About this file
This Statement of Work (SOW) outlines Architectural and Engineering (A/E) services for the HVAC replacement in Building 326 at Fermi National Accelerator Laboratory. The project stems from an existing oversized Roof Top Unit (RTU) that causes inefficient temperature and humidity control, leading to frequent start/stop cycles and premature equipment failure. The design task is divided into two phases: Construction Documents and Construction Administration.
The SOW requires comprehensive deliverables across multiple stages, including 60%, 90%, and 100% Construction Documents, with specific requirements like HVAC load calculations, electrical infrastructure analysis, technical specifications, and design drawings. The project schedule mandates the work to commence upon agreement execution, with a kickoff meeting within four weeks, 60% Construction Documents due within 60 calendar days, and subsequent phases at 30-day intervals. The final deliverables include complete design drawings, specifications, cost estimates, and construction administration services such as submittal reviews, RFI responses, commissioning plans, and functional performance tests.

Statement of Work (SOW) – Building 326 HVAC Replacement
Architectural and Engineering (A/E) Services in support of Infrastructure Services Division (ISD)
16 January 2025
Revision 0
1.0 INTRODUCTION AND BACKGROUND
Building 326 was originally built in 2000, concurrent with Building 327. When originally built, bid options were included to investigate how large of a building could be built on budget. Each option extended the building by 20’ in length. After selecting the appropriate bid, the HVAC system wasn’t adjusted for the new building length. This, in combination with changes to planned usage, led to an oversized RTU being installed to serve the building. This oversized RTU reacted too quickly to changes in building load, leading to frequent start/stop cycles. Which in turn, prevent adequate dehumidification of the building. The frequent start/stop cycles have led to an early end of life determination on the unit, and due to frequent occupant complaints about fluctuating temperatures and inadequate humidity control have led Facilities Management to pursue replacing the existing system with a new one.
2.0 SCOPE
This design task shall be split into two phases: Construction Documents, and Construction Administration.
During the Construction Documents phase, prepare HVAC load calculations based on the existing space conditions to determine capacity for the system proposed in the attached Project Definition Report. Analyze the existing electrical infrastructure to determine what improvements need to be performed to allow for a heat pump installation. Also, prepare technical specifications and drawings for a subcontractor’s use in constructing the project. The final documents shall comply with the FFDG policies, procedures, and standards for A/E Consultants.
During the Construction Administration phase, review Requests for Information (RFIs), Submittals, and provide commissioning services. Commissioning services shall include developing functional performance tests for the equipment installed and work with the contractor and Fermilab staff to perform the functional performance tests.
