LIA/ LDA PERMITTING
REQUIREMENTS
DE04230-6P Landfill Closures and Passive Methane System Installation Fort Gordon, GA
LIA/LDA Permitting Requirements
The A-E is responsible for obtaining and complying with all required federal, state, local and installation permit requirements (including payment of all associated fees) prior to commencement of construction activities. Watersheds in the Fort Gordon area are listed as impaired IAW the Federal Clean Water Act and Georgia Water Quality Control Act under 303d list. All projects that result in land disturbance equal to or greater than 1 acre are required to comply with the Georgia Environmental Protection Division’s (GA EPD) NPDES Construction Stormwater General Permit GAR100001, GAR100002 or GAR100003 permit, the NPDES Storm Water Discharges Associated with Small Municipal Separate Storm Sewer Systems (MS4) at Military Facilities GAG480000 permit and the Georgia Erosion and Sedimentation Act (GESA). The project will be required to obtain a GA EPD Notice of Intent (NOI) permit, a Land Disturbance Activity (LDA) permit issued by the Local Issuing Authority (LIA), an LIA State Waters Determination, and if applicable, a GA EPD Stream Buffer Variance, a US Army Corps of Engineers (USACE) 404 permit issued by the Savannah District and a Fort Gordon NPDES MS4 permit issued by Fort Gordon’s Department of Public Works Environmental Division.
Projects resulting in land disturbance that are less than one acre; but result in land disturbance activities within 200 feet of the bank of any State waters will be required to obtain an (LDA) permit from the applicable Local Issuing Authority.
All projects that create, add, or replace 5,000 square feet or greater of new impervious surface area, or that involves land disturbing activity of 1 acre or more must comply with Fort Gordon’s NPDES Storm Water Discharges Associated with Small Municipal Separate Storm Sewer Systems at Military Facilities (MS4) GAG480000 permit. In order to prevent or minimize water quality impacts from these projects, a stormwater quality plan must be developed that incorporates Stormwater Quality best management practices (BMPs) as shown in the Georgia Stormwater Management Manual (GSMM) along with Green Infrastructure/Low Impact Development (GI/LID) practices and approaches. The performance standards to be implemented are as follows:
1. Stormwater Runoff Quality/Reduction: The stormwater management system shall be designed to retain the first 1.0 of rainfall on the site, to the maximum extent practicable. If the first 1.0 inch of rainfall can be retained onsite using runoff reduction methods, then additional water quality treatment is not required. If the 1.0 inch cannot be retained onsite, the remaining runoff from a
1.2 inch rainfall event must be treated to remove at least 80 % of the calculated average annual post-development total suspended solids (TSS) load as defined in the GSMM.

2. Stream Channel/Aquatic Resource Protection: Stream channel and/or aquatic resource protection shall be provided by using the following approaches: 1) 24-hour extended detention storage of the 1-year, 24-hour return frequency storm event; 2) erosion prevention measures such as energy dissipation and velocity control and 3) preservation of the applicable stream buffer.
3. Overbank Flood Protection: Downstream overbank flood protection shall be provided by controlling the post-development peak discharge rate to the predevelopment rate for the 25-year, 24-hour storm event.
4. Extreme Flood Protection: Extreme flood protection shall be provided by controlling the 100-year, 24-hour storm event such that flooding is not exacerbated.
Projects requiring land disturbance activity permits will be required have an Erosion, Sedimentation and Pollution Control Plan (ES&PCP) designed by a Georgia Soil and Water Conservation Commission (GSWCC) Level II certified Erosion Control design professional. ES&PCPs will be required to meet the Manual for Erosion and Sediment Control in Georgia (Green Book), GA EPD NPDES Construction Stormwater permit, and the applicable LIA’s Regulations/Ordinances.
All permits for the project will be obtained by Fort Gordon’s DPW Environmental Division. Therefore, ES&PCPs and stormwater quality plans are required to be submitted to Fort Gordon’s DPW Environmental Division for review and approval prior to submittal to the applicable LIA. Once the ES&PCP and stormwater quality plans have been approved, DPW Environmental will conduct a Pre- Construction meeting with the Project Manager, and the Contractor with representative(s) [to include a superintendent with a current GSWCC Level 1A (Blue Card)].
