12/21/2023

C.1.0 BACKGROUND

In Spring 2027, The Library of Congress (henceforth, “LOC” or “the Library”) will open the new Orientation Gallery on the Ground Floor in the Thomas Jefferson Building.

The Orientation Gallery, which consists of Orientation Gallery, Carriage Entrance and Welcome area (collectively “Orientation Gallery or Orientation”) will highlight prominent and important objects from the Library’s collection. The collections on display will be reinforced with several audio-visual experiences, telling stories and illustrating highlights from the collections being displayed.

The Library requires a contractor with extensive experience in providing onsite production and installation of media programs, equipment and hardware, as well as expertise in system design, prototyping, audio engineering, and integration with existing digital networks, security protocols, and historic building infrastructure. The contractor shall provide Audiovisual Systems Integration and Support services for the Orientation Gallery. The contractor must understand, coordinate, and test various types of audio-visual (A/V) and interactive programs. The contractor must determine and configure the physical needs of each program for proper presentation, specify and purchase all equipment and hardware. The contractor shall deliver and install all equipment and hardware, provide commissioning and on-site troubleshooting, and post-delivery/maintenance handoff to the Library.

C.2.0 SCOPE

The Contractor shall provide Audiovisual Systems Integration and Support services for the Orientation Gallery.

C.3.0 REQUIREMENTS

Contractor shall employ creative thinking to help the Library enhance its visitor experience in a contemporary context by providing A/V/Multimedia/Interactive Integration services. The contractor shall deliver onsite dynamic audiovisual presentations and interactive technology programs developed by the Library’s audio visual design firms. The Contractor shall work with the Orientation Gallery’s exhibition team consisting of the audio-visual design contractors, the exhibit design contractor, Library staff, Library Office of the Chief Information Officer (OCIO) staff, Integrated Support Services (ISS) and the fabrication Contractor. The contractor shall also work with Architect of the Capitol (AOC), the Information System Business Owner (ISBO), the Contracting Officer Representative (COR), Exhibit Office (EO) Deputy Chief, and Exhibit Office A/V Specialist as needed to review space requirements, exhibit content, production details, and technology and security requirement issues in the Thomas Jefferson Building. The Contractor shall be responsible for the integration, purchase, and installation of all A/V hardware in consultation with the design contractor, audio visual contractors, fabricator, and LOC staff.

The Contractor shall perform all wiring and cabling within the exhibit physical boundary. All aspects of the performance of work on the contract shall conform to the project’s production schedule and budget.

The contractor shall provide the following:

1) Provide comprehensive A/V Integration System services for the Orientation Gallery, which includes developing and coordinating all preliminary media integration strategy, preliminary A/V hardware list, and outline specifications leading to the delivery of a complete A/V Systems Integration plan, with the Exhibit Design and the AV Design contractors.

2) Provide integration assistance for pre-production, production and post-production of all audiovisual presentations, which will include exhibition content provided by the Library. All content will be created by other contractors.

3) Acquire and provide hardware for all audiovisual/multimedia presentations. Acquire and provide all technology and A/V hardware for interactives.

4) Work with the Exhibit Design Contractor and Audio-Visual Design contractor on an acoustical soundscape plan for all audio, audio-visual/multimedia, and interactive elements.

5) Provide comprehensive A/V Integration System services for all audiovisual/multimedia presentations and all interactive technology.

6) Provide a drawing package that references both the overall design package and interfaces with the fabrication shop drawings. The drawing package shall include floor plan(s), wiring diagrams, placement of equipment, roster of equipment and necessary hardware, bracketing, dimensioned drawings of placement within exhibition, signal flow drawings, and power requirements of all equipment for installation of A/V programs. The contractor shall describe in detail how these requirements integrate with the fabricator’s shop drawings.

7) Work closely with the COR and Library staff throughout the performance of services in the contract.

8) Provide commissioning, remote troubleshooting, onsite troubleshooting, and onsite maintenance services —including security patching of PCs and tablets as necessary—for the successful resolution of hardware and software issues for one full year following the Orientation Gallery opening and for any additional option periods (maintenance), exercised at the Library’s discretion as described in Section B. Contractor shall deliver all working files, technical documentation, and uncompiled code to the Library’s official code repository to the COR.

All substitutions of equipment must be approved in writing by the COR.
