About this file

This document contains a performance work statement for a federal contract to conduct the 2019 QuickCompass Survey of Active Duty Members. The contractor will develop an online survey with approximately 125 questions to collect responses from a sample of 40,000 active duty service members. The contractor must create the web- and mobile-enabled surveys based on government-provided questions, collect responses, and deliver final datasets and documentation to the government within specified timeframes. Sample Task Order B - PERFORMANCE WORK STATEMENT

2019 QuickCompass of Active Duty Members

1.0 INTRODUCTION. The 2019 QuickCompass of Active Duty Members (QCAM) will be conducted in 2019. The objective of this effort is to develop an on-line survey, collect responses, and create documented databases that are ready for analysis (including analytical variables).

2.0 BACKGROUND

These data support decision-making by the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD [P&R]) and other OSD organizations. The purpose of this study is to conduct a survey to understand beliefs about gun lock policies, safe storage practices, and attitudes about gun ownership and suicide among both Service members who own personal firearms and Service members who do not.

3.0 SCOPE

The sample size is approximately 40,000 DoD Active Duty Service Members. Survey invitations will be distributed based on the sample provided. A 20% response rate is expected. The survey will be conducted in 2019.

4.0 REQUIREMENTS. The 2019 QuickCompass of Active Duty Members (QCAM) will be administered as an online (web) and cell phone questionnaire. The contractor shall:

4.1 Develop the web- and cell-phone enabled survey based on government-provided survey questions

(in Word, Excel, and XLM formats).

4.1.1 The QCAM will have approximately 125 questions (350 decision points). The survey contains 5 open-ended variables: 3 other specify variables and 2 are open comments.

4.2 The QCAM survey will follow modified QuickCompass procedures. Sample members will receive one postal announcement letter. All sample members will receive up to seven emails (1 announcement and 6 reminders). There will be two versions of the postal letters and two versions of the emails, as indicated below. Up to two additional reminder e-mails may be sent out (for a total of nine emails).

4.2.1 A sub-sample (approximately 25%) will be invited to complete the survey via cell phone. This subsample will receive slightly modified postal letter and email text, inviting them to complete the survey via cell phone, and giving them the option to “opt in” to receive a text message with a link to the survey. To receive the text message invitation, participants will need to send a text message, a link to the survey will then be sent to the participant via text message. Participants’ phone numbers will not be stored permanently, they will only be used to send a link to the survey once. This information will not be used for subsequent reminder messages. Purchase emails for subgroups with 70% or more missing emails.

4.2.2 An experiment tab will be included on the tracking report to document response rate. A second tab will be included to track if sample member requested via text message a link to the survey.

4.3 Once the survey closes, the contractor will create documented databases ready for analysis

(including analytical variables). The final dataset and codebook should include all results.

4.4 Provide all operational support activities required by the contract including monthly reports, a survey-specific project plan, and a kickoff meeting.

5.0 DELIVERABLES
