DEFINITIONS & ACRONYMS
Term Definition
DD Form 1348 Standard government form used for equipment, material, or waste transfers from one party to another
Demilitarization
(DEMIL)
The act of destroying the military offensive or defensive advantages inherent in certain types of equipment or material.
Dispose To remove from Government property to an authorized facility.
Hazardous Material
(HM)
Any material designated by the Department of Transportation (DOT) as posing a potential threat while being transported. Hazardous materials are listed in 49 CFR Part 172.
Hazardous Waste
(HW)
Any discarded solid waste (liquid, semi-solid, solid, or gaseous) that meets the definition of a hazardous waste by United States Environmental Protection Agency (USEPA), state authorities, or the Navy. In accordance with RCRA, a solid waste is a listed hazardous waste if it is specifically listed, or it is a characteristic hazardous waste if it exhibits the characteristics of ignitability, corrosivity, reactivity, or toxicity.
Hazardous Waste Collection Event
The action that includes all of the following: The Contractor picking up waste at a client’s designated location, preparing a waste turn-in form, and taking custody of the waste for proper management under this contract. Collection events also include the client delivery of waste to the Contractor’s hazardous waste facility, the Contractor preparing a waste turn-in form, and taking physical custody of the waste.
Hazardous Waste Management
Systematic control of the collection, source separation, storage, transportation, processing, treatment, recovery, and disposal of hazardous waste.
Hazardous Waste Generator
Any person, by site, whose act or process produces hazardous waste whose act first causes a hazardous waste to become subject to regulation.
Hazardous Waste Management Plan
In accordance with OPNAVINST 5090.1C, every Navy shore activity that generates HW shall develop and use a HW Management Plan or a HW management component in its P2 Plan and EMS. A HW Management Plan shall:
– Identify applicable federal, state, and local regulations pertaining to the generation and management of HW.
– Identify training requirements and describe procedures for obtaining training and maintaining training records.
– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.
– Describe all HW generation and management procedures.
– Include or reference the HW minimization plan and goals.
– Include or reference contingency plans and emergency response procedures.
The plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable federal, state, and local HW regulations. The plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities may be covered by the host CO's HW Management Plan.
Inspect Refers to actions the Contractor must take to insure compliance with applicable regulatory requirements of EPA, DOT, OSHA, State of California, local agencies, etc.

Term Definition
Installation 1) Initial processing and set-up of an item(s) such that it may be used for its intended purpose. Installation may also include modification to existing facilities or equipment to accommodate the item being installed.
2) A permanent military base.
Installation Environmental Program Office
The Government function on the Installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.
Less-than-90-day Accumulation Sites or Storage Facilities
Storage sites that are not RCRA permitted hazardous waste storage facilities but can serve as temporary storage sites for hazardous waste prior to the 90-day processing time limit.
Non-RCRA Hazardous Waste
Solid waste that is not EPA listed or that does not exhibit the characteristics of a hazardous waste, but that is designated as hazardous waste by the State of California.

Solid waste that is not EPA listed or that does not exhibit the characteristics of a hazardous waste, but that is designated as hazardous waste by the State of California.
Other Regulated Waste (ORW)
Wastes that are not hazardous under federal RCRA regulations, but may be regulated by other federal programs (e.g., TSCA, OSHA, CERCLA, DOT) or state agency.
Polychlorinated Biphenyls (PCBs)
A member of a class of chlorinated aromatic compounds which have been determined to be hazardous to health and the environment, and are regulated under the Toxic Substances Control Act by 40 CFR 761.
Release Any spillage, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping or disposing of oil or hazardous substances into the environment (air, water, or land). Includes the abandonment or discarding of barrels, containers, and other receptacles containing any hazardous substance or pollutant or contaminant.
Responsible Party The unit, organization, or activity with primary command, control, oversight, or other direct responsibility, for the operation or equipment from which a spill or release occurs, or the area where the release occurred.
Satellite Accumulation Sites
Temporary hazardous waste accumulation sites that have a maximum capacity limit of 55 gallons per site.
Segregate 1) Placing as assigned by permit or regulation in an area that prevents reactions due to incompatibilities or cross-contamination during transport or storage of hazardous materials or wastes, or
2) To separate recyclable materials from non-recyclable materials
Service Call A request for action, usually in the form of some type of labor or effort, from the Customer to the Contractor.
Spill Prevention Control and Countermeasure (SPCC) Plan
Plan and procedures for the installation to exercise oil spill prevention measures and to provide effective countermeasures in the event of oil spill ashore.
Term Definition
Transport Refers to all actions in the movement of items such as equipment, materials, or wastes, and includes coordination, loading, segregating, storing, transporting, and off-loading.

Treatment, Storage and Disposal Facility
Facilities that are permitted by RCRA regulations to provide treatment, storage and disposal services for hazardous wastes.
Waste Analysis Plan
(WAP)
A WAP serves to standardize and optimize the required testing of wastes so that all wastes at a site are properly characterized prior to disposal in a simple and efficient manner. A waste analysis plan establishes the characterization frequency and analytical requirements to be satisfied for waste at the installation and provides guidance for handling new wastes.
