Summary:

Beale Air Force Base (AFB) is an area source because the facility potential to emit is less than 10 tons per year of any single hazardous air pollutant, and less than 25 tons per year of combined hazardous air pollutants.

Building 5761 PAVE PAWS (Precision Acquisition Vehicle Entry Phased Array Warning System) supports a unique radar system that tracks airborne and space-borne objects over the Pacific Ocean. This facility is maintained by on-site contractors with as-needed support by Water/Fuels Systems Maintenance.

FRAQMD Permit P23010 (see Appendix E) identifies two hot water boilers at PAVE PAWS (Boilers #1 and #2):

Two (2) AJAX Model WRFC-1250 Forced Draft Water Tube Boilers rated at 1.25 MMBtu/hour POWERFLAME Model CRl-G0-12 burners SN 050933797 (north boiler #1 SN 69648) SN 050933796 (south boiler #2 SN 69649) Low NOx burners, Fuel Gas Recycle, diesel or natural gas fueled Condition 9. Each boiler shall be limited to 7,200 hours of operation per calendar year.

Condition 11. Each boiler may be fired with diesel or natural gas.

According to Permit P23010 and verified by site inspection on 16 March 2017 (see Appendix D), the boilers are designed to operate on diesel or natural gas, however, no natural gas has been piped to the site and the boilers only use diesel fuel.

Boilers #1 and #2 are classified as existing because they commenced construction before 4 June 2010. An initial tune-up was complete on 7 June 2012 for boilers #1 and #2 (see Appendix C), and met the existing source compliance date of 21 March 2014. The tune-up included the required name of the person conducting the tune-up, details of tune-up, measuring oxygen and CO2 before and after, and a summary of work performed (i.e. calibration and adjustments). The boilers are not subject to emission limits because each has a rated capacity below 10 million BTU/hour.

Documentation for the Initial Notification of Applicability and the Initial Notification of Compliance Status for Boilers Subject to Tune-ups (see Appendix C) demonstrates meeting the compliance date of 21 March 2014 and the Notification of Compliance due date of 19 July 2014. The Initial Notification of Applicability and the Initial Notification of Compliance Status for Boilers Subject to Tune-ups were submitted via written notification to EPA Air and Toxics Division, San Francisco, CA because the reporting form specific to this subpart was not available in the Compliance and Emissions Data Reporting Interface (CEDRI) at the time that the report was submitted.

Beale AFB must complete the Tune-up Record and Compliance Certification (see Appendix A) by 1 March 2018. This date corresponds to the year after the calendar year during which a tune-up was completed. The Tune-up Record and Compliance Certification is not submitted, however, it must be submitted upon request by an outside regulatory agency. The Tune-up Record and Compliance Certification in Appendix A has been highlighted to show the applicable requirements.

Beale AFB Oil Fired Boilers #1 and #2 Periodic Tune-up Timeline:

Current 5-year tune-up was completed 23 February 2017 (see Appendix B) within 57 months of the

7 June 2012 initial tune-up. Each 5-year tune-up must be conducted no more than 61 months after the previous tune-up. Tune-up Record and Compliance Certification must be signed by the Beale AFB Responsible Official by 1 March 2018 (see Appendix D).

Next 5-year tune-up must be completed by 23 March 2022, no more than 61 months after the previous tune-up. Tune-up Record and Compliance Certification must be signed by the Beale AFB Responsible Official by 1 March 2023.

This report documents the recordkeeping and compliance reporting for area source National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boilers Area Sources (NESHAP Subpart JJJJJJ Boiler MACT) requirements codified in 40 CFR Part 63 and summarized in EPA’s Summary of Regulations Area Sources Industrial, Commercial, and Institutional Boilers (see Appendix F).

The final report will be uploaded to the applicable process in the ‘Records’ tab shown below in the APIMS, as required by AFI 32-7040 Air Quality Compliance and Resource Management:

Chapter 5.3. Data Management. The Air Force-approved information system for air quality is APIMS, which provides a standardized, integrated tool and methodology to track, manage, and report all data related to the Air Quality Program.

