About this file

This document is an Amendment 02 to a Qualification-Based Selection (QBS) solicitation for Architectural and Engineering (A/E) Design Services for HVAC replacements at three locations: Site 39, Building 326, and Building 327 at Fermi National Accelerator Laboratory. The amendment contains 15 questions and responses from prospective offerors, addressing critical details such as project requirements, submission guidelines, and technical specifications. Key clarifications include: the projects are total small business set-asides, firms should submit one response covering all three projects, heat pumps with gas backup are preferred, no cost estimating is required, and geographic location plays the lowest priority in evaluation criteria. Specific technical details were provided about control logic, exhaust ducts, and occupancy classifications, with guidance to use ASHRAE standards for determining occupant loads.

AMENDMENT 02 to QBS ISD_361238_DA A/E Design Services for Site 39, Building 326, and Building 327 HVAC Replacement

Responses to Prospective Offerors’ Questions

Question 1: I'd like to know if this solicitation would require the buildings to be certified sustainable under the Guiding Principles Compliance for federal Buildings, and if we as an MBE/WBE have the opportunity to be partnered with the prime consultants pursuing the solicitations.

Response 1: The buildings are not required to be certified sustainable under the Guiding Principles Compliance. There are no restrictions regarding partnering.

Question 2: The posting on sam.gov notes the project is classified as a “Total Small Business Set-Aside (FAR 19.5)”. We did not see a set-aside requirement noted in the QBS documents. Can you clarify if the project has any Set-Aside requirements?

Response 2: These projects are total small business set-asides.

Question 3: We intend to submit to perform all 3 projects. Our quals, including key personnel and design approach are the same given the similarity and scale of the projects. Should we submit a response for each project or one response where in the “Statement of Interest” we clearly state we are pursuing all three projects.

Response 3: Please submit 1 response. In the Statement of Interest, clearly state you are pursuing all three projects.

Question 4: We are trying to access the Engineering Guides and Standards | Infrastructure Services (fnal.gov), but the site requires a login. Please advise.

Response 4: The Engineering Department Design Guides and A/E Consultant Handbook are attached.

Question 5: For Site 39, regarding the EP Group Space: please confirm it is within the SOW and provide relevant conditioning requirements, special concerns, or other relevant information for this space.

Response 5: Consider conditioning requirements to be identical to space 156 High Level Counting.

Question 6: For all three projects, can you confirm if electrification of heating system is at all required or preferred?

Response 6: Heat pumps with gas backup would be preferred.

Question 7: As per discussion on site, can Fermilab confirm that the latest as-builts are provided for Buildings 326 and 327?

Response 7: We can provide previous design drawings, but it is up to the AE firm to field verify as-built conditions.

Question 8: In the Key Personnel section, can we provide short biographies of other team members outside the Project Manager and Project Engineer?

Response 8: Provide details only for key personnel in essential roles who will be actively working on these projects.

Question 9: Is cost estimating excluded from the scope?

Response 9: No cost estimating is required.

Question 10: What are the redundancy requirements of Site 39?

Response 10: There are no redundancy requirements.

Question 11: Will FNAL please share the cost estimates for Buildings 326 and 327?

Response 11: FNAL is unable to provide cost estimates.

Question 12: Will geographic location play a significant role in the evaluation or award decision? While we have successfully supported similar contracts remotely or through travel, we understand that proximity may be a consideration depending on the project’s logistics and expectations.

Response 12: While the location of the primary office where most of the work will be performed is considered in the evaluation process, it holds the lowest priority compared to other criteria. Refer to 16.0 – Qualification Evaluation Criteria in the QBS document.

Question 13: Are there 3 or 4 exhaust ducts for site 39?

Response 13: Three (3) exhaust ducts exist.

Question 14: Control logic for outside unit at site 39?

Response 14: VAV with reheat for space temperature control. Dry bulb economizer. Morning startup. Minimum supply airflow reset based on adjacent space differential pressure for lab with fume hoods.

Question 15: Occupancy count for 326 & 327?

Response 15: Use ASHRAE occupancy classifications as determined by A/E firm.
