PROSPECTIVE VENDOR'S QUESTION GOVERNMENT'S RESPONSE

1 25‐Oct‐23 Will the slide deck be made available? Yes, it will be posted on SAM. GOV.

2 25‐Oct‐23 Is the individual Subcontracting Plan also required with the submission?

The Small Business Subcontracting Plan should be completed

(Large Businesses Only) as part of the business proposal for offerors that intend to compete on Task Orders supporting Region

6 (See Attachment 1 PWS, Appendix C).

3 25‐Oct‐23

We are currently involved (and have been involved multiple times over the past 3+ years) in setting up temporary LSA (sleeping) capabilities for USTRANSCOM under a S&RTS contract directly at the Port. This is a LSA solution for approx. 300‐400 USTRANSCOM pax and build within a large facility at the port. This seems to be a somewhat unique requirement (as of to date) to this specific port. Is this a requirement which we can expect from USTRANSCOM to be included in future task orders at other ports throughout the 1‐6 regions as well? Also, Could it be possible to see requirements (e.g. dictated by specific host nations part in regions 1‐5) to subcontract to local companies in future Task Orders? Thank you.

Life Support Services is not a service that AQ is targeting for this requirement. These services have been provided under S&RTS contracts in the past and defined as Related

Transportation/Terminal Services ; however, these services are typically secured through other DoD contract activities and not combined with S&RTS. If there is a need for services of this nature, it will be identified in the Request for Task Order Proposal as part of the overall S&RTS mission requirement needs.

4 25‐Oct‐23 What's the plan for the current S&RTS contracts once PORTS goes into service? To include option years?

The PORTS contract is the follow on effort to replace the P&RLS‐E contract once awarded. All other standalone enduring contracts currently in execution today within the identified regions of support under PORTS are expected run through their natural completion. The Contracting Officer will determine whether it is in the government's best interest to exercise any unexecuted option periods under these existing contracts prior to taking action. All future recompete actions will be reviewed by the government to see if a continued enduring contract vehicle is needed or if operational requirements can be met through the

PORTS contract. The government reserves the right to determine which contract vehicle is most appropriate to order against when meeting future mission needs.

5 25‐Oct‐23 Is it correct that in this phase of source selection there is no MAX AMOUNT to be filled on page

4 and 5 of the RFP? Page 4 and 5 is the CLIN description.

Pricing is not being requested or evaluated at this time. All

Pricing will be requested and evaluated at the Task Order level.

Pages 4 and 5 of the solicitation are for Government use only.

6 25‐Oct‐23 The small business plan is calling for dollar amounts for the plan. Do we use percentages instead of dollar amounts?

The dollar amount and percentages need to be included on the small business plan.

7 25‐Oct‐23 I see full ag washing didn't make the PWS again. Any chance you'll be adding that at some point?

Agricultural washing is part of the PORTS requirement, as are rinsing and fumigation services. There are different levels of washing, some task orders will require more in‐depth washing, while some just require rinsing. The level of cargo washing required will be identified in the Request for Task Order Proposal as part of the task order solicitation process.

8 25‐Oct‐23 Would appreciate a comment on SOR submission.

Pricing is not being requested or evaluated at this time. All

Pricing will be requested and evaluated at the Task Order level. A

Sample Request for Task Order Proposal (RFTOP) will be posted for potential offerors to better understand what type of mission specific information is typically shared during the Task Order solicitation process and how pricing is expected to be provided in response. Each RFTOP is expected to be solicited amongst all

IDIQ contractor holders assigned to the applicable region unless otherwise determined by the CO per Appendix A of the PWS.

9 25‐Oct‐23

Can the Government please confirm if we do not have an actual or perceived Organizational

Conflict of Interest (OCI), is it sufficient to provide such a statement in the OCI section

"Comments" field of Attachment 2?

A separate document will need to be provided that states no OCI exists. The document will need to be on official business letterhead and be signed by an authorized signatory of the company.

10 25‐Oct‐23

Can we include personal past performance and/or subject matter expertise for company employees in additional organizational past performance if the personal experience/expertise relates to the government's requirements?

Yes, you may include information of this nature as part of the

Corporate Experience Questionnaire, however please note each questionnaire is limited to four pages.

11 25‐Oct‐23 Where can we see a sample of the excel rate sheet discussed?

Pricing is not being requested or evaluated at this time. All

Pricing will be requested and evaluated at the Task Order level. A

Sample Request for Task Order Proposal (RFTOP) will be posted on SAM.GOV for informational purposes only. The RFTOP document is tailored to match mission specific needs.

12 25‐Oct‐23 Is it acceptable to discuss this presentation with our COR?

No, it is not acceptable to discuss with your COR. All questions related to the PORTS RFP should be addressed to the three

Contracting Office POCs identified in the solicitation, and the Pre‐

Proposal Conference slides. Additionally, please ensure all three contracting POC's are included on any and all correspondence regarding this requirement to ensure timely responses.

13 25‐Oct‐23 Quick question, for the amendments does that include the amendment already posted or just future amendments?

All amendments posted to SAM.GOV, including the one posted prior to the Pre‐Proposal Conference, are required to be signed and returned with you proposal at time of submission.
