About this file
This is a Local Business Preference submittal form for the City of Austin, Texas, related to a Mobile Container Purchase and Rental contract opportunity. The form encourages local businesses to participate in City solicitations by certifying their eligibility for a Local Business Preference Program. Participation in the program is optional and not required to respond to the solicitation. However, the form may not be applicable if the solicitation is subject to federal funding restrictions.
To qualify for local business preference consideration, offerors must meet two criteria: they must be classified as a Local Business, defined as any person or corporate entity with headquarters located within the Local Area, and their headquarters must be situated within the Austin-Round Rock-San Marcos Metropolitan Statistical Area, encompassing all areas in Bastrop, Caldwell, Hays, Travis, and Williamson counties. The City defines headquarters as either the location where owners or leadership provide direction and management of the entity, or the location of the entity's Administrative Center where most important business and operational activities are managed. Offerors must provide their physical headquarters address and certify which functions are provided at that location. The City reserves the right to request additional information to verify headquarters location and may withhold preference or disqualify an offeror if misrepresentation is discovered. If misrepresentation is discovered after contract award, the City may void the resulting contract.

Note: Local Business Preference may not be allowable, and will not be provided, in solicitations subject to federal funding.
1. Instructions. Offerors meeting the following criteria (both) are encouraged to complete this form and include it with their Offer. Participation in this program or completion of this form is not required to respond to this solicitation.

B. Local Area. The City defines the Local Area as being within the Austin-Round Rock-San Marcos Metropolitan Statistical Area (MSA), including all areas within Bastrop, Caldwell, Hays, Travis and Williamson counties, or “Greater Austin”.
