About this file

This is a Solicitation Addendum issued by Austin Financial Services - Central Procurement for the City of Austin, Texas on October 1, 2026, revising Invitation for Bid (IFB) 5000 JRN1043 for mobile container purchase and rental services. The solicitation requests bids for delivery and installation of onsite storage and office units in various configurations, including open bay, deluxe, combination, and office units. Category 1 encompasses monthly rental of units ranging from 8 ft. by 10 ft. to 60 ft. by 36 ft., with estimated monthly quantities of 171 units. Category 2 covers annual purchases of 34 units. Category 3 provides expedited services with ten estimated annual flat-fee transactions in each subcategory. Bids were due October 8, 2026, at 2:00 p.m. Central Time with opening at 3:00 p.m. the same day. The questions deadline was September 25, 2026, at 5:00 p.m. Central Time. No pre-bid conference or mandatory site visit was scheduled. The contract commences upon execution and continues until all obligations are performed, with optional extension periods at the City's sole discretion.

This addendum replaces the original Solicitation and Contract Packet with Version 2 and clarifies key bidding requirements. Offerors are not required to bid on all line items; however, failure to bid on all items may result in a non-responsive bid determination. Bids of "0" (zero) indicate no-charge items, while "no bid" or blank responses indicate the offeror does not wish to bid on that item, either of which may constitute grounds for disqualification. All order requests must be acknowledged within forty-eight (48) hours. Delivery requirements are coordinated with the City's Contract Manager or designee and are determined after receipt of order (ARO). Pricing is fixed for the initial 12 calendar months, with subsequent price adjustments not to exceed the percentage change in the Producer Price Index for metal container manufacturing. All pricing is FOB destination prepaid. The City applies local business and small business discounts ranging from 3 to 5 percent depending on bid value, and additional discounts up to 2 percent for certified small business subcontractors representing 5 percent or more of prime bid value. Commercial General Liability insurance requirements range from $500,000 to $1,000,000 per occurrence. Invoices are paid within 30 calendar days of receipt. Offerors must return one signed copy of the addendum with their bid response prior to the solicitation closing date, or the offer may be subject to rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 5000 JRN1043 Addendum No: 1 Date: October 1, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications: The Solicitation and Contract Packet that published with the solicitation has been deleted and replaced with the following, labeled Solicitation and Contract Packet Version 2.

2.0 Questions:

Q1 Question: Must all line items be quoted?

Q1 Answer: No, not all items are required to be quoted; however, if you do not bid on all items your bid may be considered non-responsive. Please refer to the Price Sheet. A bid of "0" (zero) will be interpreted by the City as a no-charge (free) item and the City will not expect to pay for that item. A bid of "no bid" or no response (space left blank) will be interpreted by the City that the Offeror does not wish to bid on that item. Be advised, a "no bid" or no response may be considered as non-responsive and may result in disqualification of the bid.

Q2 Question: What is the delivery requirement ARO (After Receipt of Order) for the items?

Q2 Answer: The delivery requirement ARO for these items will be coordinated with the City’s Contract

Manager or designee. Please refer to Section 1.5.A, Delivery and Installation Requirements, in the Scope of Work. All order requests must be acknowledged within forty-eight (48) hours. This requirement has been updated in the Scope of Work under Section 1.5.K, General Services Requirements.

3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
