IFB266B XTLF 19-1012 Renovate Officer Unaccompanied Housing 641 Responses to RFIs

Question 1:

In order to provide a comprehensive proposal, additional time to review and ask questions concerning the RFP documents is needed. Contractor requests that an extension of five (5) Calendar Days be added to the Request for Information (RFI) suspense date of Sunday, 23 May 2021 extending to Friday, 28 May 2021.

Response 1: Extension granted. Reponses for further questions will still be posted to beta.sam.gov by original 2 Jun 21 due date.

Question 2:

Will the Project Material Storage Area need to be temporarily fenced off and have privacy screen installed on the temporary fencing?

Response 2: The Project Material Storage Area located at the south side of the base does not need to be fenced off or have a privacy screen. Foreign Object Debris (FOD) management as per 1.22.1 of the General Specifications is still required.

Question 3:

If F641 Existing Parking Lot is used as an individual facility storage area, will it need to be temporarily fenced off and have privacy screen installed on the temporary fencing?

Response 3: Yes, fencing and screen is required around Project Site and designated lay down / staging areas as per 1.22.2 of the General Specifications.

Question 4:

Information:

Section 01 22 01 Page 1 Schedule C F641 – Paragraph 1.1 Bid Table Line # 13 “Repair areas damaged by winter storm of 2021 per addendum”. No references to the winter storm of 2021 were found in the Government-furnished RFP documents or Addendum 01 dated 14 May 2021.

Question:

Provide specific scope, details and drawings denoting exactly what was damaged by the winter storm and what needs repaired so a value can be assessed for the storm damage.

Response 4: See attached F641-Winter Storm of 2021-Room Interior document for damaged materials, location, and quantities. Materials damaged by winter storm water damage overlaps with some areas already scheduled to be replaced in Cyntergy design documents. Value to be assessed and included in line #13 will cover the additional areas and quantity not already covered in original Cyntergy design document. Where quantity to be replaced does not match entire area of material for a space, Construction Manager to specify damaged area of replacement.

Replacement materials, finishes, and fixtures to match as specified in primary design documents by Cyntergy.

Question 5:

1.1 Bid Table Line #11 requires sum of costs for Line #’s 2 through 10 to be shown for Sustainment Repairs.

Line #1 is shown under the Sustainment heading too.

Question:

Was Bid Table Line #1 left out of Line #11 directions but meant to be included in the sum of Line #11?

Follow-on:

If not, please indicate where Line #1 cost is to be represented.

Response 5: For both 01 22 00 and 01 22 01, it was intended for Line #1 to be included in the sum of Line #11. See revision attachments for corrected specification sections.

Question 6:

1.5.2 states “Submit documentation verifying that installers of the fluid-applied membrane air barrier are currently certified in accordance with the ABAA QAP Quality Assurance Program Question:

Due to the small amount of air barriers system for this project, will the Government waive the requirement that installers of the fluid-applied membrane air barrier are currently certified in accordance with the ABAA QAP Quality Assurance Program?

Response 6: This requirement will not be waived.

Question 7:

Please confirm that Steel Handrails are to be hot-dipped galvanized.

Response 7: Confirmed. This is to protect exposed elements if minor construction (EEIC 529) to enclose breezeway is not within finalized and funded scope of project.

Question 8:

Please confirm that all Structural Steel Primer is to be a Zinc Rich Primer.

Response 8: Confirmed.

Question 9:

Note B advises that an ACM report is appended to the end of this specification.

The ACM Report for Building No. 00641 shows a quantity of 1,500 LF of window caulking.

Question:

Please confirm that this is the known total amount of ACM that is to be abated for this project.

Response 9: Total known ACM material consists solely of window caulking directly around parameter of each existing window. Total perimeter of each window is 22 LF with 40 windows to be removed. Revised total of ACM caulk to be abated is 880 LF

Question 10:

Room Scope Legend states:

NOTE: THE INDEXES PROVIDED ON THE 700 SERIES SHEETS REPRESENT

THE FOUND ITEMS AT THE TIME OF THE SITE VISIT FOR USE IN

ESTABLISHING A BASELINE FOR BID.

ADDITIONAL ITEMS FOUND DURING CONSTRUCTION THAT DO NOT MEET

THESE REQUIRED MINIMUMS AS STATED BELOW, SHALL BE IMMEDIATELY

REPORTED TO THE CONSTRUCTION MANAGER.

IMAGES HAVE BEEN PROVIDED ON SHEETS A-707 AS A VISUAL ACCESSORY

FOR SCOPE OF CONSTRUCTION.

Question:

Contractor understands that all items that do not meet the “required minimums” as stated in the Basis Of Design Minimums, during construction, are to be reported to the Construction Manager.

Please confirm that only items that are specifically called (“M” “X” “R” etc.) out in the Vance AFB – Unit Assessment Indexes on Sheet A-701 are to be used as the “Baseline” for the cost/price bid proposal and that all items discovered during construction that do not meet the “required minimums” as stated in the Basis Of Design Minimums, will be a considered differing site conditions and will be repaired under a contract change order.

Response 10: Both the Unit Assessment items called out as indicated on Sheet A-701 and the F641-Winter Storm of 2021-Room Interior total quantities are to be used for the cost/price bid proposal. Costs for each shall be reflected within each respective Schedule C Line # (see response to RFI question #4). Items not specified in contract documents are considered outside of the scope of the proposal. Any differing site conditions may be addressed and repaired under a contract change order with explicit approval from the Construction Manager.