Chapter 7.1. Records Management. APIMS, the Air Force-approved information system for Air Quality compliance, provides a standardized and integrated tool and methodology for tracking, records-keeping, managing, and reporting air quality data.

Tune-up Information

National Emission Standards for Hazardous Air Pollutants for Area Sources:

40 CFR Part 63 Subpart JJJJJJ

Who must conduct a tune-up (§63.11214)?

Owners and operators of new and existing coal-fired area source boilers having a heat input capacity of less than 10 million Btu per hour.

Owners and operators of all biomass-fired and oil-fired area source boilers.

If your boiler is subject to tune-ups, you must have it tuned-up every 2 or 5 years, as applicable.

Boilers that are required to have a tune-up biennially (every 2 years) include:

New and existing coal-fired boilers having a heat input capacity of less than 10 million Btu per hour that do not meet the definition of limited-use boiler or do not use oxygen trim systems that maintain an optimum air-to-fuel ratio.

New and existing biomass-fired boilers that do not meet the definition of seasonal boiler or limited-use boiler, or use oxygen trim systems that maintain an optimum air-to-fuel ratio.

New and existing oil-fired boilers having a heat input capacity greater than 5 million Btu per hour that do not meet the definition of seasonal boiler or limited-use boiler, or do not use oxygen trim systems that maintain an optimum air-to-fuel ratio.

Boilers that are required to have a tune-up every 5 years include:

New and existing seasonal boilers.

New and existing limited-use boilers.

New and existing oil-fired boilers having a heat input capacity equal to or less than 5 million Btu per hour.

New and existing boilers with oxygen trim systems that maintain an optimum air-to-fuel ratio that would otherwise be subject to a biennial tune-up.

By when must I complete the initial tune-up (§63.11196)?

Existing Sources: No later than March 21, 2014.

New Sources: Not required to conduct an initial tune-up.

By when must I complete subsequent tune-ups (§63.11223)?

Each biennial tune-up must be conducted no more than 25 months after the previous tune-up.

For a new or reconstructed boiler subject to a biennial tune-up, the first biennial tune-up must be no later than 25 months after the initial startup of the new or reconstructed boiler.

Each 5-year tune-up must be conducted no more than 61 months after the previous tune-up.

For a new or reconstructed boiler subject to a 5-year tune-up, the first 5-year tune-up must be no later than 61 months after the initial startup.

If the unit is not operating on the required date for a tune-up (because it is a seasonal boiler, or because it is down for maintenance, for example), the tune-up must be conducted within 30 days of startup (§63.11223(b)(7)).

How do I meet the tune-up requirements?

For Initial Tune-up: You must conduct a performance tune-up for each affected existing boiler according to §63.11223(b)-(f) and, by July 19, 2014, you must include a signed statement in the Notification of Compliance Status (§63.11225(a)(4)(ii)) that indicates that you conducted a tune-up of the boiler. If you already conducted your initial tune-up and submitted the Notification of Compliance Status, you do not need to resubmit the notification.

You are required to submit the Notification of Compliance Status electronically using the Compliance and Emissions Data Reporting Interface (CEDRI) through EPA’s Central Data Exchange (www.epa.gov/cdx) (§63.11225(a)(4)(vi)). CEDRI is a web-based application for the electronic reporting of various reports required in 40 CFR Parts 60 and 63. Paper submittal of the Notification of Compliance Status will be accepted up to the time that the CEDRI form is available. After that time, the Notification of Compliance Status must be submitted electronically.

Your first Compliance Certification Report certifying that you complied with the requirements in §63.11223 to conduct a tune-up of your existing boiler must be prepared by March 1, 2015. You do not need to submit this report, but it can be requested by your delegated authority (§63.11225(b)).

