About this file
This is a Subcontracting Plan submittal form for the City of Austin's Water Softeners Service Maintenance contract (IFB 2200 DCG1037 Rebid). The form provides guidance for contractors regarding the optional use of subcontractors on this project. The City of Austin seeks an experienced contractor to provide installation, maintenance, and repair services for commercial water softener systems utilized by Austin Water. Use of subcontractors is entirely optional, and any subcontractors selected by the contractor must receive prior written approval from the City. If an approved subcontractor must be replaced, the contractor is required to submit a revised form for City approval before implementing the change. Only those subcontractors explicitly identified and approved on the submitted form are authorized for use under the contract.
The Austin Small and Minority Business Resources (ASMBR) reviewed this contract and determined that no Minority and Women-Owned Business Enterprises (MBE/WBE) subcontracting goals apply due to insufficient subcontracting opportunities and insufficient availability of certified MBE/WBE firms in this sector. However, contractors are encouraged to utilize certified Small Business, MBE/WBE, and other recognized small business subcontractors whenever feasible. The form provides multiple sections for contractors to identify subcontractors, including fields for vendor identification, contact information, subcontract amounts and percentages, descriptions of goods and services to be provided, relevant experience, and small business certification details including certifying entity, certification type, certification number, and expiration dates.

SUBCONTRACTING PLAN
1. Use of Subcontractors. Use of Subcontractors is optional. Contractor may request the use of Subcontractors with the following form. Contractor shall not use Subcontractors without the City’s prior written approval. If an approved Subcontractor needs to be changed, Contractor shall revise the form below and submit it for approval to the City prior to changing Subcontractors. The only Subcontractors approved by the City for use under this Contract are those identified in the form below.

In accordance with the City of Austin’s Minority and Women-Owned Business Enterprises (MBE/WBE) Procurement Program (Program, Chapters 2-9A and 2-9B of the City Code and MBE/WBE Procurement Program Rules), this Contract was reviewed by Austin Small and Minority Business Resources (ASMBR) to determine if MBE/WBE Subcontracting Goals could be applied. Due to insufficient subcontracting opportunities and/or insufficient availability of MBE/WBE certified firms, ASMBR has assigned no subcontracting goals for this Contract.

Contractor is encouraged to use certified Small Business, including Minority and Women-Owned Business Enterprises (MBE/WBE) Subcontractors whenever possible.
