About this file

This is a Solicitation Addendum issued by Austin Financial Services - Central Procurement for the City of Austin, Texas, addressing clarifications to Invitation for Bid (IFB) 7800 MAS1007REBID for OEM parts and repair services for Chevrolet light- and medium-duty vehicles. The addendum clarifies bidding requirements across three categories: Category 1 (Light-Duty Trucks) requires a single vendor to provide both parts and services with pricing in all subcategories, while Categories 2 and 3 (Medium-Duty Trucks) allow vendors to bid parts and services separately. The solicitation closing date is August 11, 2026 at 2:00 p.m. CT, with bid opening at 3:00 p.m. CT. Written questions were due August 3, 2026 at 2:00 p.m. CT. The contract commences upon execution with indefinite quantities and fixed pricing for 12 months, with annual adjustments based on the Consumer Price Index for Motor Vehicle Repair Services. Estimated combined annual spending is approximately $270,000 for light-duty services and $70,000 for medium-duty services.

The addendum specifically addresses pricing line item 1C.3, clarifying that this line may be left blank as it is used for the City's internal tracking of "Code Red" emergency shipping requests, for which vendors will bill actual shipping costs with no markup. Bidders must submit one signed copy of the addendum with their response by the solicitation closing date, and failure to do so may result in rejection. The City applies local-business and small-business procurement preferences, including 5% bid discounts for local and small businesses on bids up to $500,000 and 3% on larger bids, with additional discounts available for prime contractors utilizing certified small-business subcontractors. Bidders must meet qualifications including minimum three consecutive years of experience providing Chevrolet parts and repair services to municipalities, authorization as a manufacturer-authorized dealer, operation of a full-time warranty repair facility within 60 miles of the Texas State Capitol, and minimum two certified service technicians.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 7800 MAS1007REBID Addendum No: 1 Date: August 3, 2026

This addendum is to incorporate the following changes to the above-referenced solicitation:

1.0 Questions:

1Q: Can the parts be bid separately, or does it have to be parts and service?

1A: Parts can be bid separately for Medium-Duty Trucks but not for Light-Duty Trucks. For Category 1 (Light-Duty Trucks), the City intends to award to one vendor that can provide both parts and services. The instructions on the price sheet are that “Offeror must provide pricing in all subcategories (A-D) in order to be considered for award of Category 1.” For Categories 2 and 3, Medium-Duty Trucks, parts and services are split, and vendors may be awarded either parts or services or both.

2Q: There’s no way to fill in pricing on line 1C.3. What do we do with this line?

2A: That’s correct. Category 1C.3 pricing can be left blank. When there is a “Code Red” shipping request (“Code Red” is explained in the Scope of Work), the vendor will bill the city for their shipping cost for that request with no additional markup. The shipping cost may be different for each order. The line is there for the City’s internal tracking purposes.

2.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