New affected boilers subject only to tune-up requirements (and, therefore, not subject to initial tune-ups) are not required to prepare and submit a Notification of Compliance Status. New sources must conduct their first biennial or 5-year tune-up no later than 25 months or 61 months, respectively, after start-up, and must prepare their first Compliance Certification Report by March 1 of the year following the tune-up.

For Subsequent Tune-up: You must conduct a performance tune-up for each affected existing and new boiler according to §63.11223(b)-(f) every 2 years or 5 years, as applicable, and you must certify every 2 years or 5 years, as applicable, in your Compliance Certification Report that you complied with the requirements in §63.11223 to conduct a tune-up. You do not need to submit this report, but it can be requested by your delegated authority (§63.11225(b)).

For existing and new boilers that are required only to conduct a biennial or 5-year tune-up and are not subject to emission or operating limits, you may prepare only a biennial or 5-year Compliance Certification Report. Reports should be prepared by March 1 of the year after the calendar year during which a tune-up is completed.

For All Tune-ups, You must conduct the tune-up while burning the type of fuel (or fuels for boilers that routinely burn two fuels at the same time) that provided the majority of the heat input to the boiler for the 12 months before the tune-up (§63.11223(a)). You must keep records of the date of the tune-up, the procedures followed, and the manufacturer’s specifications to which the boiler was tuned (§63.11225(c)). Following each tune-up, you must prepare and maintain onsite a report that contains (i) the concentrations of CO and oxygen before and after the tune-up, (ii) a description of any corrective actions taken as a part of the tune-up, and (iii) the type and amount of fuel used over the 12 months prior to the tune-up of the boiler, but only if the boiler was physically and legally capable of using more than one type of fuel during that period (§63.11223(b)). The records must be maintained on site and submitted to the delegated authority if requested. You may use the example form to document the tune-up, keep records, and meet these reporting requirements.

Initial Notification of Applicability

National Emission Standards for Hazardous Air Pollutants:

Industrial, Commercial, and Institutional Boilers Area Sources

What is the purpose of this form?

You may use this form to meet the requirements for submitting an initial notification under National Emission Standards for Hazardous Air Pollutants (NESHAP) for Industrial, Commercial, and Institutional Boilers Area Sources (40 CFR Part 63, Subpart JJJJJJ).

However, you may submit the information in another form or format.

Am I required to submit an Initial Notification?

You must submit an Initial Notification if you are subject to the Area Source Boilers NESHAP.

Major source means any stationary source or group of stationary sources located within a contiguous area and under common control that emits or has the potential to emit considering controls, in the aggregate, 10 tons per year or more of any hazardous air pollutant or 25 tons per year or more of any combination of hazardous air pollutants1, unless the Administrator establishes a lesser quantity, or in the case of radionuclides, different criteria from those specified in this sentence (§63.2).

Area source means any stationary source of hazardous air pollutants1 that is not a major source (§63.2).

Am I subject to the Boilers Area Source NESHAP?

You are subject to the Area Source Boilers NESHAP if you own or operate an industrial, commercial, or institutional boiler that is located at, or is part of, an area source of hazardous air pollutants (HAP).

Boiler means an enclosed device using controlled flame combustion in which water is heated to recover thermal energy in the form of steam or hot water. Controlled flame combustion refers to a steady-state, or near steady-state, process wherein fuel and/or oxidizer feed rates are controlled (§63.11237).

Commercial boiler means a boiler used in commercial establishments such as hotels, restaurants, and laundries to provide electricity, steam, and/or hot water.

Industrial boiler means a boiler used in manufacturing, processing, mining, and refining or

This form contains the information that must be submitted to fulfill the Initial Notification requirement of 40 CFR part 63, subpart JJJJJJ. You may use this form submit the information or you may submit the information in another form or format.

any other industry to provide steam, hot water, and/or electricity.

Institutional boiler means a boiler used in institutional establishments such as medical centers, research centers, and institutions of higher education to provide electricity, steam, and/or hot water.

