About this file

This Statement of Work (SOW) details Architectural and Engineering (A/E) services for the HVAC replacement at Site 39, a combination Infrastructure Services Division and Environmental, Safety, and Health building. The project is divided into two phases: Construction Documents and Construction Administration. During the Construction Documents phase, the contractor must investigate existing design documents, prepare technical specifications and drawings for replacing the current oversized variable volume and temperature (VVT) system, and submit HVAC load calculations to determine the proposed system's capacity.

The deliverables include a kickoff meeting, 60%, 90%, and 100% Construction Documents with progressively detailed design drawings, equipment schedules, and technical specifications, as well as Construction Administration services. The Construction Administration phase involves submittal reviews, responding to Requests for Information (RFIs), developing a commissioning plan, conducting functional performance tests, and providing a Final Commissioning Report. The work is to commence upon executing an agreement, with a kickoff meeting scheduled within three weeks, and subsequent deliverables to be issued within 30 calendar days, allowing a 5-working-day review period by Fermilab for each submission.

Statement of Work (SOW) – A/E Support for Design and Commissioning for Site 39 HVAC Replacement

Architectural and Engineering (A/E) Services in support of Infrastructure Service Division (ISD)

5 August 2024 Revision 0

1.0 INTRODUCTION AND BACKGROUND

Site 39 is a combination Infrastructure Services Division and Environmental, Safety, and

Health building. The southern addition houses radioactive testing laboratories, served by an oversized variable volume and temperature (VVT) system. Due to the system being oversized, humidity levels inside the building are not properly maintained, leading to moisture problems in many of the occupied spaces.

2.0 SCOPE

This design task shall be split into two phases: Construction Documents and Construction

Administration.

During the Construction Documents phase, investigate the original design documents and existing conditions of the building. Based on the investigation, prepare documents showing a proposed system to replace the existing VRF system. The proposed system must serve identical locations, condition served spaces to maintain required space temperatures and humidities, and other requirements listed under Solution 3 in the attached Project Definition Report (PDR). Prepare and submit HVAC load calculations based on the existing space conditions to determine capacity for the proposed system. Also, prepare technical specifications and drawings for a subcontractor’s use in constructing the project. The final documents shall comply with the Fermi Forward Discovery Group, LLC policies, procedures, and standards for A/E Consultants.

During the Construction Administration phase, review Requests for Information (RFIs), Submittals, and provide commissioning services. Commissioning services shall include developing functional performance tests for the equipment installed, work with the contractor and Fermilab staff to perform the functional performance tests, and provide Fermilab with a Final Commissioning Report.

3.0 DELIVERABLES

• Kickoff meeting to confirm understanding of project scope

• 60% Construction Documents o Design drawings showing:

Specific locations of equipment General ductwork distribution layout General ductwork main trunk sizes Equipment schedules in development Details in development o Technical specifications for each section planned to be included Sections may still require specific editing

• 90% Construction Documents o Design drawings showing:

Final locations of equipment Ductwork layout with all sizes labelled Equipment schedules for major equipment completed o Technical specifications for each section, edited for review

• 100% Construction Documents o Final design drawings packaged for submission to subcontractors for bidding o Final design specifications packaged for submission to subcontractors for bidding o Complete record set of design drawings in PDF and AutoCAD formats o Complete record set of technical specifications in PDF and Microsoft Word formats

• Construction Administration o Submittal Reviews o RFI Responses o Commissioning plan o Functional Performance Tests o Final Commissioning Report o Field Visit Reports

4.0 SCHEDULE:

The work shall commence upon receipt of an executed agreement. Kickoff meeting shall be scheduled within three weeks of executed agreement. Deliverables for 60%, 90%, and 100% Construction Document sub-phases shall be issued within 30 calendar days of the previous phase. The A/E shall consider a 5 working day review period by Fermilab following each submission as part of the overall schedule, overlapping the following design phase.
