U. S. AIR FORCE INTEGRATED SOLID WASTE MANAGEMENT PLAN

9th Reconnaissance Wing

Beale AFB, CA

4-Jun-18

INTEGRATED SOLID WASTE MANAGEMENT PLAN

ABOUT THIS PLAN

This installation-specific Environmental Management Plan (EMP) is based on the U.S. Air Force’s (AF) standardized Integrated Solid Waste Management (ISWM) Plan template. This plan is not an exhaustive inventory of all solid waste (SW) requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs); AF Playbooks; federal, state, local and Final Governing Standards (FGS); and permit requirements, as applicable, are referenced.

Certain sections of this ISWM Plan begin with standardized, AF-wide “common text” language that addresses AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections, are Installation sections. The Installation sections contain installation-specific content to address state, local and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental Installation Support Teams (ISTs) and/or installation personnel.

This document is optimized to be accessed and viewed electronically. The eDASH website at https://cs1.eis.af.mil/sites/edash/ is the primary communication tool for AF EMPs.

Tenant Organizations

Air Force policy dictates that installations shall have a single, integrated QRP. This means that tenants, such as, but not limited to, the Navy, AAFES, and DeCA, must participate in the installation QRP. Non-appropriated funds activities, AAFES activities, and commissaries are permitted to sell their recyclables outside the QRP and retain proceeds. These organizations may choose to participate in the installation QRP. If these organizations choose to have the QRP manage the handling and disposition of recyclable materials, the QRP may recover the cost of recycling from the proceeds derived from those participants. Regardless, all organizations at an installation must provide data on recycling and SW generation to the QRP Manager. This requirement allows the QRP Manager/ISW Manager to calculate performance on the DoD non-hazardous SW measure of merit for all activities on installation. This requirement may need to be included in an inter-service support agreements, and host-tenant agreements.

Quality Assurance Personnel

(QAP)

The Quality Recycling Program (QAP), Operations Flight, Customer Service (9 CES/CEOE), conducts weekly inspections of industrial shop waste containers to verify that no HW is present.

The QAP conducts semiannual inspections of refuse containers to determine adequacy of size and number. As recycling efforts become more effective and QAP inspection indicates refuse containers are not full at pick-up, contract requirements are adjusted to reflect the reduction in SW disposed. Adjustments are made to the number of refuse containers and/or the frequency of container pick-ups each week.

Office/Organization/Job Title Installation Role/Responsibility Description

QAP should also be responsible for performing periodic, informal QRP audits, such as ensuring tenant organizations are providing solid waste diversion data.

In July 1995, the RWMA and its member jurisdictions adopted a Regional Agency Integrated Waste Management Plan (IWMP). The California Integrated Waste Management Board (CIWMB) approved this Regional Agency IWMP on 24 April 1996. Beale AFB was included in the RWMA as part of the unincorporated area of Yuba County and became subject to the planning and reporting elements addressed in the Regional Agency IWMP.

Redeemable goods reporting

Facility Managers are required to track redeemable goods and provide the QRP Manager a quarterly estimate of materials. Redeemable goods are generally collected from clubs and break rooms.

7.0 PROCEDURES

7.1 Solid Waste Generation and Diversion Goals

1. The ISW/QRP Manager(s) maintains a Waste Stream Analysis to identify waste streams generated and track waste diversion and disposal

2. The ISW/QRP Manager(s) maintains a Solid Waste Diversion table to track current and projected progress towards solid waste diversion goals

3. The Waste Stream Analysis and Solid Waste Diversion tables are available on eDASH or by clicking on the following icon:

The following table provides solid waste diversion rates from FY2001 through FY2016. Diversion rates were calculated using annual Solid Waste Diversion Reports that provide disposal data for individual solid waste media (e.g., cardboard, trash) at Beale AFB. As shown in the table below, Beale AFB is not currently meeting the State of California and USAF solid waste diversion goals of 50 and 55 percent, respectively. Over the last five years (FY2012 through FY2016), Beale AFB has remained at a relatively consistent 40 percent diversion rate. This table should be used in parallel with Solid Waste Diversion Reports to help inform where solid waste diversion improvements can be made. The Solid Waste Characterization Study, included in Appendix A, includes diversion totals for individual solid waste media.

Beale AFB does not currently operate an on-base landfill. Solid waste stream data is provided by the solid waste disposal contractor, Recology, and updated in EESOH-MIS on a semi-annual basis.