Which boilers are not subject to the Area Source Boilers NESHAP rule (63.11195)?

(1) Gas-fired boiler. If your boiler burns gaseous fuels (e.g., natural gas, process gas, landfill gas, coal-derived gas, refinery gas, hydrogen, or biogas) not combined with any solid fuels, or if your unit burns liquid fuel only during periods of gas curtailment, gas supply emergencies, or periodic testing it is a gas-fired boiler. Periodic testing of liquid fuel shall not exceed a combined total of 48 hours during any calendar year in order to maintain your status as a gas-fired boiler (see §63.11237 Definitions and §63.11195(e)).

(2) Hot water heater. If you have a closed vessel with a capacity of no more than 120 U.S.

gallons in which water is heated by combustion of gaseous or liquid fuel and is withdrawn for use external to the vessel at pressures not exceeding 160 pound-force per square inch gauge (psig), including the apparatus by which the heat is generated and all controls and devices necessary to prevent water temperatures from exceeding 210 degrees Fahrenheit (99 degrees Celsius). For example, many hot water heaters at an affected source that are used to heat bathroom or dishwashing water have capacities no more than 120 U.S.

gallons and meet the pressure requirements of this exemption (see §63.11237 Definitions and §63.11195(f)).

(3) Waste heat boiler means a device that recovers normally unused energy and converts it to usable heat. Waste heat boilers are also referred to as heat recovery steam generators.

(see §63.11237 Definitions)

(4) Boilers subject to other NESHAP standards. If your boiler is specifically listed as, or included in the definition of, an affected source in another standard(s) under part 63 (see §63.11195(a)).

(5) Boilers that are used as control devices for other NESHAP standards. If your boiler is used as a control device for another process that is subject to part 63 and at least 50 percent of the heat input to the boiler is provided by the gas stream that is regulated under another subpart the boiler is exempt from this rule (see §63.11195(g)).

(6) Research and Development boilers. If your boiler is used specifically for research and development it is exempt; for example, many universities or boiler manufacturers may have test boilers to develop new designs or combustion modifications. This exemption does not include boilers that solely or primarily provide steam (or heat) to a process or for heating at a research and development facility. This exemption does not prohibit the use of the steam (or heat) generated from the boiler during research and development, however, the boiler must be concurrently and primarily engaged in research and development for the exemption to apply (see §63.11195(d)).

(7) Boilers subject to section 129 of the Clean Air Act. If your boiler is specifically listed as an affected source in another standard(s) under section 129 (e.g., Hospital/Infectious Medical Waste Incinerators, Commercial/Industrial Solid Waste Incinerators, Sewage Sludge Incinerators) you are subject to a section 129 rule instead of this rule (see §63.11195(b)).

(8) Hazardous Waste Boilers. If your boiler is required to have a permit under section 3005 of the Solid Waste Disposal Act or if your boiler is covered by 40 CFR part 63 subpart EEE you are a hazardous waste boiler (see §63.11195(c)).

When must I submit an Initial Notification (§63.9(b)(2))?

Existing sources: No later than September 17, 2011.

New sources: No later than September 17, 2011, or within 120 days after startup of a new source, whichever is later.

Is my source a new or existing source (§63.11194)?

New source means that you commenced construction or reconstruction of the boiler after June 4, 2010 and you meet the applicability criteria at the time you commence construction.

Existing source means you commenced construction or reconstruction of the boiler on or before June 4, 2010.

What are my compliance dates (§63.11196)?

Existing Sources:

Existing sources subject to a tune-up work practice or management practice standard must demonstrate compliance no later than March 21, 2012.

Existing sources subject to an emission limit must demonstrate compliance with the emission limits no later than March 21, 2014.

Existing sources subject to the energy assessment requirement must complete the energy assessment no later than March 21, 2014.

New sources:

New sources must demonstrate compliance with all requirements of the rule upon startup of the affected source, or May 20, 2011 whichever is later.
