About this file
This amendment to ITB #32701-13804 modifies the invitation to bid for the Little White Oak Reclamation Project issued by the Tennessee Department of Environment and Conservation. The amendment updates the schedule of events, establishing the event posting date as January 15, 2026, at 8:00 AM CT, the pre-response conference as February 4, 2026, at 10:00 AM ET, the questions and comments deadline as February 6, 2026, at 4:30 PM CT, and the bid due date as March 9, 2026, at 2:00 PM CT. The project involves comprehensive reclamation services covering 65.3 acres of abandoned strip mine areas across three sites in Campbell County over a 24-month contract period, with services including clearing and grubbing, area grading and excavation, riprap installation, filter fabric placement, silt retention barriers, stream channel restoration, and vegetation establishment. A mandatory pre-bid site visit is required for bid eligibility. The amendment replaces four attachments with updated versions: the Little White Oak Plans (dated 01-26-2026), Little White Oak Specs (dated 01-26-2026), Little White Oak Pre-Bid Map (dated 02-04-2026), and the Mandatory Pre-Bid document (dated 02-04-2026), and adds a new attachment regarding License Requirements.
The contract is valued at over $1.5 million and is federally funded through the U.S. Department of Interior's Office of Surface Mining, requiring compliance with Davis-Bacon Act prevailing wage standards and Build America domestic procurement preferences mandating U.S.-manufactured materials and products. Contractors must be certified through the Applicant Violator System and cannot have outstanding violations with the Office of Surface Mining. Performance and payment bonds are mandatory at 100% and 25% of maximum contract liability, respectively, along with comprehensive insurance coverage including workers' compensation, commercial general liability, automobile liability, and pollution liability insurance. The contract includes options for state extension up to an additional 180 days with a maximum total contract duration of 60 months. Bidders must submit documentation of tax registration, valid contractor's license, company information, and certifications regarding non-debarment and compliance with state procurement rules through the EDISON system. The award will be made to the qualified bidder offering the lowest cost meeting all specified requirements.