Installation Supplement – Solid Waste Generation and Diversion Goals

California Assembly Bill (AB) 939 Waste Diversion Goal – CalRecycle has developed specific criteria to measure progress toward the State of California 50 percent waste diversion goal. The calculation takes into consideration population and economic factors to develop a per-capita disposal expressed as pounds per person per day. CalRecycle developed a diversion rate calculator to assist jurisdictions with the diversion rate equation. Compliance with the state diversion goals and the supporting program to meet those goals are facilitated by Recology, Beale’s SW contractor. Recology submits the required reports to the Yuba/Sutter RWMA who tracks compliance with the requirements of AB 939 by calculating the jurisdiction’s waste diversion percentage. Beale is responsible to develop an integrated approach to SW management, ensure Recology is submitting the appropriate documents, and to support the waste diversion program.

The waste diversion goal promulgated by California AB 939 meets the 50 percent waste diversion goal established in EO 13693, “Planning for Federal Sustainability in the Next Decade.” The Beale AFB QRP will continue to strive towards meeting any new goals established in EOs or DoD directives.

Air Force Solid Waste Diversion Goal – the USAF has established a solid waste diversion goal of 55 percent for FY17.

Amount of SW Diverted or Recycled – Material diverted from the landfill includes all material that would be disposed of in the landfill but instead is reused, recycled, recovered or composted. These materials are quantified on the Refuse Diversion Reports. The diversion rate is calculated using R/(R+L)*100. The diversion rate for years 2001 through 2016 are summarized in the Beale AFB Diversion Rates Years 2001 through 2016 Table above. The diversion tons tabulated (R) for years 2001 through 2007 typically did not include C&D, newspaper, white paper, tires, or firewood; all materials that were and currently are recycled at Beale AFB. The diversion rates for those years would show significantly higher if these materials were included.

7.2 Source Reduction

The installation employs the following source reduction strategies to minimize SW generation.

Change processes to reduce or eliminate the production of wastes

Solid Waste Beale AFB has developed an integrated approach to SW management and recycling to maximize its diversion rate in a cost effective manner.

The main elements of the successful integrated SW management program to optimize the amount of diverted waste are convenient collection bins located at each facility, at the base recycling center and at strategic locations throughout the base, materials recovery processing of the refuse, used and waste tire recovery, and management of the construction and demolition debris. Currently there are approximately 122 commercial/industrial containers utilized at Beale AFB.

As part of their contract, Recology repairs or replaces broken bins and provides no cost recyclable material pick-up at Beale AFB. This weekly and on call pick-up service includes mixed recycling, green waste, cardboard, paper and mixed materials, white paper and wood waste. In return for this free service, Beale AFB has chosen to allow Recology to retain any dividends from recyclable materials. This is intended to be an incentive for Recology to actively increase the amount of solid waste recycled and diverted from the landfill.

Beale also has an active QRP to collect and sell recyclable materials produced by in-house and contracted work.

The Used and Waste Tire Program for Beale AFB was developed in accordance with California state regulations, the California Tire Recycling Act of 1989 (AB 1843) and Senate Bill (SB) 876 in 2000.

This program directs the proper storage and disposal of used and waste tires generated at Beale AFB.

All used and waste tires will be collected and disposed of as recyclable materials.

C&D Waste Base projects that generate C&D debris must divert as much C&D materials as possible. This requires separation of materials. Base contracts include provisions for using recycled materials and for recycling usable materials.

Recyclable materials include but are not limited to asphalt, concrete, unpainted wood, metal, glass, rocks and soil.

To the extent feasible C&D debris is segregated into separate recycle, disposal and clean soil handling categories. The total amount of C&D debris, by weight, disposed in landfills and the total amount diverted from landfills by reuse or recycling must be reported semiannually or quarterly to the Solid Waste Program Manager in 9 CES/CEIE.

For SW diversion soils with C&D, debris is sifted (separated), concrete is crushed to ¾ inch for road use and asphalt is crushed for use only as a sub-base for other asphalt roads. Crushed concrete and asphalt stored in designated areas become a diverted material (no longer waste).

Reduce the volume of material purchased or produced

Hazardous Material Management Process Proactively reviews all hazmat purchases to reduce or eliminate chemicals.

Reduce the toxicity of products used

Hazardous Material Management Process Proactively reviews all hazmat purchases to reduce the amount of toxic chemicals used.

Increase the useful lifetime of products used

Hazardous Material Management Process Proactively reviews the hazmat inventory to increase the useful lifetime of products in the hazmat inventory. EESOH-MIS is utilized to track inventory and shelf life of chemical products.

