About this file

This document contains a questions and answers log from a pre-solicitation conference for solicitation number HTC711-23-R-R010 for S&RTS Port Operations and Related Transportation Services. The solicitation seeks proposals to provide port operations and transportation services for the Department of Defense United States Transportation Command across six regions: USNORTHCOM, USSOUTHCOM, USCENTCOM, USEUCOM, USAFRICOM, and USINDOPACOM. Offerors must demonstrate relevant experience through a corporate experience questionnaire for each region proposed. While experience in one region does not guarantee ability to perform in another, offerors may present how work in one region demonstrates capability in another. The font size in the attachments differs from that stated in the solicitation but will be accepted provided it is within the ranges given. Offerors without direct experience in a given region may still propose for that region by demonstrating relevant contract execution experience in another region. No other changes are being made to the solicitation terms.

What do you mean when you state in above Attachment #4, to provide a minimum of three questionnaires for each region we intend to compete?

Does it mean that we must have done relevant effort with three different Contracting/Buying activities in the last three years in the region?

28‐Nov‐23

Attachment 4 is requesting that offerors provide a minimum of 3, but no more than 5 questionnaires for each region the offeror intends to compete in at the Task Order level. To demonstrate corporate experience, the offeror shall address their, and/or their subcontractor(s), most relevant government and/or commercial contracts and efforts performed within the past three years by completing Attachment 4. The Contracting/Buying activtity can be the same or different entities.

See Amendment 3 edit. "Contractor or Effort" is being changed to "Contract or Effort Identifier".

The government is looking for specific movement/booking identification information related to the example that you are providing for work performed in a given region.

Our company is also interested in participating in Region 1 (USAFRICOM), however even though we have an extensive experience in Region 3 (USEUCOM), we have not conducted any vessel operation or performed in

AFRICOM.

Are we eligible to submit a Technical proposal for AFRICOM region, using our experience in S&RTS contract execution in Region 3?

28‐Nov‐23

The government is asking for proposal submissions within one or more of the six individual regions identified in Attachment 1, PWS, Appendix C for which the offeror is able to demonstrate their ability to provide services in any country within that region. Example 1: If you can provide services in Japan and Singapore then you would submit a proposal for region 4 (USINDOPACOM). Example 2: If you can provide services in Germany and Kuwait, then you would submit a proposal for regions 2 (USCENTCOM) and 3 (USEUCOM).

If an offeror feels work performed in one region demonstrates their ability to perform work in another region they are welcome to present this at time of proposal submission. Please note, the offeror shall demonstrate how each referenced contract or effort identified in their Corporate Experience Questionnaire is considered recent and relevant in terms of scope, magnitude, and complexity for the region they wish to participate in at the Task Order level. All responses provided, when considered together, should demonstrate capabilities to meet the full spectrum of requirements outlined in the PWS.
