About this file
This is Addendum #4 to an Invitation for Bid (IFB 25-072-JG) issued by Kissimmee Utility Authority (KUA) in Florida for transmission and substation structures for the Van Meter Substation. The addendum, issued on October 7, 2025, provides revised drawings, clarifications, and answers to questions submitted by bidders regarding the procurement of 15 total structures, comprising 8 tubular steel transmission structures and 7 substation steel structures. The addendum includes revised S7400 REV C drawings with clouded changes on sheets 4, 6, and 8, updated load tables, and a Van Meter Transmission Loads spreadsheet with multiple tabs. Key clarifications address structural design requirements for Structure T123, which requires the contractor to develop structural calculations using a PLS-POLE model for KUA engineering review and approval; confirmation that arm elevation offsets are acceptable provided the wire attachment height is adjusted to match the original structure drawing elevation; and clarification that loads on structures 3 and 4-6 should be applied to the vang fabricated on face A per the Dead-End Vang Detail on sheet 13. All information in this addendum is incorporated into the solicitation documents and supersedes any verbal or other instructions previously given to proposers.
The addendum requires all bidders to acknowledge receipt by signing and returning the form with their bid response. As this is the fourth addendum issued to the solicitation, it reflects ongoing modifications and clarifications to the original bidding documents to ensure accurate bidder understanding and compliance with technical specifications. The addendum emphasizes that all costs associated with the additions, revisions, and clarifications shall be included in the bid pricing. No pricing information, set-asides, incumbent contractors, or funding sources are specified in this addendum document.

I. CLARIFICATIONS
We are issuing attached revised drawings and Van Meter Transmission Loads for additional information and to answer questions posted in VendorLink.
II. ATTACHMENTS
1. S7400 REV C Revised Drawings
2. Markup File Drawings with questions
3. Van Meter Transmission Loads spreadsheet – please see multiple tabs
III. QUESTIONS
Q1. Please provide point loads for Structure T123 • The provided load tables are not matching the load trees. Please confirm if the attached markups are correct. (Markup file was sent to Jennifer Graves) • The arms for str #1 are not shown at 180 degrees. To facilitate a through vang connection, we need to offset the arm elevations. Please confirm if this is acceptable.
A1. Point loads are not available. Design shall be per the issued drawings. The contractor shall develop structural calculations for Structure T123 using a PLS-POLE model, to be submitted for KUA engineering review and approval. This requirement applies only to structure T123 and is not applicable to the remaining structures in the project. Load trees on SH. 4, 6, and 8 have been revised. A S7400 REV C drawing has been linked below with the changes clouded on sheets 4, 6, 8.
Load tables have been updated, please provide table and spreadsheet to vendors. Yes. The elevation change for the arm offset must also include an adjusted rise of the arm to bring the wire attachment height to the structure drawings original elevation.
Q2. Question on bidders drawing: "Should this be applied at pole face?" (Referring to loads on STR 3 and 4-6).
A2. No, they should be applied to the vang to be fabricated on face A, per "DEAD-END VANG" Detail, SH. 13. We have revised this detail for clarity on how it should be applied on pole and on the arm.