Decrease the amount of product use

Hazardous Material Management Process Proactively reviews the hazmat inventory to decrease the amount of product and only purchase what is required in a process. EESOH-MIS is utilized to track inventory and amount of chemical products utilized in processes.

Purchase environmental ly preferable products and services

Environmentally preferable product purchasing and services are incorporated into P2 program goals and managed through the Beale AFB green procurement program.

Soils Management Plan

Beale AFB has developed a Soils Management Plan to address management and disposal of soil from construction projects. This will be posted on the Beale eDASH site:

Composting Recology provides composting pickup and off-site disposal for green waste generated at Beale AFB.

Mulching Mulch is made at Beale AFB by the grounds maintenance contractor, who collects tree trimmings and slashes from tree removals or downed trees. The grounds contractor or heavy repair personnel chip the collected material and chips are then put through a grinder located at “F” Street and 9th Street (circled in green in the Compostable Wastes Table). The mulch is reused throughout the base for landscaping, as needed.

Reuse DLA salvages reusable items for resale off-base. If the items are not resold, the DLA offers salvageable goods to Base personnel for reuse. If items are not collected or reused on Base, Recology will pick up for sorting at its transfer station.

Donation Some items are donated to base organizations for reuse or to non-Government entities (i.e. thrift stores). Donations are made on an as needed/requested basis.

Recycling Recology picks up segregated SW on base and transports to their facility for final sorting and sale off-base. An additional 8-15 percent of recyclable materials are recovered by Recology from trash collected at Beale AFB. The proceeds from recyclables collected and salvaged by Recology are used to offset the cost of the contract.

Offsite Landfill

Recology (NorCal) Ostrom Road Landfill (California Solid Waste Facilities Permit No. 58-AA-0011) is an off-base landfill located in Wheatland, California where Beale AFB SW is taken for disposal. The landfill is open to commercial waste haulers and can accept up to 3,000 tons of municipal SW per day. The site has an expected closure date of 2095 with a total design capacity of over 41 million cubic yards.

Disposal – On-site Landfill

Three landfills were previously operated at Beale AFB: Landfill Numbers 1, 2, and 3. These landfills have been closed, capped and are currently monitored.

7.4 Waste Streams – Management Methods and Opportunities

Municipal Solid Waste

Waste Generation Sources The SW stream is characterized to determine landfill disposal and waste generation rates and to identify wastes that can be diverted from the landfill and reused or recycled. The SW stream characterization for 2016 is located in Appendix A. Solid waste streams tracked at Beale AFB include the following:

• Trash to landfill

• 8-15% recyclable material recovered from trash

• Cardboard

• Green Waste

• Mixed Recycling

• Newspaper

• Wood

• Metal

• Tires

• C&D Waste

• Fire Wood

• White Paper

Reduction Methods All non-recyclable refuse collected is transported to the Marysville Integrated Waste Recovery Facility (IWRF) transfer station and further sorted to recover additional recyclable materials. This process typically recovers approximately 8-15 percent of the total tonnage destined for the landfill and contributes to both State and Air Force SW diversion goals.

The main elements of the Beale AFB integrated SW management program to optimize the amount of diverted waste are curb-side pickup for refuse and recyclable materials in the family housing area, provide convenient collection bins located at the base recycling center and at strategic locations throughout the base, ensure materials recovery processing of the refuse, maintain used and waste tire recovery, and enforce responsible management of the C&D debris. Currently there are 122 commercial/industrial containers and 400 household containers utilized at Beale AFB.

The Beale ISWM Program is cost effective because source separation has been integrated into SW handling, storage, and collection to offset contractor sorting costs. To save hauling costs, refuse and source separated recyclable materials are collected at the same time. The SW is taken to an off-site IWRF for further sorting of the refuse and processing of recycled materials. The remaining refuse is sent to an off-base landfill for disposal. Beale AFB has integrated source separation and materials recovery into the SW storage collection and handling process for the residential, commercial and industrial areas of the base.

Curbside Recycling in Family Housing Area Separate containers are provided so that the residents can source separate recyclable and compostable material from their refuse. Commercial grade toters with a capacity of 96 gallons are provided to each resident. Each toter is identified with large stickers stating what the bin is to be used for (i.e. refuse, yard waste that can be composted and recyclable materials). Toters that become unserviceable are replaced within 48 hours. The Beale AFB’s curbside recycling program has been recognized as a model program by CalRecycle who has recommended that similar programs be implemented by the local communities in the region to help achieve the AB 939 goals for the jurisdiction.
