107) Sections 4.4.3 Can the Government provide the number of vapor recovery systems that require testing on any annual basis? Is a third party California certified tester currently under contract for this work?

Answer:Currently, 2 non-retail dispensing tanks require annual testing per permit conditions. Neither tank is associated with AAFES facilities or tanks containing capitalized fuels

108) Section 4.4.3 Please clarify how many additional TP-201.3B tests the contractor should include in bid if the initial test doesn't pass.

Answer: Typically, following a failed test, minor repairs are made and the subsequent re-test passes.

Historically and as standard operating procedure, Beale AFB would perform two tests annually for each permitted tank: a pre-test (with no regulator observation) and a final test with the air district regulator on-site observing.

The purpose of the pre-test is to identify failing tanks and make minor repairs so the tank passes during the final test. This SOP has eliminated the need of further testing beyond the final test and prevents a

NOV due to a failed.

109) Section 4.4.3 SAM, Air – How many dispensing facilities (tanks) are located at
