4.1 HAZARDOUS WASTE MANAGEMENT
The Contractor shall perform services at Beale AFB and associated GSUs in support of HW management and in compliance with all applicable federal, state, and local laws and regulations;
related DoD and AF directives; and the installation-level Hazardous Waste Management Plan (HWMP). HW management services shall include, but are not limited to, sampling and analysis of HW; entering all required waste data into Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS); supporting preparation of, and updates to, the HWMP; and preparation of new or modifications to existing HW permits. Beale AFB is also responsible for management of the hazardous waste generated at four (4) GSUs: Lincoln Receiver Site (Placer County), NEXRAD Site (Butte County), Point Arena Air Force Station (Mendocino County), and Tulelake (Siskiyou County). Each of the GSUs has its own Environmental Protection Agency (EPA) ID number for Hazardous Waste tracking/disposal as small quantity generators. The MPM shall approve all HW profiles, disposal methods and shall sign all HW and non-HW manifests (e.g., bills of lading, land disposal notifications). Hazardous Waste and Other Regulated Waste Program Details can be found in Attachment 4.
4.1.1 Hazardous Waste Contract Support (Required)
The Contractor shall provide all personnel, supervision, services, and supplies required for the proper and adequate management and operation of Beale AFB and GSU facilities in accordance with 40 Code of Federal Regulations (CFR) (Parts 260-266, 268, 270, 273, and 279), California HW Regulations, and the Beale AFB HW Management Plan. These services include, but are not limited to, HW pick-up and management at up to 90 Initial Accumulation Points (IAPs), management and administrative support of the 90-day HW Centralized Accumulation Point (CAP); administration and use of the HW modules in the EESOH-MIS database, HW storage and maintenance operations; and adhering to all AF policies and goals on HW reduction.
The Contractor shall provide vehicles for waste pick-up. The Contractor shall prepare HW containers for shipment and prepare for proper disposal, coordinating with transport and/or disposal Contractors for turn-in and pick-up of HW, non-HW and other HW services. The Contractor shall strictly adhere to federal, state, and local HW regulations. This support shall also include completing requirements for similar wastes, including, but not limited to non-hazardous industrial and special waste; used oil and off-spec fuel; universal and electronic wastes; waste consolidation/lab packing; waste turn-in/preparation for shipment; and pick-up of waste for transfer to the CAP. The Contractor shall not mix potentially Polychlorinated Biphenyl (PCB) contaminated (i.e., transformer, capacitor, etc.) used oil with standard (i.e., automotive or motor oil) used oil. The Contractor shall conduct and annually review and update the Installation Contingency Plan (ICP), which encompasses both the Facility Response Plan (FRP) and Spill Prevention, Control and Countermeasure (SPCC) plan, for the CAP.
The Contractor shall submit a monthly report as described above detailing the activities performed in support of this effort. The Contractor shall also provide services to open and close IAP’s (to include, but not limited to, preliminary identification of wastes, communicating instructions to shop personnel, providing HW profiles, and providing/removing containers). (CDRL A001a)

MS Office software packages or equivalent.
As part of the HW Contract Support, the Contractor shall perform the following functions.
4.1.1.1 Centralized Accumulation Point
The Contractor shall manage the CAP located in Building 539. CAP management duties include, but are not limited to, the following:
4.1.1.1.1 Waste Consolidation
The Contractor shall consolidate compatible wastes to the greatest extent practicable within regulatory limits and in accordance with the Defense Logistics Agency (DLA) disposition services disposal contract requirements. Consolidation will include “lab-packing” of small items as well as combining similar waste streams to ensure the lowest possible disposal cost.
4.1.1.1.2 Segregation of Hazardous Waste
All non-compatible items collected on this contract shall be segregated and kept physically separate from any other items. The items shall be marked so that they are readily identifiable and that there is a clear audit trail for all items until final disposition. The Contractor shall implement protocols to properly identify wastes for disposal, recycle, or Resource Conservation and Recovery Act (RCRA) Subtitle C HW reclamation as appropriate. The protocols developed shall maximize RCRA and California authorized exclusions, variances, or exemptions to reduce the amount of HW and other regulated waste generated, avoid disposal costs, and improve solid waste diversion rates. Protocols shall be reviewed and approved by MPM.
National stock numbered items requiring demilitarization will be identified to the DLA, such as specialized lead-acid batteries. Any proceeds from recycling activities will be returned to the Beale AFB Qualified Recycling Program (QRP). On a monthly basis, the Contractor shall report diverted HW (in pounds) to the MPM. Please note that off-site shipment and/or disposal is not included in this Contract. (CDRL A001k)
4.1.1.1.3 Facility Inspections and Housekeeping
