2.0 BACKGROUND.

These data support decision-making by the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD [P&R]), other OSD organizations, and a wide variety of customers both within and outside the DoD. The 2019 Status of Forces Survey of Reserve Component Members includes Financial Literacy items, as mandated by the FY2016 NDAA.

3.0 SCOPE.

The sample size is approximately 100,000 DoD Reserve Component members and 7,500 Coast Guard Reserve members (107,500 sample members total). Survey invitations will be distributed based on the sample provided. Approximately an 18% completion rate is expected. The survey will be conducted in the Spring-Summer 2019 time frame.

4.0 REQUIREMENTS.

The 2019 Status of Forces Survey of Reserve Component Members (SOFR1901) will be administered as an online questionnaire by DRC beginning in 2019.

The contractor shall:

4.1 Develop the web-based survey based on government provided survey questions (report documents from Survey Reporting Tool in Word, Excel, and XML formats). Coast Guard Reserve members will only receive Module A of the survey.

4.1.1 The SOFR1901 will have approximately 200 questions (750 decision points). The survey contains approximately 25 open-ended variables: 20 other specify variables and 5 open-ended comments.
