordinates for the disconnect points, plugs, grouts, etc.

b. Clearly differentiate whether the utility has been abandoned or completely removed.

c. Show the entire run of the abandoned or removed line.

c. Drainage and Grading plans

1. Show correct grade, elevations, cross-section, or alignment of roads, earthwork, structures or utilities if revised from the Contract Plans.

2. Show materials, diameters, slopes, cross-sections, invert and access point elevations for all constructed hydraulic structures designed for the purpose of stormwater runoff conveyance.

a. The x, y, and z coordinate information must be provided for all the bends, access points, inlets, drywells, outfalls, overflow structures, junction points and underground storage structures.

d. Site plan

1. Show x, y, and z coordinates for the benchmark and site benchmark and the coordinate system used.

2. Show all changes to the site plan to include the realignment of roads, sidewalks, trails, and airfield pavements.

3. Provide the x, y, and z coordinates for all the constructed buildings, pads, and structures.

e. Utility plan

1. The actual location of existing and new sub-surface utility lines including all valves, fire hydrants, pipe fittings, service connections, appurtenances.

manholes, cleanouts, drain inlets splice boxes, transformers, generators, cables, conduits/ducts, etc. using the x, y, and z coordinates.

2. The location of unusual or uncharted obstructions that are encountered in the contract work area during construction.

3. Location, extent, thickness, and size of stone protection particularly where it will be normally submerged by water.

4. Changes in the design, dimensions, specifications or location of project features and equipment.

5. Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the contractor, including but not limited to, fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

6. Contractor shall record all the diameters and material of all utilities that are exposed during construction.

f. Electrical (including Fire Alarm systems)

1. Schematic (Elementary) Diagrams: This shall include, but not be limited to, complete schematics including items furnished by others for this contract.

2. Wiring (Connection) Diagrams: These shall be included for all prewired equipment furnished under this contract.

3. Interconnection Diagrams: These shall include all interconnections to be furnished under this contract.

4. Conduit and Cable Schedules: These shall include all conduit and cable furnished under this contract.

5. Dimension of Outline Drawings: These shall include all equipment furnished under this contract.

6. Power and Lighting Layout Drawings: These shall include all conduits and wiring furnished under this contract.

g. Mechanical (including Fire Protection systems)

1. Provide plan drawings showing all ductwork, piping, valve, dampers and any other features within the distribution systems. These drawings should include demolition drawings and separate new construction drawings. The drawings should clearly show where existing systems connect into the newly installed systems.

2. Provide equipment schedules showing all provided equipment with manufacturer provided details.

3. Provide detail drawings showing all components and connections as constructed under this contract.

4. Provide controls diagrams, points lists and sequence of operations for all controls installed under this contract.

h. General

1. Systems designed or enhanced by the contractor, such as HVAC controls, fire alarm, fire sprinkler, irrigation systems, etc.

2. If borrow material for this project is from sources on Government property, or if

Government property is used as a spoil area, the contractor shall furnish a contour map of the final borrow pit/spoil area elevations.

3. Layout and schematic drawings of electrical circuits and piping.

4. Where a choice in material or equipment is allowed, indicate what material/equipment was actually installed.

5. Correct dimensions and details transferred from shop and red line drawings.

6. Changes or modifications that result from the final inspection.

7. Assist PM by providing quantities and costs for specific work elements or features for DD1354 preparation during construction and project closeout.

xii. Coordinate Systems and Datums

a. All geospatial data (GIS and CAD) must be provided using the NJ State Plane Coordinate System (FIPS 2900) projection, US Survey Feet; North American Datum 1983 (NAD83) (horizontal control); North American Vertical Datum 1988 (NAVD 1988) (vertical control).

xiii. As Built Survey Methods and Details

a. Survey/Map Grade Positioning systems (e.g., GPS, GNSS, etc.) or comparable traditional survey methods may be used to collect geospatial data (e.g., northing, easting, and elevations above or below the Earth’s surface) for all activities where geospatial data is involved. The systems/methods must be selected to meet or exceed the accuracy requirements of the features being collected.

b. Traditional surveys must be accomplished by a surveyor licensed in the State of New Jersey.

c. All survey data collected must be provided to the Government in a digital format with an attached Survey Report identifying the survey method, equipment list, calibration documentation, survey layout, description of control points, control diagrams, and field survey data.

d. Survey data must be obtained at the time of construction and prior to burial, in the case of underground utilities. Surveys must include all infrastructure details; including, but not limited to pipe/cable/conduit alignment, location of all connections, valves, bends, structures and other appurtenances to include invert elevations, grate and/or rim elevations, top and bottom of curb. Data on the location of utility lines must be captured at a minimum every 50ft and at each turn or bend in a utility line.

e. Surveys must also provide the location of any other underground or above ground structures, utilities, or other items encountered during the construction.

xiv. Accuracy Requirements and Reporting

a. Geospatial data must comply with the accuracy testing and reporting requirements specified in the National Standard for Spatial Data Accuracy (NSSDA, FGDC-STD- 007.3-1998). “Compiled to meet” and legacy National Map Accuracy Standards (NMAS) statements will not be accepted: only data with the NSSDA assessment will be accepted. Report accuracy at the 95% confidence level, for data tested for both horizontal and vertical accuracy, as:

1. “Tested ____ (meters, feet) horizontal accuracy at 95% confidence level.

2. ____ (meters, feet) vertical accuracy at 95% confidence level”

b. Geo-Spatial accuracy must meet or exceed GeoBase requirements (found in the AF Adaptation Data Dictionary) and that of the New Jersey Underground Facility Protection Act (N.J.S.A. 48:2-73 et seq).

c. A quality control (QC) report must be provided, stating either that all inconsistencies in the data were corrected, or it must detail any remaining errors by case.

d. No deviations from these standards will be permitted without prior written approval by the Government. Questions regarding data standards, quality and formats should be referred to the JBMDL Project Manager or GeoBase Office.

1.11 DATABASE: N/A

1.12 SPECIFICATION DIVISION: These specifications are divided into several trade sections for convenience only and not to establish the units of work required of any trade. The Contractor shall be responsible for the allocation and coordination of the work between appropriate trades.

1.13 SUBMITTALS: Items shall be submitted after receipt of Notice to Proceed, within time limits prescribed on the Material Approval Submittals List and in accordance with Section 01300, SUBMITTALS. Materials or equipment shall not be ordered, released for production, shipped or installed until submissions have been approved by the Contracting Officer.
