About this file
This is a Small Business Preference submittal form for the City of Austin's procurement program related to a contract opportunity for capacitor banks and associated parts needed by Austin Energy for maintenance, repair, and operation of its electrical distribution system. The form is optional and allows offerors to voluntarily identify themselves as small businesses to receive procurement preference incentives. Participation in the Small Business Preference Program is not mandatory to respond to the solicitation.
The City of Austin recognizes two categories of eligible participants: Small Business Primes, which are small businesses bidding as the primary contractor and eligible for full preference, and Small Business Subs, which are non-small business prime contractors that subcontract with one or more certified small businesses and are eligible for partial preference if small business subcontracting values meet or exceed 5 percent of the total contract amount. Eligible small businesses must hold recognized certifications that comply with the U.S. Small Business Administration's Small Business Size Standards. The City may request additional information to verify certifications and may withhold preference or disqualify offerors for misrepresentation of certification status. If misrepresentation is discovered after contract award, the City reserves the right to void the contract. Offerors must select whether they are a small business prime or will utilize small business subcontractors and provide the relevant certification details and subcontracting plan as applicable.
