About this file

This document is an Amendment (032) to a Qualification-Based Selection (QBS) solicitation containing responses to prospective offerors' questions for Architectural/Engineering Design Services for HVAC replacements at Site 39, Building 326, and Building 327 at Fermilab. Key details include clarifications that the projects are NOT total small business set-asides (though small businesses are encouraged to submit), and contractors should submit a single response covering all three projects. Technical specifications highlight preferences for heat pumps with gas backup, VAV with reheat temperature control, and dry bulb economizer systems. Offerors are advised that while geographic location will be considered in evaluation, it holds the lowest priority compared to other criteria. Additional notable points include: no cost estimating is required, no redundancy requirements exist for Site 39, and previous design drawings will be provided, but the A/E firm must field verify as-built conditions. Contractors are instructed to use ASHRAE occupancy classifications and provide details only for key personnel in essential roles actively working on the projects.

AMENDMENT 032 to QBS ISD_361238_DA A/E Design Services for Site 39, Building 326, and Building 327 HVAC Replacement

Responses to Prospec ve Offerors’ Ques ons

Ques on 1: I'd like to know if this solicita on would require the buildings to be cer fied sustainable under the Guiding Principles Compliance for federal Buildings, and if we as an MBE/WBE have the opportunity to be partnered with the prime consultants pursuing the solicita ons.

Response 1: The buildings are not required to be cer fied sustainable under the Guiding Principles Compliance. There are no restric ons regarding partnering.

Ques on 2: The pos ng on sam.gov notes the project is classified as a “Total Small Business Set-Aside (FAR 19.5)”. We did not see a set-aside requirement noted in the QBS documents. Can you clarify if the project has any Set-Aside requirements?

Response 2: These projects are NOT total small business set-asides. Small business are s ll encouraged to submit qualifica ons.

Ques on 3: We intend to submit to perform all 3 projects. Our quals, including key personnel and design approach are the same given the similarity and scale of the projects. Should we submit a response for each project or one response where in the “Statement of Interest” we clearly state we are pursuing all three projects.

Response 3: Please submit 1 response. In the Statement of Interest, clearly state you are pursuing all three projects.

Ques on 4: We are trying to access the Engineering Guides and Standards | Infrastructure Services (fnal.gov), but the site requires a login. Please advise.

Response 4: The Engineering Department Design Guides and A/E Consultant Handbook are a ached.

Ques on 5: For Site 39, regarding the EP Group Space: please confirm it is within the SOW and provide relevant condi oning requirements, special concerns, or other relevant informa on for this space.

Response 5: Consider condi oning requirements to be iden cal to space 156 High Level Coun ng.

Ques on 6: For all three projects, can you confirm if electrifica on of hea ng system is at all required or preferred?

Response 6: Heat pumps with gas backup would be preferred.

Ques on 7: As per discussion on site, can Fermilab confirm that the latest as-builts are provided for Buildings 326 and 327?

Response 7: We can provide previous design drawings, but it is up to the AE firm to field verify as-built condi ons.

Ques on 8: In the Key Personnel sec on, can we provide short biographies of other team members outside the Project Manager and Project Engineer?

Response 8: Provide details only for key personnel in essen al roles who will be ac vely working on these projects.

Ques on 9: Is cost es ma ng excluded from the scope?

Response 9: No cost es ma ng is required.

Ques on 10: What are the redundancy requirements of Site 39?

Response 10: There are no redundancy requirements.

Ques on 11: Will FNAL please share the cost es mates for Buildings 326 and 327?

Response 11: FNAL is unable to provide cost es mates.

Ques on 12: Will geographic loca on play a significant role in the evalua on or award decision? While we have successfully supported similar contracts remotely or through travel, we understand that proximity may be a considera on depending on the project’s logis cs and expecta ons.

Response 12: While the loca on of the primary office where most of the work will be performed is considered in the evalua on process, it holds the lowest priority compared to other criteria. Refer to 16.0 – Qualifica on Evalua on Criteria in the QBS document.

Ques on 13: Are there 3 or 4 exhaust ducts for site 39?

Response 13: Three (3) exhaust ducts exist.

Ques on 14: Control logic for outside unit at site 39?

Response 14: VAV with reheat for space temperature control. Dry bulb economizer. Morning startup. Minimum supply airflow reset based on adjacent space differen al pressure for lab with fume hoods.

Ques on 15: Occupancy count for 326 & 327?

Response 15: Use ASHRAE occupancy classifica ons as determined by A/E firm.
