About this file
This document is a Project Definition Report (PDR) for replacing the end-of-life (EOL) HVAC system at Site 39 of the Fermi National Accelerator Laboratory. The existing packaged HVAC system serving the first floor is near end of life, with building occupants reporting humidity issues and inadequate cooling during summer months. The facility houses various spaces including offices, a break area, and chemistry labs with three fume hoods that exhaust up to 1500 CFM each.
The report presents three potential replacement solutions with varying levels of complexity and cost: Solution 1 is the most economical option with minimal modifications, Solution 2 adds variable air volume (VAV) boxes with electric reheat in the chemistry lab, and Solution 3 involves replacing all existing variable volume and temperature (VVT) boxes with electric reheat VAV boxes. The cost estimates range from $178,992 for Solution 1 to $271,152 for Solution 3. The project will adhere to the International Building Code (2021) and International Mechanical Code (2021), with the goal of providing proper humidity control, make-up air for fume hoods, and improved temperature management across different zones.

Re: Project Definition Report (PDR), Site 39 EOL Unit Replacement
ISD/Engineering Project
Summary
The packaged HVAC system serving the first floor of Site 39 is near end of life. The building’s occupants have expressed concerns regarding humid conditions in the summer months and the existing unit not being able to satidfy the space. This report aims to present options for a replacement unit.
Requirements
Per FESHM 1071 – Codes and Standards, the following Codes and Act govern this project:
• International Building Code (2021)
• International Mechanical Code (2021)
Existing Conditions:
The existing space served by the EOL unit is located on the first floor of Site 39 excluding the northwest portion where there is a storage area (refer to Attachment 1). The types of spaces within the building include offices, a break area, and chemistry labs. The chemistry labs are used for testing materials to determine the amount of radiation they have acquired. The chemistry lab has 3 fume hoods that exhaust up to 1500 CFM each. The exhaust is localized to a cabinet where the specimen is placed. Each fume hood is controlled by a manual on-off switch.
The makeup air is provided by the existing central HVAC system. The existing HVAC system is a VVT (variable volume and temperature) type system that oversized for the spaces that it serves. The spaces being served by the existing unit were an addition to the original building.
The addition was completed in the year 2000. The building’s envelope consist of metal exterior wall panels, plywood with building wrap, metal studs, 6-inch batt insulation, and interior FRP panels and the sloped roof consists of exterior metal roof panels, 6 inch batt insulation with a vapor barrier.

Proposed Solutions:
Solution 1:
The baseline option would be for a new unit to control to leaving static pressure and temperature (adjustable from the BAS). The existing VVT dampers remain as-is. The new unit will be controlled independently of the VVT system. To properly control the make up air in the chemistry lab, sensors will be placed in the lab and outside the lab in the adjacent corridor. The new unit will open a damper to allow additional airflow in until the pressure is equalized.
• Advantages o Most economical option
• Disadvantages o Existing VVTs have no reheat o Least controllability of the individual spaces
Solution 2:
Solution 2 will include everything in Solution 1 plus new variable air volume (VAV) boxes with electric reheat only in the chemistry lab (CHEMISTRY LAB – RM # 150). The new
VAV boxes would replace the existing VVT boxes. Each VAV will have a damper control to room pressure, while the electric reheat would maintain the zone temperature. To properly control the make up air in the chemistry lab, sensors will be placed in the lab and outside the lab in the adjacent corridor. The new unit will open a damper to allow additional airflow in until the pressure is equalized.
• Advantages o More controllability than Solution 1
• Disadvantages o One thermostat controlling the unit o Existing VVTs have no reheat. As an example, if zone A needs cooling and zone B does needs heating, then one of the zones will be uncomfortable
Solution 3:
Solution 3 will include everything listed in Solution 2 plus a replacement of all existing
VVTs with electric reheat VAV boxes. Lab zones controlled like in option 2. Non-lab zones controlled as standard (electric reheat only active to prevent overcooling when damper is at min position). To properly control the make up air in the chemistry lab, sensors will be placed in the lab and outside the lab in the adjacent corridor. The new unit will open a damper to allow additional airflow in until the pressure is equalized.
• Advantages o Maximum controllability of all three options
• Disadvantages o Most costly option
Cost Estimates:
(See Attachment 0)
Conclusion:
Each solution will address the humidity issue with a properly sized unit (i.e. the unit’s size will match the load). A properly sized unit will prevent short-cycling. Additionally, the unit will provide enough make up air to account for the fume hoods. Each solution will provide adequate heating & colling and humidity control. However, maximum controllability of individual space temperature will come with an increased cost. Conversely, the most economical option comes with decreased controllability.
