About this file
This is a Solicitation Addendum issued by the City of Austin's Financial Services Department—Central Procurement for Invitation for Bid (IFB) 1100 CPG1005, extending the bid submission deadline and incorporating updated solicitation documents. The solicitation seeks competitive bids for electric protective devices to be supplied on an annual basis. The required products span two categories: Category 1 includes ten specified line items such as CM52 network protectors at various amperage ratings (1,875 to 3,000 amps), relay submersible stack lights, arc flash reduction maintenance system kits, VaultGard sensor modules, and Class L current-limiting fuses, with estimated quantities ranging from 1 to 24 units per item; Category 2 permits the City to purchase additional non-specified items from the selected contractor based on a percentage markup over manufacturing cost. The original solicitation was posted on February 16, 2026, with the initial bid due date of March 10, 2026, extended by this addendum to March 17, 2026. All pricing must be all-inclusive with no separate charges for administrative fees, overhead, shipping, transportation, travel time, or fuel surcharges, and delivery shall be FOB destination via common carrier (FedEx or UPS).
The City reserves the right to award a single contract based on overall low cost or multiple awards based on individual line items, categories, or other criteria deemed most advantageous, with mathematical discrepancies between unit and extended prices resolved in favor of the unit price. Contractors may qualify for optional preference programs including the Small Business Preference Program (for SBA-certified entities), the Local Business Preference Program (for businesses headquartered in the Austin-Round Rock-San Marcos Metropolitan Statistical Area covering Bastrop, Caldwell, Hays, Travis, and Williamson counties), and consideration under the M/WBE Subcontracting Program, though the City determined no M/WBE subcontracting goals apply due to insufficient subcontracting opportunities. All contractors must complete mandatory certifications addressing wage theft compliance, employer responsibility, debarment status, conflicts of interest, and compliance with Texas statutes and City ordinances, including prohibitions on boycotting Israel and restrictions on business with specified countries. Contractors must maintain comprehensive insurance coverage including Worker's Compensation and Employers' Liability Insurance, Commercial General Liability Insurance, and Business Automobile Liability Insurance, each at $1,000,000 per occurrence with the City named as additional insured, with all insurance certificates required prior to contract execution.
