About this file
This is Amendment #2 to Invitation to Bid #32701-13804 issued by the Tennessee Department of Environment and Conservation for the Little White Oak Reclamation Project. The amendment updates the ITB Schedule of Events and modifies several attachments. The revised schedule establishes an event posting date of January 15, 2026, at 8:00 AM CT, a pre-response conference on February 10, 2026, at 10:00 AM ET, a questions and comments deadline of February 12, 2026, at 4:30 PM CT, and a bid due date of March 16, 2026, at 2:00 PM CT. The amendment replaces three ITB attachments: the "Little White Oak Pre-Bid Map" (updated to 02-10-2026 version), the "32701-13804 Mandatory Pre-Bid" document (updated to 02-10-2026 version), and the technical specifications document "32701-277668-13804-TC_Final" (updated to 02-03-2026 version). The project involves comprehensive environmental reclamation services across 65.3 acres of abandoned strip mine areas in Campbell County, Tennessee, with a 24-month contract term and optional extensions up to 180 days, resulting in a maximum contract duration of 60 months.
The contract is valued at over $1.5 million and is federally funded through the U.S. Department of Interior's Office of Surface Mining. Contractors must comply with Davis-Bacon Act prevailing wage standards and Build America domestic procurement preferences requiring all materials and products to be produced in the United States. Mandatory insurance coverage includes workers' compensation, commercial general liability, automobile liability, and pollution liability insurance. Performance and payment bonds are required at 100% and 25% of maximum contract liability, respectively. Bidders must maintain certification through the Applicant Violator System (AVS) and cannot have outstanding violations with the Office of Surface Mining. The contract will be awarded to the qualified bidder offering the lowest cost that meets all specified requirements and technical specifications. All amendments are effective upon release, and all other terms and conditions of the original ITB remain in full force and effect.
