RFP QUESTION: GOVERNMENT RESPONSE
26. ISO0171‐19‐RFP, Section 5.10.: Do current landfill management requirements include capture/management/testing of storm waters?
Discharges from the landfill are covered under our NPDES Industrial Storm Water General Permit
GAR050000
32. ISO0171‐19‐RFP, Section 5.10.: Are there any current Georgia Water Quality Control Act (GWCA) or Georgia Erosion and Sedimentation Control Act (GESCA) permits for the landfills? Please provide copies.
There are not any active LDA or NPDES Construction Storm Water Permits for the Gibson Rd landfill. NPDES Construction Storm Water permits are required for the construction of the landfill and/or landfill cells. The LDA/NPDES Construction Storm Water permit is terminated once landfilling activities commence. All storm water management/testing is conducted under the Industrial Storm Water General permit after landfilling activities begin.
18. During the site visit is was indicated the adjacent retention pond could be use for sediment control. Please confirm. Additionally, because the contractor is required to meet sediment control requirements of the Georgia Erosion and Sediment Control Act, please confirm the Gibson Road landfill is currently in compliance during storm events.
What will be the measurement of the effectiveness of the temporary erosion control structures?
See PWS 5.10.2.1.1. A retention pond can be retrofitted and utilized for sediment control; however, the closure of the Gibson Rd. landfill is covered under the approved D&O plan and will not require NPDES Construction Storm Water permit coverage.
6. Will air permitting be part of this scope? (17th Street Landfill) See PWS 5.10.2.2
11. Could the adjacent retention ponds be use for sediment control? Additionally, because the contractor is required to meet sediment control requirements of the Georgia Erosion and Sediment Control Act, please confirm the Carter Road landfill is currently in compliance during storm events. What will be the measurement of the effectiveness of the temporary erosion control structures?
Storm Water monitoring is currently conducted per the Industrial Storm Water General permit.
